Possibly, but server-access problems do not automatically create a Steam refund entitlement. For a Steam purchase of PUBG: BATTLEGROUNDS, the clearest route is Steam’s standard game-refund policy: submit the request within 14 days of purchase and have less than two hours of counted playtime. Steam counts online, offline and shared-library play. If you miss either limit, you may still submit a request for review, but Steam does not promise approval.
PUBG Support directs customers with Steam payment or purchase issues to Steam Support. The practical question is therefore not simply whether you can connect to the servers, but whether your transaction and playtime fit Steam’s rules and how clearly you describe the access problem.

Steam’s standard refund rule
Steam’s Common Refund Questions and its Steam Refunds policy set two standard conditions for games. Both conditions matter for PUBG: BATTLEGROUNDS.

Why both limits matter
A connection failure does not erase time already recorded on the Steam account. If you launched the game repeatedly while trying to connect, those sessions can contribute to the playtime Steam uses when assessing the request. Shared-library use is counted as well, so another person’s play on the same shared copy can affect the total shown for the game.

Conversely, being under two hours is not enough by itself if the purchase is older than 14 days. Steam evaluates the combination of purchase age and playtime, not just the reason selected in the request.
Does a server-access failure guarantee a refund?
No automatic guarantee is stated in the reviewed Steam policy for an outage, failed connection or inability to reach PUBG servers. Steam’s policy says requests outside the standard rules can be reviewed, and it separately notes that consumers in some jurisdictions may have additional rights when a game is faulty. Neither statement turns every connection problem into an approved refund.
There is also no single explanation for “cannot access the servers.” The same symptom could reflect:

- a PUBG-wide service disruption;
- an account-specific access problem; or
- a local network, computer or device issue.
The policy pages do not establish which of those situations applies to an individual player, and they do not provide a live diagnosis of server status. Describe what you actually observed instead of asserting that the entire game was offline unless you have reliable evidence for that conclusion.

How to submit the request through Steam
For a purchase made on Steam, use Steam’s support channel rather than asking PUBG Support to process the payment. PUBG Support’s article, updated March 19, 2018, states that a payment issue occurring on Steam must be handled by Steam Support.
- Sign in to Steam Support. Start at help.steampowered.com and sign in to the Steam account that owns the transaction.
- Open the purchase-support flow. Locate the PUBG: BATTLEGROUNDS transaction in your Steam purchases and choose the option to request help or a refund for that purchase.
- State the access problem plainly. Explain that you cannot access the game’s servers, when the problem began, and whether you attempted more than one connection or launch. Keep the description factual; do not label it a universal outage unless you can support that statement.
- Give the timing and playtime context. Include the purchase date and the approximate circumstances of the recorded playtime. Steam can see its own transaction and playtime records, but explaining why the recorded time exists helps distinguish failed connection attempts from normal play.
- Submit the request for Steam’s decision. If your request is within the standard limits, identify that clearly. If it is outside them, ask Steam to review the circumstances rather than presenting approval as a right.
Steam’s official policy directs customers to request a refund or other assistance through Steam Support. The support form, rather than PUBG’s payment-support channel, is the place to make the request for a Steam transaction.
A concise explanation you can adapt
You can write something such as: “I purchased PUBG: BATTLEGROUNDS on [date] and have been unable to access its servers. My attempts resulted in [brief description of what happened]. Please review this purchase for a refund under your policy.” Replace the bracketed portions with your actual date and observed symptoms, and do not claim facts you have not verified.

