Default blocks access to key routes such as income-driven repayment (IDR), and Public Service Loan Forgiveness (PSLF) is limited to eligible Direct Loans that are not in default. Getting out of default can reopen a path to forgiveness, but it does not erase the debt or automatically qualify you. Your loan type, repayment plan, employment, and qualifying-payment history still matter.
What default means for forgiveness
Federal Student Aid says defaulted loans are not eligible for an IDR plan. PSLF and Temporary Expanded PSLF (TEPSLF) require eligible Direct Loans that are not in default. In practical terms, resolving default is usually a prerequisite to pursuing these routes—not forgiveness in itself.

This applies to the main IDR and PSLF pathways. Other federal programs, including disability or school-related discharges, have their own eligibility rules; being in default does not by itself establish eligibility for them.

Federal Student Aid identifies rehabilitation and Direct Consolidation as possible ways to address default. They work differently, so consider the route alongside your next repayment or forgiveness goal. Confirm your loan-specific terms with your loan holder or the Department of Education’s Default Resolution Group before agreeing to either option.

| Option | Payment steps and timing | Default and credit record | Costs and trade-offs |
|---|---|---|---|
| Rehabilitation | For Direct Loan and FFEL borrowers, make nine on-time voluntary payments within ten consecutive months. For a defaulted Perkins Loan, make nine consecutive payments. Federal Student Aid describes the standard rehabilitation payment as 15% of annual discretionary income divided by 12; contact your loan holder or the Default Resolution Group about your actual arrangement. | After successful rehabilitation, the default status is removed and collections stop. | It requires completing the payment schedule. The cited Federal Student Aid FAQ does not state a fixed completion time beyond the required payment periods. |
| Direct Consolidation | Eligibility and terms depend on your loans and repayment circumstances. Federal Student Aid says a borrower may consolidate defaulted federal loans into a Direct Consolidation Loan and agree to repay the new loan under the current Repayment Assistance Plan (RAP). | The Department’s default FAQ says the default record may remain on your credit history. | The Department says consolidation may be faster than rehabilitation, but capitalized interest and collection costs can increase the debt. The time saved and added amount are not stated as fixed figures by Federal Student Aid. |
The federal Fresh Start initiative ended on October 2, 2024, according to Federal Student Aid. It is not an option for new enrollment.
Which forgiveness routes may be available after default is resolved?
Public Service Loan Forgiveness
PSLF can forgive the remaining balance on eligible Direct Loans after 120 qualifying monthly payments while you work full-time for a qualifying government or nonprofit employer. You must also satisfy the program’s repayment and payment rules. Rehabilitation or consolidation alone does not fulfill those requirements.
FFEL and Perkins loans are not themselves PSLF-eligible, although they may be consolidated into a Direct Consolidation Loan. Federal Student Aid says that, for consolidation after September 1, 2024, the qualifying-payment count on included Direct Loans can be calculated using a weighted average. Because consolidation can affect payment credit, check your loan mix and payment history and consider certifying qualifying employment before consolidating. Do not assume every earlier payment will count.

Once a loan is no longer in default, you may be able to enter an IDR plan if the loan type and other eligibility rules allow it. Federal Student Aid’s current IDR guidance lists RAP alongside legacy plans with different eligibility requirements. It says the SAVE plan is no longer available and that PAYE and ICR are to retire no later than July 1, 2028. Those plan rules can change, so use the current Federal Student Aid guidance to check which plan applies to your loans.

IDR discharge depends on completing the qualifying repayment period for an eligible plan; resolving default does not start or complete that period automatically. Federal Student Aid’s general forgiveness overview describes discharge after qualifying IDR repayment periods, but the applicable plan and timeline depend on your circumstances.
Other federal relief
Federal Student Aid also lists borrower defense, closed-school discharge, Teacher Loan Forgiveness, total and permanent disability discharge, and military-related benefits. Each has separate qualifying conditions. Check the rules for the specific program rather than treating default as a basis for approval.

What to check before choosing a route
- Confirm your loan status and loan types. Review your account at StudentAid.gov to see which loans are in default and whether they are Direct, FFEL, or Perkins loans.
- Identify your intended forgiveness route. PSLF requires eligible Direct Loans, qualifying employment, and qualifying payments. IDR availability depends on the loan and plan rules.
- Compare rehabilitation with consolidation for your situation. Ask your loan holder or the Default Resolution Group for the payment terms and consequences before committing. If you are considering PSLF consolidation, review your payment history and employment certification first.
- Verify current rules through official channels. Use Federal Student Aid, your loan holder, or the Department’s Default Resolution Group. A paid debt-relief company is not required to access official guidance or apply through those channels.
