No. A railway vendor cannot lawfully sell a pre-packaged bottle of Rail Neer or another packaged-water product for more than the applicable maximum retail price (MRP). MRP already includes all taxes, so GST cannot be added separately. Railway Board Commercial Circular No. 18 of 2025 also sets approved railway prices for Rail Neer and Railway/IRCTC-shortlisted packaged-water brands: ₹14 for one litre and ₹9 for 500 ml, effective 22 September 2025.
If somebody asks for ₹20, first check the bottle size, printed MRP, the date and the railway-approved price. Keep the bottle and evidence of the sale, because an older label or an unauthorised seller can create a separate enforcement issue.

What the MRP rule means on a train or at a station
The Department of Consumer Affairs Consumer Handbook states: “No retailer/ dealer can sell the packaged commodity at a price more than MRP.” It also explains that MRP is inclusive of all taxes. The Legal Metrology FAQ quotes Rule 18(2), which says that no retail dealer or other person, including a manufacturer, packer, importer or wholesaler, may sell a packed commodity above its retail sale price.

GST is already included
The amount printed as MRP is the maximum retail sale price inclusive of applicable taxes. A seller therefore cannot quote the printed amount and then add “GST,” a tax invoice surcharge or a separate tax line to increase the total for the same bottle.
Cooling or service charges do not create a higher bottle price
Vendors sometimes describe an extra amount as a charge for chilling, carrying stock or serving the passenger. The consumer rule concerns the sale of the packaged commodity. The sources do not establish a blanket railway exception allowing a vendor to add such a charge to a sealed bottle. If a seller insists on an extra amount, record exactly what was demanded and report it rather than assuming the label makes the surcharge valid.
Current Rail Neer prices under Railway Board Circular No. 18 of 2025
Commercial Circular No. 18 of 2025, dated 20 September 2025, revised Rail Neer prices and applied the same prices to packaged-water brands shortlisted by the Railways or IRCTC for sale on trains and railway premises. The change took effect on 22 September 2025.
| Bottle size | Revised railway-approved price | Earlier Rail Neer price | Effective date |
|---|---|---|---|
| One litre | ₹14 | ₹15 | 22 September 2025 |
| 500 ml | ₹9 | ₹10 | 22 September 2025 |
These are the approved railway prices identified in the circular, not a promise that every bottle in circulation carries a newly printed label. A passenger should inspect both the bottle and the sale context: size, printed MRP, brand status and the date on which the applicable circular took effect.

What if the bottle still shows the old MRP?
Stock may carry an older printed figure. The printed MRP remains the legal ceiling under packaged-commodity rules, while the Railway Board circular sets the approved railway selling price for Rail Neer and the specified shortlisted brands. An old label does not automatically make a higher railway charge acceptable after the revised price became effective. Photograph the label, retain the bottle and note the amount demanded so the railway or consumer authority can determine whether the sale complied with both requirements.
Is ₹20 for a Rail Neer bottle legal?
For a standard one-litre or 500-ml Rail Neer bottle covered by the circular, a demand of ₹20 is above the revised railway-approved amount. It is also unlawful if it exceeds the bottle’s printed MRP. The exact assessment depends on the bottle size, label, brand and date, so do not rely only on the vendor’s verbal description.
When the printed MRP is lower than the demand
This is the clearest overcharge. For example, if the label shows an MRP of ₹14 and the seller asks for ₹20, the seller is demanding more than the maximum retail sale price. The same principle applies to any packaged-water brand, not only Rail Neer.
When the label shows an older, higher figure
A legacy label can show the pre-circular figure. Do not erase, discard or replace it. Note the exact printed amount and the amount requested, then report the transaction with the circular’s effective date. The railway-approved price and the label are separate facts that enforcement officers can verify.

When the seller says the extra amount is for chilling
A chilled bottle is still a packaged bottle. The reviewed official guidance does not establish a general right to add a cooling or handling fee to its sale price. Ask for a receipt if available, record the response and preserve the evidence.
How to assess another bottled-water brand
The circular extends the revised railway prices to packaged-water brands shortlisted by the Railways or IRCTC. A brand’s presence on a train or platform does not, by itself, prove that the seller is authorised or that any verbal price is approved.
| Check | Why it matters |
|---|---|
| Bottle size | The approved amounts differ between one litre and 500 ml. |
| Printed MRP | It is the maximum retail sale price for the packed commodity and includes taxes. |
| Brand status | Determine whether the brand is one of the Railway/IRCTC-shortlisted packaged-water brands covered by the circular. |
| Seller authorisation | An authorised railway concessionaire and an unauthorised hawker raise different enforcement questions. |
| Applicable date | Use the price rule in force on the date of sale; Circular No. 18 of 2025 took effect on 22 September 2025. |
Do not compare brands only by a vendor’s spoken price. Compare the physical bottle, its size and printed MRP, the seller’s authorisation and the railway rule applicable on that date.

