If the UK asked to rejoin the EU, it would have to apply through the accession procedure in Article 49 of the Treaty on European Union. The treaty does not promise that the UK could keep its former euro exemption, nor does it predetermine that a rejoining UK would have to adopt the euro. Any exemption would need to be agreed as part of the accession terms and ratified by the member states.
Why rejoining would require a new accession agreement
The UK could not simply reactivate its former membership terms. Article 50(5) of the Treaty on European Union says that a state which has withdrawn and asks to rejoin is subject to the procedure in Article 49.

Under Article 49, the Council must act unanimously, and the European Parliament must consent. The applicant and member states must agree on the conditions of admission and any treaty adjustments. The resulting agreement must then be ratified by every contracting state according to its own constitutional requirements. The treaty therefore provides a route for negotiating accession terms; it does not guarantee any particular term.

The treaty states: “The conditions of admission and the adjustments to the Treaties on which the Union is founded, which such admission entails, shall be the subject of an agreement between the Member States and the applicant State.” Read the consolidated Treaty on European Union on EUR-Lex.

What the EU’s euro rules mean for a new UK membership
The EU’s general rule is that member states must adopt the euro once they meet the required conditions. Denmark is the exception identified in the official EU material: it has a treaty opt-out that allows it to remain outside the euro even if it meets the convergence criteria. Other EU countries outside the euro area are generally described as not yet having met the conditions, rather than as holding permanent opt-outs. Does the UK’s old euro opt-out still apply?
The current consolidated treaty text includes Protocol No 15, which recorded the former UK-specific arrangement. It stated: “Unless the United Kingdom notifies the Council that it intends to adopt the euro, it shall be under no obligation to do so.” That provision describes the UK’s former membership framework; it is not evidence that the same exemption would automatically attach to a new accession.

Because rejoining would proceed under Article 49, the UK’s euro status would have to be addressed in the accession settlement. The cited treaty provisions do not settle whether the former arrangement could be reinstated or whether member states would agree to a new exemption. The consolidated treaty text containing Protocol No 15 can be read alongside Article 49.

What can be concluded—and what cannot
The legal route makes a euro exemption a matter for accession negotiations and ratification, rather than an automatic continuation of the UK’s old status. The treaties and official EU explanations establish the process and the general euro framework, but they cannot establish in advance what terms the member states would accept. So the accurate answer is conditional: the UK could seek to rejoin without adopting the euro, but whether it could do so would depend on the agreement reached for that accession.
