Short answer: not on the strength of device efficiency claims alone. Urban air-purification systems can reduce pollution or exposure in bounded locations, but current evidence does not show that installing towers, roadside units, vegetation, photocatalytic materials or hybrid systems reliably produces clean air across an entire city. Scaling requires proof of sustained ambient-concentration or exposure benefits under local weather, street geometry, emissions, maintenance and energy conditions. Treat air cleaning as a complement to source control, not a replacement for it.
What “scaling” has to prove
A purifier can perform well at its intake or outlet while making little difference to the air people breathe across a neighbourhood. A device-removal percentage describes treatment of the air that passes through the machine under specified conditions. City-scale success would require a measurable, durable change in ambient concentrations, personal exposure or health outcomes over a defined population and area.

Outdoor pollution is continuously replenished by traffic, industry, construction, domestic combustion and resuspended dust. Wind can dilute or transport contaminants; buildings can trap them in street canyons; temperature and humidity alter particle behaviour and equipment performance. Unless a study measures these processes against a credible baseline or control, a high percentage at the device does not establish city-wide cleaning.

Bhatta and colleagues’ review in Science of the Total Environment, published 1 October 2026, synthesised 28 studies and identifies long-term field validation and standardised performance metrics as priorities. A 2025 review of more than 250 studies likewise describes an active but uneven evidence base, with unresolved questions about operating cost, regeneration and real-world effectiveness.

Which technology families are being considered?
Smog towers and other active outdoor filters
These systems draw air through filters, electrostatic collectors or other treatment media. They can be instrumented to measure inlet and outlet particle concentrations, airflow and energy use. The 2026 review reports 97.8% PM2.5 and 98.4% PM10 removal for smog towers under optimal conditions. Those are device-study results, not estimates of a corresponding reduction in city-wide ambient exposure. In open air, the treated plume mixes with untreated air, and the volume a tower handles may be small relative to the air moving through a city.
Filter loading, cleaning, replacement or regeneration also determine whether an initial result persists. A city must account for electricity, access for maintenance, spent media and worker safety rather than treating the installation as a one-time project.
Roadside purifiers
Roadside units target a defined microenvironment such as a traffic junction or enclosed street canyon. This is a more testable proposition than “cleaning a city”: researchers can monitor pollutant levels along the same road with and without operation, while recording traffic, wind and humidity.

Vegetation, hedges and green infrastructure
Leaves and branches can intercept particles, alter airflow and provide shade, but performance depends on species, leaf traits, canopy density, placement and street geometry. In the 2026 review, a roadside hedge near a school showed an 82% reduction in leaf-surface PM2.5 magnetic loading. Magnetic loading is a surface proxy, not a direct measurement of an 82% reduction in ambient PM2.5 or children’s exposure. Vegetation can also impede ventilation in a narrow canyon if planted as a dense barrier, so design must be site-specific.
Photocatalytic construction materials
Titanium-dioxide-modified cementitious materials are intended to transform pollutants at illuminated surfaces. Laboratory and lifecycle studies can indicate chemical activity and material impacts, but surface reaction rates do not automatically translate into a meaningful reduction in the air volume above a road. Weathering, shading, surface fouling and replacement schedules need field measurement before broad deployment.
Solar-chimney hybrids
Solar-chimney concepts combine buoyancy-driven air movement or cleaning with energy generation. Bhatta et al. report purification performance within 2 to 4% of dedicated systems in their synthesis, while noting that some reported values were laboratory-optimised and lacked open-air field validation. A city should therefore treat the figure as a study-level comparison, not a guaranteed performance penalty or advantage in every climate.

Indoor air cleaners are a different intervention
Portable or HVAC filtration can lower indoor concentrations of outdoor-origin particles when correctly sized and operated. It does not clean the surrounding city. The American Thoracic Society’s 2024 workshop report discusses indoor sources and infiltration, and the 2026 outdoor-air review identifies indoor cleaner health-economic modelling as an analogue where direct outdoor evidence is limited. Keep indoor exposure management separate from claims about urban ambient air.

How to read the evidence without overclaiming
| Reported result | What it actually measures | What it does not establish |
|---|---|---|
| 97.8% PM2.5 or 98.4% PM10 removal by a smog tower | Removal under the optimal conditions reported in the 2026 synthesis | A comparable percentage reduction across a city or even every nearby street |
| 82% lower PM2.5 magnetic loading on hedge leaves | A leaf-surface proxy measured near a school | An 82% drop in ambient concentration or personal exposure |
| Solar-chimney performance within 2–4% of dedicated systems | A synthesis comparison that includes laboratory-optimised results | Validated open-air performance in all climates |
| Improved roadside readings during a Hong Kong pilot | Performance in a particular street-canyon setting and humidity range | A universal siting rule or result for other cities |
Give greatest weight to independently measured, long-duration field studies that publish methods, controls, uncertainty and repeatability. A demonstration, manufacturer specification or short campaign can help design a pilot, but cannot by itself establish health or city-scale benefit. The current literature does not provide a universal outdoor dose-response relationship, cost-effectiveness threshold or number of devices needed to clean a city.
Seven questions a city should answer before buying equipment
1. Which pollutant and source are being targeted?
Specify the pollutant, size fraction and source mix. A particle filter cannot be assumed to remove gases, and a system aimed at roadside PM may not address regional ozone or smoke transported from elsewhere. Map dominant sources and seasonal peaks first; otherwise the intervention may treat a minor component of total exposure.
2. What outcome will count as success?
Set a measurable endpoint: change in fixed-site ambient concentration, time-resolved personal exposure, deposition, or a health indicator. Record a baseline and a comparison location or period. Device inlet-outlet efficiency should be reported separately from neighbourhood concentration and exposure outcomes.
3. What scale and airflow are actually covered?
Document treated airflow, operating hours, placement, effective footprint and expected dilution. A chamber result, a roadside segment, a neighbourhood and a metropolitan area are different scales. Use computational or tracer analysis only as a supplement to measurements, and test whether the proposed site has comparable wind, temperature, humidity and building geometry.

