An on-device AI feature can continue working without Wi‑Fi or mobile data when its model, runtime and any required hardware support are already installed locally. Internet access is normally needed for the first model download, software or execution-provider installation, updates, account or licence checks, and any request that uses cloud services, web search or current information.
“Offline” describes where a particular inference runs, not a guarantee that an entire app is disconnected. A local model may handle a supported prompt, image or audio clip on the device while another feature in the same app sends work to a server.

What “on-device AI” actually means
In on-device, or local, inference, the model files are stored on the computer, phone or edge appliance. A local runtime executes those files using the device’s CPU, GPU, neural-processing unit (NPU) or another accelerator. The input is processed there and the result is returned without a network round trip.
Apple’s Core AI documentation describes models that “load and run AI models entirely on device.” Its Foundation Models framework includes generative workloads designed to run offline when the model is present. Microsoft’s Windows AI documentation uses the same distinction: Foundry Local performs inference on the device after a model has been downloaded and cached.

The practical test is therefore not whether an app is labelled “AI,” but whether the specific feature has a local model, a local runtime and a supported execution path. If any of those is missing, the app may wait for a download or switch to a cloud endpoint.
What can work offline, and what cannot
| Activity | Offline status | Why |
|---|---|---|
| Running a downloaded text, vision or speech model | Usually works | The model and runtime execute locally. |
| Generating text or summaries with a cached local model | Works within the model’s supported languages and context limits | No server call is required for inference. |
| First-time model installation | Requires connectivity | The model files must be obtained, and a runtime or hardware provider may also need downloading. |
| Model, runtime or security updates | Requires connectivity to obtain the update | An installed version can keep running, but it cannot receive new files while disconnected. |
| Web search, live news, maps, prices or other current information | Does not work as a current-information task | A local model has no live connection to those sources. |
| Cloud-only APIs or a larger fallback model | Requires connectivity | The computation or data source is remote. |
| Account, licence or entitlement validation | Depends on the application | Some software checks access periodically even when inference itself is local. |
Cached local inference can continue during an outage, on an airplane or in a restricted facility, but only for workloads the installed model supports. A local text model does not automatically provide offline image generation, translation, transcription or vision capabilities unless those models and components are installed too.
Why the first setup usually needs the internet
Offline capability is normally prepared while the device is connected. The download can include more than a model: an application package, tokenizer, accelerator-specific execution provider, language pack, drivers and licence metadata may all be required. Microsoft’s documentation for Foundry Local explicitly says the initial model download requires internet access.
- Install the application or runtime. Obtain the AI app and any platform component it relies on while online.
- Choose and download the model. Select a model that fits the device’s memory, storage, language and modality requirements. Wait for the download to finish rather than assuming a partial cache is usable.
- Install hardware support. Some runtimes download an execution provider for the CPU, GPU or NPU. If that provider is absent, the model may fail to start or fall back to a slower path.
- Run a connected test. Generate a small result, then close and reopen the app to confirm that the model is actually cached rather than streamed on demand.
- Test with networking disabled. Turn off Wi‑Fi and mobile data, repeat the same workload and note which functions remain available. This distinguishes genuine local inference from silent cloud fallback.
- Plan maintenance. Reconnect periodically for model, runtime and security updates, and check whether the application requires an account or licence revalidation.
Model catalogues can also refresh online. A catalogue being unavailable does not necessarily mean an already cached model is unusable; the decisive question is whether the runtime can locate the local files and start the execution provider.
How the device performs the computation
The CPU can run many models, but it may consume more time and energy than a specialised accelerator. A GPU can process highly parallel operations efficiently, while an NPU is designed for supported neural-network workloads at lower power. The runtime chooses a compatible path, sometimes splitting work among processors.
Memory is often the limiting resource. The model weights, temporary activations, operating system and application must fit in available RAM or dedicated accelerator memory. Storage is needed for the model itself, tokenizer and caches. Larger models generally require more resources; quantisation can reduce memory and storage requirements, with possible changes in speed or output quality. There is no universal offline speed or accuracy figure: results vary with model architecture, quantisation, hardware, operating system and workload.