Even when a bottle’s price is within its MRP, the person selling it may not be authorised to vend in a passenger area. The Press Information Bureau reported on 19 March 2026 that unauthorised hawking and vending in passenger areas is prohibited under Section 144 of the Railways Act, 1989. Railway and IRCTC officials conduct inspections and special drives against unauthorised vendors.

This means a complaint can involve two distinct questions: whether the bottle was sold above the permitted amount, and whether the seller was permitted to operate there at all. A badge, uniform, stall number or concessionaire name can help investigators identify the seller, but the absence of a visible badge is not by itself proof of overcharging.
What evidence to preserve before the bottle disappears
Evidence is most useful when it connects the product, seller, place and time. Keep the bottle in the condition in which you bought it; do not throw away the cap or label.
- Photograph the front and side labels so the brand, volume, batch information and printed MRP are readable.
- Record the amount demanded and, if different, the amount actually paid.
- Note the train number, coach, station, platform or other precise location.
- Write down the date and approximate time.
- Capture the vendor’s name, badge, stall number, uniform details or concessionaire information when visible.
- Keep a receipt, digital-payment record, ticket-booking record or other proof linking you to the journey.
- Save photographs in their original form and make a short contemporaneous note of what the vendor said about GST, cooling or any other surcharge.
How to complain about an overcharge
- Secure the product and record the facts. Photograph the MRP and bottle size before the label becomes damaged. Write down the exact demand, not an estimate.
- Use the railway complaint route. Submit the incident through the railway’s passenger-complaint channel or the channel displayed at the station or provided for the train. Include the train or station, coach or platform, date, time, vendor description and photographs.
- Identify the seller’s status. State whether the person appeared to operate a numbered stall, carried a badge or was moving through the coach. Mention suspected unauthorised hawking separately from the price complaint.
- Attach payment evidence. A receipt or electronic payment record helps establish that a transaction occurred. If no receipt was offered, say so and provide the other evidence.
- Raise a consumer-protection complaint where appropriate. The Department of Consumer Affairs and Legal Metrology framework addresses sale of packed commodities above MRP. Provide the same factual record and identify the exact printed price.
- Keep the complaint reference. Save the acknowledgement, screenshots and any follow-up correspondence. If an authority asks for the bottle, keep it available rather than discarding it.
There is no single guaranteed remedy or response time established for every railway or consumer complaint. An authority may investigate the vendor, the concessionaire, the product label and the circumstances of the sale. A complete, consistent record gives the complaint the best chance of being assessed.

Common situations passengers encounter
“The vendor says every train charges extra.”
A general statement is not a legal rule. Ask for the receipt, check the printed MRP and document the train and seller. The official consumer guidance does not create a train-wide exemption from the MRP ceiling.

“The bottle is cold, so the price is higher.”
Cooling does not change the bottle’s printed MRP. The reviewed railway and consumer sources do not establish a general cooling surcharge on a sealed packaged bottle.
“The vendor adds GST only after quoting the MRP.”
That increases the total above the tax-inclusive MRP and is not permitted for the packaged commodity. Record the amount before and after the claimed tax.
“There is no printed MRP.”
Do not treat the absence of a readable MRP as permission to accept any price. Photograph the packaging and report the sale, noting that the label was missing, damaged or illegible.
Quick wins for a faster PC:

What the historical supply figure does—and does not—show
The Press Information Bureau reported in 2019 that approximately 9.5 lakh litres of Rail Neer were supplied to passengers each day from 11 operational plants. That figure describes the 2019 situation; it is not a current 2026 production estimate and cannot be used to infer today’s availability, capacity or price.
Passenger checklist
- Check the bottle size and printed MRP before paying.
- Remember that MRP includes taxes; do not accept an automatic GST add-on.
- For railway sales after 22 September 2025, compare Rail Neer and covered shortlisted-brand prices with the applicable Circular No. 18 of 2025 amount.
- Do not assume a cooling, handling or platform charge is authorised for the sealed bottle.
- Note whether the seller appears authorised and report suspected unauthorised hawking separately.
- Keep the bottle, label photographs, payment record and journey details until the complaint is resolved.
The practical test is documentary: identify the bottle, read its MRP, apply the railway price in force on the sale date and preserve enough evidence for the railway or consumer authority to check the transaction.