4. What are the operating requirements?
- Electricity demand at the intended duty cycle and during peak pollution.
- Water use, if washing or wet treatment is required.
- Filter, catalyst or media cleaning, replacement and regeneration intervals.
- Access, staffing, downtime and monitoring equipment.
- Waste streams, including spent filters and captured material.
5. What is the full lifecycle impact?
Include embodied materials, manufacturing, transport, maintenance trips and the electricity-generation mix. A system powered by carbon-intensive electricity may shift emissions rather than eliminate them. Consider whether captured pollutants are safely contained, regenerated or redistributed during cleaning and disposal.
6. Who benefits and who bears the burden?
Map installations against population, schools, workplaces, traffic exposure and vulnerable groups. Compare benefits with noise, land use, access restrictions, maintenance activity and any displacement of traffic or pollution. Equity analysis remains a stated research priority; a city should publish distributional results rather than assume that a central installation serves everyone equally.
7. Is the evidence independent and repeatable?
Require a published protocol, calibrated instruments, a control or counterfactual, weather and traffic covariates, uncertainty estimates and a plan for long-term follow-up. Independent replication under ordinary operating conditions is more informative than a single peak-performance test.
A practical pilot design
- Define the decision. State the pollutant, population, area, season and minimum improvement that would justify continuation.
- Characterise the site. Measure baseline concentrations, traffic, wind, temperature, relative humidity, street geometry and existing emission sources for long enough to capture relevant variability.
- Choose a counterfactual. Use a comparable nearby segment, staggered deployment or another defensible design so that weather and seasonal changes are not mistaken for device effects.
- Measure multiple layers. Pair inlet-outlet data with fixed-site ambient monitors and, where feasible, personal exposure or time-activity measurements.
- Log operations continuously. Record runtime, airflow, power, filter loading, cleaning, faults and downtime; report results for normal operation, not only ideal periods.
- Pre-specify analysis. Publish endpoints, averaging periods, handling of missing data and uncertainty before evaluating the result.
- Test durability and transferability. Repeat across seasons and weather conditions, then validate at another site before making a city-wide claim.
- Publish costs and distribution. Report capital, recurring, energy, waste and staffing costs alongside who experienced measurable benefits.
Why source control still comes first
Source controls reduce pollution where it is generated: cleaner vehicles and fuels, construction-dust controls, road-dust management, industrial controls, traffic changes and limits on open burning. They reduce the amount of pollution that must be dispersed or captured and generally operate across a wider area than a single machine.
Best Value
The Government of India’s 2024 release illustrates a portfolio approach by describing trials of outdoor cleaning systems alongside traffic-junction units, construction and road-dust measures and filtration on buses. The UK Department of Health and Social Care’s 2017 review likewise evaluates outdoor-air interventions through health and economic considerations rather than treating one device as a standalone solution.
The US Environmental Protection Agency states, in its guidance on air cleaners, HVAC filters and respiratory viruses: “Air cleaning may be useful when used along with source control and ventilation, but it is not a substitute for either method.” That statement concerns indoor air, so it should not be presented as outdoor trial evidence; its complement-versus-substitute principle is nevertheless directly relevant to policy design.
What can be concluded about health?
Lower pollution at a device outlet is not a health outcome. To claim health benefit, studies need a credible exposure change, an appropriate population, sufficient duration and a design that accounts for other changes in emissions, weather and behaviour. The present outdoor literature does not establish a universal city-wide health effect for purification technologies. Indoor filtration studies can inform exposure and health-economic modelling, but their results cannot be transferred automatically to open-air systems.

| Decision | Minimum evidence to require | Reason to pause |
|---|---|---|
| Proceed with a bounded pilot | Clear pollutant target, baseline, counterfactual, independent monitoring and funded maintenance | No defined success metric or no plan to measure ambient impact |
| Expand to several sites | Repeatable concentration or exposure benefit across seasons and comparable locations, with known lifecycle cost | Only laboratory or inlet-outlet results are available |
| Make a city-wide claim | Long-term, multi-site field evidence, standardised metrics, distributional analysis and source-control integration | Evidence is a short demonstration, vendor-only or limited to a proxy |
For now, the defensible position is conditional: urban purification may be useful at specific hotspots or for carefully managed exposure reduction, but no technology family has established a universal pathway to city-wide clean air. Scaling should be earned through transparent, locally validated field evidence and evaluated as part of an emissions-reduction portfolio.
