Yes, but only for a limited residual stream. Plastic-to-fuel processes can turn selected non-recyclable or degraded plastics into oil, gas or chemical feedstocks. They cannot replace waste prevention, reuse, collection, segregation or mechanical recycling. India’s official evidence points to a monitored, tightly controlled complement—not a universal solution—and shows that economics, feedstock quality, emissions and residue handling determine whether a project is defensible.
India’s plastic waste stream is large, but the measurement has limits
Central Pollution Control Board (CPCB) figures compiled from State Pollution Control Boards and Pollution Control Committees show reported plastic-waste generation rising overall between 2018–19 and 2022–23. The figures are administrative reports, not a perfectly measured national census; the government says estimates vary with methodology.

| Financial year | Reported plastic waste | Source qualification |
|---|---|---|
| 2018–19 | 3,360,043.45 tonnes | Government of India parliamentary answer, CPCB compilation |
| 2019–20 | 3,469,781.73 tonnes | Government of India parliamentary answer, CPCB compilation |
| 2020–21 | 4,126,808.44 tonnes | Government of India parliamentary answer, CPCB compilation |
| 2021–22 | 3,901,802.06 tonnes | Government of India parliamentary answer, CPCB compilation |
| 2022–23 | 4,136,188.83 tonnes | Government of India parliamentary answer, CPCB compilation |
A NITI Aayog report, citing an earlier CPCB estimate for 2019–20, put annual plastic waste at approximately 3.47 million tonnes and said about 60% was collected, leaving roughly 40% uncollected in that dated assessment. Those percentages should not be treated as current nationwide measurements.

Chemical or feedstock recycling uses thermal and chemical conversion to break polymers into hydrocarbon oil, gas or monomers. Indian examples include catalytic thermo-liquefaction, conventional or catalytic pyrolysis and plasma pyrolysis. These labels are not interchangeable: temperature, residence time, catalyst, feedstock mix, product upgrading and pollution controls determine the result.

Pyrolysis heats plastic without enough oxygen for ordinary combustion. The vapours are condensed into oil, while non-condensable gas can provide process heat. Some systems produce a solid char. The oil may require filtration, distillation or other upgrading before it can be used as an industrial fuel or chemical feedstock. A claim that a plant “makes fuel” therefore does not by itself establish that it makes a certified, saleable or low-emission product.
Where it sits in India’s waste hierarchy
Conversion should be considered only after higher-value options have been screened out. NITI Aayog’s cited assessment found that 94.17% of recycled plastic was handled through primary and secondary mechanical recycling, while only 0.83% was processed through chemical or feedstock recycling. The report describes chemical recycling as the least preferred option in its assessment because of high capital and operating expenditure and limited scalable technology.

| Route | Best-fit material | Material value and product | Main constraints |
|---|---|---|---|
| Reduce and reuse | Plastic that can be avoided or used repeatedly | Prevents waste and retains the highest material value | Requires product redesign, collection systems and consumer adoption |
| Mechanical recycling | Clean, sorted plastics with usable polymer quality | Keeps polymer in material circulation, often at lower grade after processing | Contamination, mixed polymers and degradation limit yields and quality |
| Chemical/feedstock recycling | Selected mixed, contaminated or degraded residuals | Produces oil, gas or monomers; usually needs upgrading | High capital and operating cost, energy demand, emissions and residue management |
| Co-processing or controlled energy recovery | Residuals unsuitable for material recovery | Recovers energy rather than polymer value | Requires separate assessment of emissions, ash, permits and feedstock quality |
| Landfill or open burning | Neither is a preferred treatment route | No useful material recovery | Landfill loses resources; open burning creates serious air-pollution and health risks |
Indian projects show development, not national-scale proof
ICT-Poly Urja mobile pilot
The Ministry of Science and Technology reported that Professor Aniruddha B. Pandit’s team at ICT Mumbai developed a patented Cu@TiO2 catalyst for catalytic thermo-liquefaction. The government account says several polyolefinic wastes can be converted into hydrocarbon oil and describes a vehicle-mounted pilot designed for about 100 kg per day. This is a government-reported pilot-stage example, not evidence of nationwide commercial deployment.
Plasma pyrolysis
CPCB guidance presents plasma pyrolysis as a possible option for non-recyclable and low-grade plastics. Its indicative estimates were approximately ₹1.7 crore for a 1-tonne-per-day plant and ₹6.5 crore for a 10-tonnes-per-day plant, excluding operating costs. For higher-capacity systems with energy recovery, the guidance estimated a four- to five-year payback. Actual returns depend on reliably supplied feedstock, power, labour, maintenance, product quality and disposal costs.

