The native plants sampled there had recovered by resprouting; the plants identified as growing from seed were exotic. That result describes one dryland site and a limited follow-up, not every native species or ecosystem in New Zealand.
What the Pukaki study found
In a paper first published on 13 May 2026 in the New Zealand Journal of Botany, S. Budha-Magar, H. L. Buckley, T. J. Curran and N. J. Day examined plant recovery after a wildfire at Pukaki Scientific Reserve in Canterbury. The fire began on 29 August 2020 and burned approximately 2,226 hectares, according to Fire and Emergency New Zealand figures reported by the authors.

The researchers surveyed seven plots one and four months after the fire, then returned to two plots at 16 months. Across repeated surveys they recorded 63 vascular plant taxa. They also destructively sampled 242 individual plants from 25 taxa to determine how they had recovered: 215 were identified as resprouted plants. The only taxa the study identified as regenerating from seed were six exotic taxa.

Resprouting is not the same as seed survival
A plant that appears after a fire may have survived as a living plant, or it may be a new plant that germinated from seed. Those are different recovery pathways. A resprout grows from protected buds or underground parts of a plant that remained alive through the fire; it does not show that the plant’s seeds survived.
| Recovery pathway | What happens | What it can tell us |
|---|---|---|
| Resprouting | A surviving plant grows again from protected buds or underground organs. | The plant survived, but this alone says nothing about whether its seeds survived. |
| Persistent seed bank | Seeds already present in the soil or canopy survive and later germinate. | Seed-based recovery occurred, but the seeds may have been in place before the fire. |
| Dispersal from an unburned refuge | Seeds arrive from nearby vegetation that escaped the fire and then germinate. | New plants established after the fire, but their seeds need not have endured it. |
Even when seedlings appear after a fire, their source matters: they may have come from a seed bank or arrived from an unburned patch. The presence of seedlings alone does not establish that seeds survived the flames.

Why the result does not rule out native seed survival
The Pukaki study was confined to one eastern dryland site, and the 16-month follow-up covered only two plots. The authors also note low sample sizes for many native taxa. The study did not include pre-fire vegetation measurements, so it cannot provide a full before-and-after account of the site’s plant community.
The authors offer several possible explanations for not observing native seed regeneration: there may have been few native seed sources, few fire-resistant seeds on site, too little time for seedlings to establish, or competition that prevented germination or establishment. These are proposed explanations, not causes demonstrated by the study. In particular, the absence of observed native seedlings during this follow-up does not prove that native seeds never survive wildfire.

Native plant responses vary among ecosystems
A Department of Conservation (DOC) technical review describes sprouting as the more common post-fire strategy among New Zealand native plants. It also notes exceptions: a few species show enhanced seeding or germination after fire. The review reports little evidence of hard-seededness in the native flora apart from kōwhai and possibly Carmichaelia shrubs, and says native grasslands and shrublands generally lack buried seed banks of long-lived seeds. These broad observations are context, not a rule for every species or habitat.
Fire-prone restiad bogs provide a contrasting example: a 2022 study record describes native bog species re-establishing after fire through germination from the peat seed bank. That case shows why the Pukaki result should not be applied to all ecosystems.

A separate DOC example also illustrates the distinction between plant survival and seed survival. After the late-2025 Tongariro fires, DOC reported abundant Volcanic Plateau speargrass, a Threatened – Nationally Vulnerable species, in the fire-cleared landscape. DOC Technical Advisor and botanist Paul Cashmore said, “It clearly can survive a fire, and we expect to see it increase even more over the next few years while there is less competition for light from taller growing vegetation.” This describes the plant’s ability to survive fire; it does not establish that its seeds survived. DOC also noted that intact vegetation patches can act as refuges that assist natural recolonisation of burned areas.

There is no single recovery method that is best for every plant or place. Whether recovery depends on resprouting, seed banks, or seeds arriving from nearby refuges varies with species, ecosystem, fire severity, timing, and seed availability. The Pukaki study’s short-term observations cannot establish which pathway will dominate over a longer period or at other sites.

For restoration, DOC advises using seed or cuttings from nearby, similar ecosystems and matching their source to the restoration site’s habitat. Consult experts for threatened species or sensitive situations, check with the landowner, and consult local iwi or hapū before moving plants between places. Collecting plant material on public conservation land requires a DOC permit.
