Can the UK Build Enough Data Centres for AI by 2030?

Possibly, but it is not yet clear whether the UK can deliver enough AI-ready data-centre capacity by 2030. The Government’s 2025 UK Compute Roadmap forecasts a need for at least 6GW of AI-capable capacity—about three times what was available when the roadmap was written. That is a planning forecast, not a count of facilities already built or a guarantee they will be connected and operating on time. Government identifies timely electricity connections as the biggest immediate obstacle.

What do the UK’s capacity forecasts actually measure?

The figures in the public debate describe different things: AI-capable capacity, total data-centre capacity, and projects applying for a grid connection. They should not be treated as interchangeable measures of operating capacity.

The 6GW AI-capable forecast and the 3.3–6.3GW total-capacity projection cannot be compared as if they were like-for-like estimates. The available figures do not reconcile their scope into one shared forecast. The Government also says demand could exceed its baseline if AI capability or adoption grows faster than expected.

The roadmap sets ambitions for nationally significant sites each capable of serving at least 500MW by 2030, including at least one Growth Zone able to scale beyond 1GW. These are programme objectives, not evidence that those sites are already operational. The distinction matters because existing UK data centres are largely designed for general enterprise computing and are not necessarily optimized for high-density AI workloads, according to the roadmap.

Why is getting a grid connection the immediate hurdle?

A proposed data centre needs more than a site and servers: it needs a connection with enough capacity, plus the network infrastructure to deliver electricity to it. The Government calls timely grid connections the single biggest blocker for AI Growth Zones and notes that network construction is also needed.

Ofgem’s July 2026 figures show the scale of pressure on the connections queue, but not how many projects will ultimately be built. The regulator said applications had risen from 41GW to 125GW in under a year, largely driven by data-centre projects. It reported at least 80GW of data-centre applications in that release and separately referred to around 73GW in its consultation. Those are figures from different contexts, not a single confirmed total of operating capacity.

Ofgem proposed a commitment fee of £237,500–£712,500 per MW for data-centre applicants. Under the consultation proposal, the fee would be refundable once a project reaches energisation and forfeited if it leaves the queue early. Ofgem also proposed milestones intended to test financial capability, commercial maturity and procurement progress. These were consultation proposals on 29 July 2026; the regulator said responses would inform its final decisions.

What are AI Growth Zones meant to do?

The Growth Zones programme is intended to coordinate large-scale data-centre development with power and planning decisions in selected locations. The Government’s proposed connection reforms include removing speculative demand from queues, reallocating released capacity, reserving capacity for strategic projects and, in some cases, allowing viable developers to build high-voltage infrastructure.

The Government says the broader Growth Zones package aims to accelerate connections, target operating-cost support, update national planning guidance, streamline consent and protect land. Its stated benefits are projections: up to five years faster time to power and up to £80 million in annual electricity-bill savings for a 500MW centre. The Government also estimates the programme could unlock up to £100 billion in additional investment and create more than 10,000 jobs. These estimates do not establish that the savings, investment, jobs or capacity have been delivered.

The roadmap says the Government will explore renewable generation, advanced nuclear power and other ways of supporting supply, including behind-the-meter low-carbon generation, microgrids, battery storage and flexible demand. These are areas under consideration, not assured sources of electricity for specific projects.

Can power costs and environmental impacts limit expansion?

Grid access is not the only constraint. A connection does not by itself ensure that a project can secure affordable power, complete construction or meet planning requirements. The House of Commons Library’s 2026 briefing reports that data centres account for around 2.5% of UK electricity use today and expects sector consumption to rise four-fold by 2030. That is a reported estimate and sector-wide projection, not a measurement of AI facilities alone.

The same briefing identifies energy prices as a constraint and summarizes a Social Market Foundation analysis that UK data-centre power can cost more than in other European markets and four times as much as in the United States. The comparison is reported second-hand in the Commons Library briefing, rather than established as a direct comparison by the briefing itself.

Cooling is another consideration because computing equipment generates heat and many data centres use water as part of their cooling systems. The Commons Library notes sustainability and transparency concerns, as well as industry arguments that UK facilities use less water-intensive cooling than facilities in the United States. Its briefing does not establish a single robust UK-wide water-consumption figure suitable for a national total.

The Commons Library also notes resilience concerns, including cyberattacks, power outages and climate risks. The Government has designated data centres critical national infrastructure. These concerns make reliable operation and responsible resource use important alongside the headline question of how much capacity can be built.

How do planning rules differ across the UK?

Planning is not governed by one UK-wide policy. In its 2026 briefing, the House of Commons Library describes the following differences:

  • England: The December 2024 National Planning Policy Framework requires local authorities to consider data-centre need in plans and applications.
  • Scotland: The briefing describes planning policy as supportive of data centres that use renewable energy produced in Scotland.
  • Wales and Northern Ireland: The briefing says data centres are not specifically mentioned in the planning policies it reviewed. That absence does not mean projects cannot be approved.

This matters because a national capacity target depends on sites in particular places, where planning rules, available power and network constraints may differ.

So, will the UK keep up with AI demand?

The evidence supports a conditional answer, not a confident yes or no. The Government has set a substantial AI-capacity forecast and is trying to speed up development through Growth Zones and connection reform. At the same time, the connection queue is large, network construction takes time, and forecasts for total data-centre capacity are not directly comparable with the AI-capable target.

The decisive test is whether enough projects move from plans and queue applications to connected, powered facilities that can support AI workloads by 2030. The available forecasts and policy announcements do not establish that outcome.
