Better model serving, power-aware scheduling, and workload routing can lower energy per useful response, avoid thermal throttling, and make more of a data center’s electrical capacity usable. That does not guarantee that total electricity consumption will fall: if efficiency lowers costs and enables far more AI use, aggregate demand can still increase.
The most accurate conclusion is that software can moderate demand growth and make each service more energy-efficient. No single software technique has a universal savings percentage, and the available evidence does not isolate a software-only reduction for the entire data-center sector.

Why the question matters
Data centers consumed about 415 terawatt-hours (TWh) of electricity in 2024, roughly 1.5% of global electricity consumption, according to the International Energy Agency (IEA). Its base case projects global data-center electricity demand at about 945 TWh in 2030. Those figures cover all data centers, not AI facilities alone, but AI training and inference are important drivers of new capacity.
The IEA’s modeled High Efficiency case, which assumes stronger progress in software, hardware, and infrastructure, produces energy savings of more than 15% relative to its modeled trajectory. That is a scenario comparison, not a measured saving caused by software alone. It shows why efficiency can materially change the outlook while leaving the exact contribution of software uncertain. The IEA’s data and assumptions are documented in Energy demand from AI.

What software can optimize
Electricity use depends on more than the number of GPUs installed. A request’s model, input and output tokens, precision, batching, queue time, hardware utilization, cooling conditions, and geographic location all affect the energy needed to serve it. Software can intervene at several layers.
Model and inference configuration
Serving software can select a smaller model for routine requests, use quantization or other lower-precision formats where quality permits, batch compatible requests, reuse cached results, and stop generation when the requested answer is complete. These choices reduce the amount of computation per useful task, but they involve trade-offs in accuracy, latency, output length, and concurrency. A lower-energy response is only a gain if it still satisfies the user’s requirement.
Energy per query is therefore not a universal property of a model name. It changes with prompt size, generated tokens, context-window handling, parallelism, hardware generation, and the utilization of the server. A benchmark collected under one configuration cannot be applied to every deployment.
Routing requests to the right model
An inference router can classify requests by difficulty or service-level objective. Simple extraction or classification jobs may go to a smaller model, while complex reasoning goes to a larger one. The router can also account for queue length, current power limits, thermal headroom, and regional availability. Routing reduces waste when a high-capability model would provide no useful benefit, but misclassification can reduce answer quality or trigger retries that consume more energy than the original request.

Power- and thermal-aware placement
Data-center orchestration software can place GPU virtual machines where cooling and electrical conditions are favorable. It can spread or consolidate workloads to avoid hot spots, respect rack and facility power limits, and move flexible jobs away from constrained locations. Microsoft Research’s TAPAS work describes this class of control: placement of GPU virtual machines under cooling and power constraints, inference-request routing, and reconfiguration of software-as-a-service virtual machines during spikes or emergencies. Its published summary reports fewer thermal and power-throttling events in a large GPU-cluster evaluation, but does not give a numeric electricity reduction.
Fewer throttling events can improve useful throughput because hardware spends less time operating below its intended performance. That is a capacity and reliability benefit; it should not automatically be reported as a percentage reduction in electricity.
Reconfiguring flexible work
Not every AI task is urgent. Training runs, batch inference, data preparation, evaluations, and fine-tuning can often be paused, slowed, or moved to a different region. Scheduling these jobs for periods with available electrical or cooling capacity can prevent new peaks and reduce the need for conservative power margins. Geographic movement may also align work with lower-carbon electricity, but it does not necessarily reduce global electricity use; the work still has to run somewhere.

Power-capping controls set a ceiling for a server, rack, cluster, or facility zone. They can keep a site within its electrical contract or cooling envelope while allowing more machines to operate concurrently. Microsoft says its power-capping work had been deployed across its data centers by June 2023 and had freed hundreds of megawatts of “harvested power.” This is a company-reported capacity claim. It means additional operating headroom was made available; it does not demonstrate that hundreds of megawatts of electricity consumption were eliminated or that total consumption fell.

Per-task efficiency is different from total demand
Two metrics must be kept separate:
- Energy per useful task: watt-hours required to produce an accepted answer, classification, image, or other defined service.
- Total facility electricity: all electricity consumed by the data center over a period, including servers, networking, storage, cooling, power conversion, and other infrastructure.
Software can improve the first metric while the second rises. If the cost of each response falls, developers may add AI features, users may submit more requests, and applications may use longer reasoning traces. This rebound effect is especially important for inference because demand can expand rapidly when latency and price improve.
Microsoft Research’s 2025 analysis estimates a median 0.34 watt-hours per query (interquartile range 0.18–0.67 Wh) for frontier-scale models under its stated H100-node assumptions. In a test-time-scaling scenario using 15 times more tokens, the estimated median rises to 4.32 Wh. These are scenario estimates, not universal constants. They demonstrate that reasoning length and workload behavior can outweigh gains from per-token or per-query optimization. The assumptions and methodology are described in Energy Use of AI Inference: Efficiency Pathways and Test-Time Compute.
Why cooling and infrastructure change the calculation
Accelerators are not the entire electrical load. The IEA estimates that servers account for around 60% of electricity use in modern data centers on average. Cooling ranges from about 7% to more than 30%, depending on the facility’s type and efficiency. Networking, storage, lighting, power distribution, and conversion losses make up the remainder.