APChemi and CSIR-IICT technology transfer
A 2025 Press Information Bureau release said the Technology Development Board signed an agreement with APChemi for purified pyrolysis oil aimed at circular plastics and sustainable chemicals. The release also listed CSIR-Indian Institute of Chemical Technology technologies for green plasticizers, fuel oil, monomers and hydrogen, along with agreements involving Indian companies. These are documented technology-transfer activities; the release does not establish nationwide operating capacity, product certification or consumer availability.
Environmental safety depends on controls, not the word “pyrolysis”
Feedstock composition is the first control point. A credible operator must characterize each incoming stream and exclude or separately manage chlorine-bearing plastics such as PVC. Mixed plastics can change oil composition, corrosivity and emissions, while contaminated feedstock can concentrate pollutants in char or wastewater.

CPCB material identifies reliable segregated feedstock as a practical bottleneck because many municipalities lack adequate collection, segregation and disposal infrastructure. A CPCB- or state-hosted account of a liquid-fuel demonstration reported odour from volatile-organic leakage, incomplete conversion of vapour to liquid and char containing heavy metals and polycyclic aromatic hydrocarbons.

Emissions are demonstrably feedstock-sensitive. In a CPCB plasma-pyrolysis study, multi-layer plastic produced a reported 0.197 ng/Nm3 of dioxins and furans against a cited 0.1 ng/Nm3 norm before optimization. The report says later optimized measurements were within permissible limits. That result rules out blanket claims that every pyrolysis plant is clean; performance must be tied to the specific feedstock, equipment, operating settings and monitoring record.

Minimum safeguards for a project
- Documented, source-separated and regularly tested feedstock, with a clear rejection policy for unsuitable material.
- Controlled handling of PVC and other chlorine-bearing plastics.
- Continuous or frequent stack monitoring for relevant pollutants, with records available to regulators and the public.
- Engineered treatment and lawful disposal or recovery of char, scrubber water, spent catalysts and other residues.
- Laboratory testing of oil or chemical products before sale or use.
- Worker controls for heat, vapours, dust, toxic residues and confined spaces.
- Transparent accounting of electricity and fuel consumed, products made, non-condensable gas used and residuals generated.
What would make a plant a sensible choice?
- Map the local waste stream. Measure quantity, polymer types, contamination, seasonality and collection reliability rather than relying on citywide generation estimates.
- Remove higher-value outlets first. Demonstrate that reduction, reuse and mechanical recycling cannot safely or economically accept the material.
- Select technology for the actual feedstock. Require independently verified mass balances, energy use, product specifications and emissions data at the intended scale.
- Price the whole system. Include preprocessing, transport, electricity, catalysts, labour, maintenance, testing, pollution control, residue disposal and compliance—not just the reactor.
- Secure permissions and monitoring before construction. Define emission limits, sampling frequency, emergency shutdowns and residue routes in enforceable operating conditions.
- Publish operating evidence. A few successful trial runs do not prove reliable year-round performance; disclose downtime, off-specification oil, flaring and rejected loads.
So, can it help India?
Plastic-to-fuel can reduce the volume of a narrow class of residual plastics that cannot be economically or safely recycled, particularly where collection, segregation, pollution control and residue management are already strong. It cannot solve India’s plastic problem by itself. The available official evidence supports deploying it cautiously alongside prevention, reuse, collection and mechanical recycling, with each project judged on measured feedstock, verified emissions, complete lifecycle costs and safe handling of every residue.
