Futurism’s comparison points to Mafia III (2016) and Red Dead Redemption 2 (2018), which let players encounter and attack KKK members. Those are non-VR examples. The report frames JackTheFallout’s mod as an apparent first for putting that scenario in VR, rather than the first game depiction of Klan enemies.