The table describes policy posture, not a promise about an individual decision. Steam’s statement that it will review some requests outside the standard rules means you can ask; it does not say every such request will be granted.
What to include when the problem is server access
A useful request separates the observable facts from your conclusion. Include:
- the date you bought the game;
- the playtime shown by Steam, including any time spent launching or reconnecting;
- the date and approximate times you tried to play;
- what happened when you attempted to connect, such as being unable to reach the game’s servers; and
- whether the problem continued after additional attempts or appeared limited to one session.
These details do not create a special refund category, but they give Steam context for deciding a request that involves a failed connection. Avoid claiming that PUBG’s servers were globally unavailable, that your account was permanently blocked, or that your device was at fault unless you have evidence for that specific claim.
Steam purchase versus other support channels
The answer in this article concerns a copy purchased through Steam. PUBG Support’s refund article directs Steam payment issues to Steam Support, so contacting PUBG Support cannot substitute for opening the Steam refund request for that transaction. Keep the request tied to the account and purchase record that Steam can verify.

If you are unsure where the transaction occurred, check the receipt or account history before submitting. The support owner matters because the seller that processed the payment is the party that can evaluate and return that payment.

Steam says an approved refund is normally issued within a week. The money may go to your Steam Wallet or back to the original payment method. Steam also cautions that some payment methods cannot receive a refund back to the original method, in which case the available refund destination can differ. These timing and payment details are described in the Steam Refunds policy.
“Within a week” is Steam’s stated expectation, not a promise that every bank or payment provider will post the credit at the same moment. Keep the support confirmation and watch the Steam account or payment method you selected for the refund.

Additional consumer rights in some jurisdictions
Steam’s policy notes that some jurisdictions may provide consumers with additional rights when a game is faulty. Whether those rights apply depends on where you live and the facts of the transaction. The policy statement does not identify every jurisdiction or decide whether a particular server-access problem qualifies as a legal fault.
If you rely on local consumer law, describe the concrete defect and the remedy you are requesting, and do not assume that the general 14-day and two-hour rule is the only rule that could ever apply. Steam remains the appropriate first contact for a Steam purchase, but the legal outcome can depend on your location and circumstances.
Common mistakes that weaken a request
- Treating a connection failure as an automatic entitlement. Steam does not state that every inability to connect guarantees a refund.
- Ignoring recorded playtime. Online, offline and shared-library time all count under Steam’s policy.
- Waiting while continuing to launch the game. Additional attempts can change the playtime Steam sees, so submit promptly once you have enough information to describe the problem.
- Sending a Steam payment issue to the wrong support team. PUBG Support directs Steam payment matters to Steam Support.
- Presenting an exception request as a guaranteed approval. Outside-policy requests can be reviewed, but review and approval are different outcomes.
- Overstating the cause. A player may not know whether the cause is a broad outage, an account issue or a local setup problem. Report the symptom and the evidence you have.
Worked examples
Recent purchase with minimal playtime
Suppose you bought the game five days ago, attempted to connect twice and Steam shows 35 minutes of playtime. That combination falls inside the two standard conditions. In the request, state the purchase date, the recorded time and that the connection attempts did not provide server access. You are using the normal refund route, not asking Steam to waive a limit.
Recent purchase with more than two hours recorded
Suppose the purchase is eight days old but repeated launches and troubleshooting have brought the recorded time above two hours. You can still submit the request, explain that the time arose during unsuccessful access attempts, and ask for review. The request is outside the standard playtime condition, so the policy does not guarantee approval.
Older purchase with little playtime
Suppose Steam shows only a short session, but the purchase is several weeks old. Submit if you want Steam to consider the circumstances, while acknowledging that the 14-day condition is not met. A server-access explanation may provide context, but it does not replace the published purchase-age rule.
Bottom line for a PUBG server-access problem
You can ask Steam for a refund, and you have the strongest policy position when the purchase is within 14 days and the account has less than two hours of counted playtime. Inability to access PUBG’s servers alone is not stated as an automatic entitlement. For a Steam purchase, sign in to Steam Support, describe exactly what happened, provide the purchase and playtime context, and treat any request outside the standard limits as a review request rather than a guaranteed refund. If approved, Steam says the refund is normally issued within a week to the Steam Wallet or, where supported, the original payment method.