“NPU-equipped” does not mean every AI feature will run locally. The application still needs a compatible model format, drivers and operating-system support. Check the specific model’s requirements and the app’s supported devices before relying on it in a disconnected environment.

Apple Core AI and Foundation Models
Apple documents local model execution on Apple silicon devices. Foundation Models can provide generative functions offline when the required model is available on the device. The company states: “Inference happens on device, so data stays private, AI features can be readily available and work offline, and there is no per-inference cost to you or the people using your app.” That statement applies to the documented local path, not necessarily to every Apple Intelligence feature.
Apple also documents a hybrid design. More complex requests can use Private Cloud Compute. A feature may therefore begin with local processing and use a remote service when the request exceeds the local model’s capability.
Microsoft Foundry Local and Windows AI APIs
Microsoft says that, once a model is downloaded and cached, Foundry Local performs inference entirely on-device with no cloud dependency. Windows AI APIs use readiness and hardware checks to determine whether a local model can run.
Microsoft’s guidance also describes a local-first pattern: the system tries a local model and uses a cloud endpoint when the model is not installed, the device is unsupported, the user has not consented to download it, or the task needs a larger model. An offline user should verify that the desired model is already installed and that cloud fallback is not required for that workflow.

Microsoft Edge Prompt API
The Edge Prompt API provides a browser-accessible local model after an initial download. Once downloaded, prompting can work offline and the input does not leave the device for that operation. Microsoft currently documents the API as a developer preview, so availability, requirements and behaviour can change.

Azure IoT Edge
In an industrial or embedded deployment, Azure IoT Edge modules can continue processing during an offline period. Messages can be stored locally and synchronised after connectivity returns. This is different from a consumer app: an administrator must deploy the module, configure storage and define what happens when the connection is lost.
Does offline AI guarantee privacy?
Local inference can keep supported inputs and outputs on the device, reducing exposure and eliminating a network transfer for that operation. It can also reduce latency because the request does not travel to a server.
Privacy still depends on the application around the model. Check whether it collects telemetry, synchronises history, sends diagnostics, requires an account, uploads files for another feature or silently invokes cloud fallback. A local model may process a document offline while the app stores prompts in a synchronised account when connectivity returns.
- Read the app’s data-use and diagnostic settings.
- Look for a clearly labelled local or offline mode.
- Test with networking disabled and inspect whether the feature still returns a result.
- Confirm where logs, conversation history and generated files are stored.
- For sensitive work, use device encryption, access controls and an organisational policy that blocks unapproved cloud endpoints.
“On-device” is therefore an execution-path description, not a blanket privacy certification.
Which tasks are good candidates for offline use?
Good candidates
- Summarising documents already stored on the device.
- Drafting or rewriting text without needing current facts.
- Classifying images, audio or text with a cached model.
- Transcribing a recording when the speech model and language pack are installed.
- Industrial or field-device inference where sensor data must keep processing during an outage.
Tasks that normally need a connection
- Questions whose answer depends on events after the model’s training data.
- Web search, live translation services, cloud storage retrieval and online collaboration.
- Requests that exceed the local model’s context, modality or quality target and trigger a larger remote model.
- Features that verify an account, subscription or licence before each use.
- Downloading a missing language, model, driver or execution provider.
A model can produce a fluent answer while being unaware that information has changed. Offline output should not be treated as current simply because it sounds confident.
Local versus cloud AI: the decisions that matter
| Decision factor | Local inference | Cloud inference |
|---|---|---|
| Connectivity | Can continue offline after setup, for supported workloads | Requires a functioning network connection |
| Data locality | Input can remain on the device, subject to app telemetry and fallback | Input is sent to a provider’s infrastructure |
| Latency | Avoids network round trips; device speed determines response time | Depends on connection quality, server load and distance |
| Model scale | Constrained by local memory, storage and accelerator capability | Can use larger server models and more compute |
| Quality and features | Depends on the installed model, languages and modalities | Often offers broader models and rapidly updated services |
| Operating cost | No per-inference cloud charge for the documented Apple local path; electricity, hardware and software costs still apply | May involve subscription, usage charges or account limits |
| Maintenance | You must manage model, runtime and security updates | The provider manages server-side infrastructure, while the client still needs updates |
| Failure mode | Can stop when resources, storage or local components are insufficient | Can stop when the network, service or account is unavailable |
Choose local execution when predictable offline operation, data locality or low latency matters more than access to the largest model. Choose cloud execution when the task needs live information, substantial compute or a capability that the device cannot support. A hybrid design can combine both, but it should disclose when data leaves the device and allow administrators or users to control fallback where possible.

