Riot calls this an HWID ban. It advises against signing in on a computer you suspect is banned; the safer route is to contact Riot Player Support for a review, not to test the hardware with your account.
What a VALORANT HWID ban means
Riot describes a hardware or HWID ban as enforcement against the computer’s physical hardware, rather than only against one account. Riot’s Community Pact says a new account cannot log in from hardware that has been banned. Riot Support also warns that using a different account on a computer with an HWID ban may lead to that account receiving a time-based ban. See Riot’s explanation of HWID bans.

Why you cannot independently check a used CPU
The Riot guidance available here does not offer a public checker, diagnostic, or CPU-serial lookup for prospective buyers. It also does not establish that a CPU by itself carries or reveals a ban. Riot discusses banned physical components in the context of the computer; it does not identify a single CPU identifier as the deciding factor or provide a way to verify a CPU by replacing another component.

That means ordinary hardware utilities, a seller’s assurance, or testing the processor in a different build cannot confirm the computer’s standing in Riot’s enforcement systems. There is no reliable buyer-side CPU test described by Riot.

What to do before buying or using the hardware
Ask the seller about the computer’s history
Ask whether the CPU came from a complete PC and whether that system has been used with VALORANT. Request reasonable provenance and agree on a return window before purchase. These are general second-hand buying precautions, not a Riot-prescribed screening procedure, and they cannot prove that hardware is clear.
Do not sign in to see whether it is banned
Riot Support explicitly advises players who believe a computer may have an HWID ban not to try signing in on it. A test with a personal Riot account is therefore not a safe pre-purchase check: access may be blocked, and an account used on suspected banned hardware may itself face a time-based penalty.

Contact Riot Support if you encounter a suspected penalty
If VALORANT access is blocked or your account receives a penalty after using the computer, submit a request to Riot Player Support and ask for the situation to be reviewed. Riot says support can investigate; a review does not guarantee that a penalty will be removed.
Do not confuse an HWID ban with VAN: RESTRICTION
A launch restriction is not, by itself, proof that a used CPU is hardware-banned. Riot says VAN: RESTRICTION can prevent VALORANT from launching until required system-security settings are enabled. Its Vanguard security update says such restrictions may be applied at account or HWID level after suspicious hardware behavior or statistical anomalies.

If you see VAN: RESTRICTION or another security-configuration message, follow the instructions for that exact error from Riot. Do not change BIOS settings simply to investigate whether second-hand hardware has a ban; a configuration restriction and an HWID ban are distinct issues, and the error message should guide troubleshooting.

Riot’s published material does not say that replacing a CPU or motherboard clears an HWID ban, nor does it document a buyer-facing way to verify a ban by swapping parts. A replacement part, generic diagnostic device, or hardware-ID changing tool cannot query Riot’s enforcement records. Avoid tools claiming they can reveal or remove Riot hardware enforcement; use Riot Support for an official review.
