Yes—for working with spreadsheet files, Python does not need Microsoft Excel installed. Libraries such as pandas and openpyxl can read, create, and edit workbook files directly. But controlling the Excel desktop application is a different kind of automation: the open-source xlwings package requires Excel to be installed.
File automation and Excel application automation are different
A Python script can process an Excel workbook without launching Excel—or having it installed—when the job is to work with the file itself. That includes reading spreadsheet data, transforming it, and writing results to a workbook using a compatible library.
Driving the Excel desktop application is different. If the task depends on interacting with a running Excel instance, use an application-automation workflow; the open-source xlwings package requires an Excel installation and supports desktop use on Windows and macOS, according to its installation documentation.
Choose a Python tool for the job

Check workbook compatibility before relying on file-based edits
Working without Excel does not guarantee that every workbook feature will be recalculated, rendered, or preserved. The openpyxl tutorial specifically warns that it does not read all possible items and gives shapes as an example of content that can be lost when a file is opened and saved.

If a workbook contains specialized elements that must remain intact, test the chosen library on a copy and inspect the saved result. Confirm support for the file format and features your workflow depends on; do not assume that handling an .xlsx file means full compatibility with every Excel capability.
