When a chemical or process is unidentified, workers should ask their employer to identify and assess the hazard, consult the workplace label and Safety Data Sheet (SDS), and follow the site’s procedures. A smell, appearance, label fragment, or generic mask cannot establish that a substance is safe or protect against it.
This guidance covers U.S. federal OSHA resources for general industry. Requirements and coverage can vary by workplace and jurisdiction. For an active release or symptoms, use the workplace emergency procedure and get help from qualified responders; advice for a specific substance depends on its identity, task, exposure route, and conditions.
What to do when you cannot identify a chemical
Pause the task if you cannot confirm what the material is or how it should be handled. Ask a supervisor or safety representative to identify and assess the hazard before you proceed. OSHA’s hazard-identification guidance recommends reviewing labels and SDSs, inspecting work conditions, gathering input from workers, and assessing exposure, including quantitative assessment where possible.
- Check the workplace label. Look for the product or chemical identity and hazard information. Do not treat a partial, missing, or unclear label as confirmation that the material is safe.
- Ask for the current SDS. Under OSHA’s Hazard Communication Standard, SDSs for covered hazardous chemicals must be readily accessible to workers during each work shift. Ask where to find the SDS if you do not know.
- Report what remains unclear. Tell a supervisor or safety representative what material or process is involved, what task you are expected to do, and what information is missing. Ask for the hazard and appropriate controls to be assessed.
- Use emergency procedures for an active release or symptoms. Do not approach, clean up, or choose protective gear based on a guess. Follow the workplace emergency plan and instructions from qualified responders.
OSHA’s guidance warns that gases and vapors can be “invisible, often have no odor, and may not have an immediately noticeable harmful health effect.” That makes smell and appearance unreliable safety tests. OSHA: Safety Management — Hazard Identification and Assessment

Why labels and SDSs matter—and what they cannot promise
OSHA’s Hazard Communication Standard requires covered employers to train workers about hazardous chemicals in their work areas, including their hazards and protective measures. Training is required at initial assignment and when a new chemical hazard is introduced. It should cover such topics as labels, SDSs, protective measures, and emergency procedures. The SDS should be accessible during each work shift, so workers can consult information relevant to the chemical and task.
Labels and SDSs are essential sources, but reviewing them is not a substitute for assessing how a substance is used and how workers could be exposed. If the identity, conditions, or required precautions remain unclear, ask the employer to resolve that uncertainty before work continues.

Nor should workers assume that every product’s complete formula will always be disclosed. OSHA’s standard allows limited withholding of specific chemical identity or concentration as a trade secret when its conditions are met. It also provides a process for certain employee or representative requests tied to medical or occupational-health needs. OSHA’s FAQ explains that an “unknown acute toxicity” statement applies in specified classification circumstances; it is not a blanket label requirement whenever data are incomplete. Why a generic mask or gloves are not a safe answer
Protective equipment must match the hazard and the task. Without knowing the substance and exposure conditions, it is not possible to recommend a particular glove, respirator, or protective garment responsibly. OSHA’s training guide says PPE does not remove the hazardous situation, and equipment failure can leave a worker exposed. PPE is one part of protection—not a replacement for identifying the hazard and controlling it.

Ask what controls apply before starting the work. Depending on the assessment, protection may involve procedures, ventilation or other engineering controls, work practices, and task-specific PPE. Training should explain how to use the controls and equipment, as well as relevant maintenance or replacement requirements. Worker.gov says, “You have the right to a safe and healthy workplace.” Its protective-equipment guidance describes rights that include required PPE and protection from toxic chemicals. OSHA lists rights that include safety training in a language a worker understands, access to hazard test results, and the ability to ask OSHA to inspect a workplace workers believe is unsafe or unhealthy.

If the employer has not addressed the concern, workers can contact OSHA. Worker.gov lists the number as 1-800-321-6742 and says discussions with employees or their representatives are free and confidential. OSHA also explains how to file a confidential safety complaint and describes protections against retaliation for exercising OSHA rights.
