Someone who has your personal information may use it to open a phone, electricity, gas, water, cable, or similar service account. If you find an account or bill you did not authorize, contact the utility’s fraud department through a verified channel, report the identity theft at IdentityTheft.gov, and check your credit reports and NCTUE Data Report. A credit freeze may help protect against new credit accounts, but it does not close a utility account.
Warning signs that someone may be using your identity
These signs warrant prompt investigation, but none alone proves that identity theft occurred:

- An unexpected order confirmation, bill, or service notice for a utility, phone, cable, or pay-TV account.
- A collection call or letter about a debt you do not recognize.
- An unfamiliar account or collection on a credit report.
- Expected bills or other mail suddenly stop arriving, which can indicate that a billing address was changed.
- Other account activity you cannot explain.
Verify suspicious activity with the company using contact details you obtain independently. The Federal Trade Commission’s guidance on identity theft recovery recommends reviewing account statements and credit reports as part of that check.

1. Contact the provider’s fraud department
Use the phone number on a legitimate bill or find the company’s official website independently; do not rely on contact details in a suspicious message. Tell the provider that the account was opened without your authorization and ask it to close the account. Ask what forms or documents it needs and how to submit them securely. Keep a record of dates, names, case numbers, calls, and letters. Avoid sending a Social Security number or identity documents through an unverified phone number, email address, or link.

2. Report the identity theft to the FTC
Go to IdentityTheft.gov to create an FTC Identity Theft Report and get a personalized recovery plan. Save or print both and follow the site’s instructions. The report can support your recovery and disputes; the FTC does not resolve an individual dispute with the utility. A local police report is not a universal first requirement, though a provider or other institution may request one.
3. Check credit and utility-related records
Review your credit reports for unfamiliar accounts or collections. Also request your NCTUE Data Report. It can show telecommunications, pay-TV, and utility accounts reported by NCTUE exchange members, including account history, unpaid accounts, and customer-service applications. It may not include every provider or every kind of account, so an empty report does not rule out utility fraud.

4. Dispute the account in writing
Write to the provider that the account is fraudulent. Ask it to close the account, confirm in writing that you are not liable, and correct or remove any false credit reporting. If the account appears on a credit report, follow the FTC’s steps to dispute or block identity-theft information with the relevant credit bureau and contact the business. The FTC’s sample letter for disputing a new account with a company is a starting point. Keep copies of everything you send and receive.

These free protections can make it harder for someone to open new credit accounts in your name, but they do not replace a direct dispute with the utility.

Neither measure guarantees protection against a utility account opened through a process that does not rely on those credit files. For details, see the FTC’s guidance on credit freezes and fraud alerts.
6. Ask your state utility regulator for help if needed
If the provider does not resolve the problem, IdentityTheft.gov advises consumers affected by utility identity theft to contact their state Public Utility Commission. The regulator’s name and complaint process vary by state.

Identity theft or a utility impostor scam?
An account or bill in your name that you did not open calls for a fraud dispute with the provider. A different problem is an unsolicited caller, text, email, or visitor demanding immediate payment to prevent a same-day shutoff. The FTC warns: “If you get an unexpected call, text, email, or in-person visit from your gas, electric, or water company and they threaten to shut off your service unless you pay them, it’s a scam.” That warning appears in the FTC’s “Scammers Pretend To Be Your Utility Company” guidance. Don’t click links or pay through a pressured channel; contact the utility yourself using a known number or its official website.
Reduce the chance of further misuse
Continue monitoring statements and credit reports for activity you do not recognize. Before disposing of sensitive personal or financial papers, shred them; the FTC includes this in its consumer guidance on utility scams. Optional identity-monitoring or recovery services exist, but a paid service is not required to begin the free recovery steps above.
