A Samsung Galaxy’s IMEI is its mobile-network device identifier, intended to remain unique and stable after manufacture. Whether changing one is illegal depends on where you live: India’s official guidance expressly prohibits intentional alteration by anyone except the manufacturer, while the sources cited here do not establish a worldwide rule. If your IMEI is missing or does not match, verify it and contact your carrier or Samsung-authorized support rather than attempting a change.
What a Samsung IMEI does—and why two may appear
An IMEI identifies mobile equipment on cellular networks. Samsung support describes it as a 15-digit number. Many dual-SIM Galaxy phones have two IMEIs, so seeing two entries does not by itself mean the phone has been tampered with. The number is not like a name or other profile setting that an owner can normally edit. India’s Central Equipment Identity Register (CEIR) says the IMEI should remain unchanged after the equipment’s final production process. Networks and device-status systems can use the IMEI a handset transmits to identify or block a device.
Is changing an IMEI illegal?
India
India’s official CEIR guidance says it is unlawful for anyone other than the manufacturer intentionally to remove, obliterate, change or alter a device’s unique identifier. It also addresses possession, use or trafficking in hardware or software known to have been configured for that purpose. See the Government of India CEIR IMEI guidance. This is an India-specific statement; it should not be treated as a worldwide legal rule. The guidance cited here does not establish a penalty amount.

United States and other countries
The U.S. statutory provision reviewed, 18 U.S.C. § 511, concerns motor-vehicle identification numbers; it does not establish whether changing a mobile-phone IMEI is a federal offense. The sources here do not establish a global rule for other countries either. Check your country’s telecom regulator and applicable law, or consult a local legal professional if you need advice about a specific situation.
Why trying to change it can cause problems
- Security: Samsung says Knox uses a hardware-rooted chain of trust and deploys technologies to detect and prevent tampering. Its Knox security overview explains those protections.
- Network access: CEIR describes identity registers that store device IMEIs and support network blocking based on the identifier a handset transmits. A changed or mismatched identity can therefore create device-registration or service problems; it is not a reliable way to restore service.
- Support and warranty: Samsung India warranty and care terms include limitations related to unauthorized modification or a device whose IMEI or serial number cannot be identified. Terms vary by country, product and plan, so check the policy that applies to your device rather than assuming every change automatically voids every Samsung warranty. What to do if your Samsung IMEI is missing or does not match
- Check the number shown by the phone. Open Settings and look under the phone’s device or status information for IMEI details, or dial
*#06#. Compare the displayed number or numbers with the box and purchase documents. A dual-SIM model may show two IMEIs. - Ask the carrier about service or blocking. If the phone has no service, or its status is unclear, ask your mobile carrier to check the device and account. If the phone was bought used, review the purchase records and check any official device-status service available in your country.
- Arrange an authorized diagnosis. If an IMEI is absent, inconsistent or unreadable, contact Samsung support or an authorized repair center. In India, use the Samsung India service-center locator and confirm that the center can handle your model.
- Report a lost or stolen phone through official channels. Contact your carrier and local authorities, then follow your country’s official reporting or device-blocking process. Do not try to evade a block by changing an identifier.
- Avoid tools advertised for IMEI changes. Do not download software or use hardware marketed to alter the number. The sources above describe manufacturer-assigned identity, tamper protections and, in India, legal restrictions—not a consumer repair procedure.
