Can You Drive in Mexico City With a License From Another State or Country?

For a tourist or short-term visitor with a valid foreign license, the answer is yes, according to Universidad Autónoma Metropolitana Azcapotzalco’s 2025 visitor guide. The guide says visitors may use a valid license from their country of origin; it describes an international driving license used together with the home-country license as an alternative, not a universal requirement. The guidance does not settle the rule for a license issued by another Mexican state or for someone who has moved to Mexico City.

What the visitor guidance says

UAM Azcapotzalco’s Guide for coming to CDMX 2025 says foreign nationals driving in Mexico City for the immediate future may use a valid license from their country of origin. It also describes an international driving license presented alongside the home-country license as an alternative for tourists and short-term visitors. The guide does not say that every foreign visitor must obtain an international driving document.

That is visitor guidance, not a blanket answer for every driver or every residency situation. Keep the license valid and carry the underlying home-country credential if using an international driving document.

What if the license is from another Mexican state?

The available official guidance reviewed here does not expressly answer whether a visitor may drive in Mexico City using a license issued by another Mexican state. CDMX’s licensing FAQ addresses a different issue: applying for a local license. It says applicants with an Estado de México or CDMX address and no prior CDMX license must complete the relevant evaluation to apply.

Because that FAQ concerns local-license applications rather than recognition of an out-of-state license for visitors, it should not be treated as a visitor rule. For a specific case, check with SEMOVI or seek qualified local advice.

Moving to Mexico City is a separate question

The 2025 visitor guide does not establish how long someone who relocates to CDMX may continue using a foreign license, and the reviewed local-license materials do not state a transition deadline. The visitor answer should therefore not be extended automatically to residents. Contact SEMOVI about the licensing procedure that applies to your circumstances.

Restrictions that apply regardless of where a license came from

Mexico City’s Mobility Law, in its consolidated text showing reforms through 27 August 2025, says a person whose license or permit has been suspended or cancelled may not drive in the city during that restriction—even if they hold a credential issued elsewhere.

The law also bars a person holding a foreign-issued license from driving public passenger or cargo vehicles registered in Mexico City. This restriction is distinct from ordinary private driving by a visitor.

A driver’s license does not settle the vehicle’s paperwork

Permission to drive and permission for a vehicle to circulate are separate matters. Mexico City’s Tourist Pass procedure concerns certain private vehicles with foreign or other-state plates; it is not a substitute for a valid driver’s license. The government page lists 3-, 7- and 14-day periods and a maximum of 14 days per semester, with exclusions for plates from CDMX, Estado de México, Hidalgo, Morelos, Puebla, Querétaro and Tlaxcala. The page was last updated on 13 September 2021, so check its current terms before relying on it.

SEMOVI also has a process for registering used vehicles from another Mexican state. That procedure concerns bringing a vehicle into the city’s register, not a visitor borrowing or renting a car.

If you plan to rent a car

The visitor guide’s license statement does not define rental-company requirements. Before booking, confirm directly with the rental company which license documents it accepts and what its insurance terms require. Keep the vehicle’s registration or circulation requirements separate from the driver-document check.