That split creates opportunities for software outside the model-serving stack. A scheduler that avoids concentrated heat can reduce cooling stress. Facility-control systems can adjust set points or airflow when workload density changes. Batch jobs can be placed in zones with available thermal capacity. The achievable benefit depends on the site’s baseline efficiency, cooling design, climate, and power-usage effectiveness (PUE). A strategy that helps an air-cooled facility may have little effect in a highly optimized liquid-cooled one.

A practical optimization program
Operators should treat electricity as a measured service cost, not as an assumed property of a model. The following sequence avoids confusing capacity gains with energy savings.
- Define the useful task. Specify what counts as a successful result, such as an accepted answer at a target quality score, a completed batch item, or a training run reaching a defined validation metric. Record latency and reliability requirements.
- Establish a baseline. Measure energy, tokens, requests, throughput, hardware type, utilization, cooling conditions, and retries for a representative period. Separate training, online inference, batch inference, storage, and facility overhead.
- Instrument the serving path. Capture prompt and output-token counts, model choice, precision, batch size, queue time, cache hits, failed requests, and GPU power. Use watt-hours per accepted task as the primary efficiency metric.
- Test model routing. Send eligible requests to smaller or specialized models and compare quality, retry rate, latency, and energy. Keep a controlled traffic slice on the original configuration so that changes are attributable.
- Optimize batching and caching. Increase batch size only while latency and quality remain within limits. Cache deterministic or reusable results and verify that cache invalidation does not create stale outputs or security problems.
- Add power and thermal signals to scheduling. Give the orchestrator rack power, GPU temperature, cooling capacity, and site limits. Use these signals to place, defer, or migrate flexible work rather than waiting for emergency throttling.
- Apply power caps deliberately. Set caps by workload class and observe throughput, tail latency, hardware errors, and completion time. A cap that prevents a peak but doubles job duration may not reduce total energy.
- Re-measure at the facility boundary. Compare utility-meter electricity and PUE before and after the change. Confirm whether a lower server load translated into lower facility electricity or merely enabled more work within the same envelope.
- Monitor rebound effects. Track total requests, tokens, enabled features, and new capacity after deployment. Report per-task and portfolio totals separately so efficiency improvements are not mistaken for an absolute decline.
How to judge competing approaches
No consistent cross-technique benchmark table is established by the available sources. A sound evaluation uses the same workload and reports the following dimensions.
| Evaluation axis | Question to answer | Why it matters |
|---|---|---|
| Energy per useful task | How many watt-hours produce an accepted result? | Shows whether the software does more useful work per unit of energy. |
| Total facility electricity | Did utility-meter consumption fall, stay flat, or rise? | Captures servers and infrastructure, not just GPU telemetry. |
| Quality and reliability | Did accuracy, safety, completion rate, or retry rate change? | A low-energy answer that fails the task is not an efficiency gain. |
| Latency and throughput | What happened to response time and completed work per hour? | Batching, migration, or power caps can trade speed for efficiency. |
| Flexibility | Can work be deferred or moved without violating its deadline? | Flexible jobs offer more scheduling options than interactive traffic. |
| Assumptions | Which hardware, utilization, cooling, PUE, and token volumes were used? | Results cannot be generalized when these conditions differ. |
What current evidence can and cannot prove
The evidence supports several mechanisms, but not a single industry-wide percentage. The IEA’s more-than-15% High Efficiency result combines software, hardware, and infrastructure progress in a modeled pathway. The Microsoft inference estimates apply to specified frontier-model and H100-node assumptions. The TAPAS summary describes operational improvements and fewer throttling events without a published electricity-saving number. The power-capping page reports freed capacity, not avoided consumption.
Accordingly, claims should use precise terms: “lower energy per query,” “reduced throttling,” “deferred load,” or “freed electrical capacity” are not interchangeable with “reduced total electricity.” A portfolio-wide electricity reduction attributable to software alone has not been independently established by these sources.

Quality regressions
Routing to a smaller model or lowering precision can increase factual errors, safety failures, or user retries. Set acceptance tests for each workload instead of optimizing an abstract token count.
Longer reasoning traces
Test-time scaling, agent loops, and repeated tool calls can multiply tokens even when each token is cheaper. Measure complete task energy, including failed attempts and intermediate reasoning.
Hidden facility overhead
GPU telemetry may show improvement while cooling, networking, or power-conversion loads remain unchanged. Use both component measurements and the utility meter.

Migration and duplication costs
Moving a job between regions can require data transfer, checkpoint writes, warm-up time, or duplicated capacity. Include those costs in the task boundary.
Peak reduction mistaken for savings
Power caps and scheduling can flatten peaks and postpone expansion. They may improve resilience and capacity utilization without reducing the energy consumed to finish the same work.
Bottom line for data-center operators
Software optimization is a credible way to make AI services less energy-intensive per useful result. The strongest opportunities combine efficient model serving with routing, batching, caching, power-aware placement, and scheduling that respects thermal and electrical limits. Success should be demonstrated with measured watt-hours per accepted task and facility electricity over time, while reporting quality, latency, throughput, and total workload.
Software is therefore best understood as a brake on demand growth, not a guarantee of falling consumption. Whether total electricity declines depends on what happens after efficiency improves: the amount of AI people use, the length of model reasoning, new features enabled, hardware utilization, and the efficiency of the surrounding facility.