Hardware and software checklist
- Supported operating system: The model runtime and API must support the installed version.
- Processor path: Confirm CPU, GPU or NPU compatibility and required drivers.
- Memory: Leave headroom for the operating system and application in addition to model requirements.
- Storage: Reserve space for model files, caches, updates and multiple language or modality packs.
- Model fit: Check language, context length, image or audio support and licence terms.
- Runtime readiness: Install the execution provider and verify that the app reports the model as available locally.
- Power and thermal limits: Sustained local processing can drain a battery or reduce performance as a device heats up.
- Fallback policy: Determine whether the app fails safely, asks for permission or automatically sends the request to a cloud service.
- Update plan: Schedule connectivity for security fixes and model refreshes without disrupting offline periods.
A Copilot+ PC or another NPU-equipped Windows laptop may provide a stronger starting point for local AI, but the exact model and application compatibility must be checked for the particular device. An NPU alone is not a guarantee of offline support.

The app says a model is missing
Reconnect and complete the model download. Then restart the app while online, confirm the model is marked as cached or installed, and repeat the test with networking disabled.
The model is installed but inference fails
Check available RAM and storage, close competing applications, and verify that the required runtime, driver and execution provider are installed. If the model is too large, select a smaller compatible model rather than assuming the cloud fallback is optional.
The feature works online but not offline
The online result may be coming from a remote endpoint. Look for a local-mode indicator, an offline setting or a diagnostic log that names the selected provider. Test one supported workload at a time; web search and current-data requests are expected to fail without connectivity.
The app asks for an account or licence
Complete the required sign-in or entitlement check while connected, then determine whether the app permits a grace period offline. Some products require periodic revalidation, so an apparently local model may still be unavailable after a long disconnected period.
Results are too slow or poor
Use a model and quantisation level suited to the device, select an available accelerator, reduce the input size and allow the device to cool. Smaller local models may be less capable than the service’s cloud model; that is a capacity trade-off, not evidence that offline inference is malfunctioning.

Answers to common questions
Can AI work without Wi‑Fi?
Yes, if the model and runtime are already installed and the feature supports local execution. Mobile data is also unnecessary during that local run.
Does on-device AI need the internet?
Not for every inference, but it commonly needs connectivity for setup, updates, licences, optional catalogues and cloud-dependent features.
Can I use an AI app completely offline?
Only if every feature you intend to use has a local implementation and the app does not require an online account or fallback. Verify this by testing the exact workflows with networking disabled.
Will offline AI know the latest information?
No. Without a live data source, it cannot reliably answer questions about events, prices, websites or records that changed after its available training or local data.
Is local AI always more private?
It can keep a supported request on the device, but privacy depends on telemetry, synchronisation, account services and cloud fallback in the surrounding application.
Bottom line
On-device AI can genuinely work without an internet connection once its model, runtime and hardware support are ready. Treat offline operation as a capability to verify per feature: prepare and update while connected, test with the network disabled, and understand when the app may send a request to the cloud. Local execution offers lower network dependence and better data locality, while cloud services provide more scale and live information.
