No. A merchant accepting UPI must not add the merchant discount rate (MDR) to your bill as a separate UPI surcharge. The Department of Financial Services’ FAQ dated 15 September 2026 says consumers will not be charged for UPI payments and that onboarded merchants cannot pass MDR on to customers. The same FAQ announces a merchant-side MDR for some person-to-merchant (P2M) transactions from 15 October 2026. Because that date was still in the future on 13 October 2026, check for a later official notification before treating the new rate as active.
The short answer: a UPI surcharge on your bill is not allowed under the government’s stated rule
There are two different payments that are often confused:
As an Amazon Associate I earn from qualifying purchases.
- MDR: a fee charged within the payment ecosystem to a merchant for accepting certain UPI payments.
- A customer surcharge: an extra amount added to your bill because you chose UPI.
The Department of Financial Services (DFS) FAQ explicitly separates the two. It says merchants that are onboarded to accept UPI cannot pass MDR on to customers. In other words, a shop may have a merchant-side acceptance cost under the announced framework, but it cannot add that cost as a “UPI fee,” “convenience fee,” or similar line item on your bill.

The Ministry of Finance made the consumer position equally direct in an 8 August 2026 Press Information Bureau release: “Consumers making payments will not face any transaction charges.” That statement concerns the consumer payment experience; it does not mean every merchant category has identical MDR treatment.

What the announced 2026 MDR framework changes
The DFS FAQ dated 15 September 2026 describes a standard MDR of 0.4% for qualifying P2M UPI transactions above ₹2,000. It also specifies a maximum MDR of ₹300 per transaction when the transaction value is ₹75,000 or more. The FAQ gives 15 October 2026 as the effective date.
As of 13 October 2026, that effective date had not yet arrived. Therefore, the figures below describe the announced framework, not a confirmation that the rate was already being collected on the date this article was prepared. A later government notification could clarify, amend or delay implementation.
| Payment or merchant category | Rule described by the DFS FAQ | What the customer pays |
|---|---|---|
| Person-to-person (P2P) | Remains free | No UPI transaction charge |
| Qualifying standard P2M transaction up to ₹2,000 | Announced MDR does not apply | No UPI transaction charge |
| Qualifying standard P2M transaction above ₹2,000 | 0.4% MDR, subject to the announced cap | No pass-through surcharge; MDR is merchant-side |
| Small P2PM merchant in the exempt tier | Remains at zero MDR under the FAQ’s classification and monthly-collection conditions | No UPI transaction charge |
| UPI platform or app fee | UPI app providers may not add platform fees for UPI payments | No UPI transaction charge |
“P2M” means a payment from a person to a merchant. “P2P” means a transfer between individuals. The FAQ also refers to a small-merchant P2PM category. The classification matters: the payment amount alone does not determine whether a merchant owes MDR.

For a qualifying standard P2M payment above ₹2,000, 0.4% is calculated on the transaction value, subject to the cap at higher values. These examples show the arithmetic only; they do not establish that a particular merchant is in the qualifying category.

- ₹3,000 payment: 0.4% would be ₹12.
- ₹10,000 payment: 0.4% would be ₹40.
- ₹50,000 payment: 0.4% would be ₹200.
- ₹75,000 payment: 0.4% equals ₹300, reaching the stated cap.
- ₹100,000 payment: 0.4% would be ₹400, but the stated maximum is ₹300.
Even where the merchant’s MDR is calculated this way, the amount is not a new charge that can be placed on the customer’s receipt. The FAQ’s wording is categorical: “No, merchants on-boarded cannot pass on MDR charges to customers while accepting payments through UPI.”
Why a payment above ₹2,000 does not automatically trigger a customer fee
The ₹2,000 threshold is part of the announced MDR rule for qualifying standard P2M transactions. It is not permission to add a fee to any customer’s bill. It also is not the only classification in the framework.
The FAQ says that small vendors covered by the P2PM framework remain at zero MDR. It describes eligibility using merchant classification and monthly collections. A payment above ₹2,000 does not, by itself, remove that exemption. A merchant therefore cannot justify a surcharge simply by pointing to the amount of your individual payment.

News On AIR separately reported a government estimate that around 96% of UPI merchant transactions remain unaffected. The latter is a reported government figure, not an independent calculation, and neither statistic changes the prohibition on passing MDR to consumers.

What you should see when paying by UPI
Your bill should show the price of the goods or services, applicable taxes and any legitimate fee that is unrelated to the method of payment. It should not add a line labelled “UPI charge,” “UPI convenience fee,” “MDR recovery,” or equivalent merely because you scanned a QR code or selected UPI at checkout.
A merchant can choose which payment methods to accept, subject to the arrangements under which it operates, but the DFS FAQ’s consumer protection is about passing MDR to a person who is paying. If a displayed price changes only when you choose UPI, ask the merchant to explain the charge and request an itemised bill. Keep the receipt, QR-payment confirmation and any photograph or screenshot of the surcharge if you need to discuss the transaction with the merchant, bank or payment provider.
The sources establishing the policy do not set out a single, specific complaint form, adjudication route or guaranteed refund process for an individual surcharge dispute. Do not assume that a particular helpline or legal remedy is prescribed by the FAQ. For a real dispute, use the support channel shown in your bank or UPI app and retain the transaction details while asking the merchant to correct the bill.

MDR is a merchant-side payment acceptance charge. It is settled within the payment ecosystem rather than collected from the person making the payment. A customer-side surcharge is a separate commercial decision that the FAQ says onboarded merchants cannot make to recover MDR.

The DFS FAQ also says UPI app providers may not add platform fees for UPI payments. That means a customer should not be charged by the app as a transaction fee merely for using UPI. This rule and the merchant pass-through rule address different possible sources of a charge, but both preserve a no-transaction-charge experience for consumers under the announced policy.
Why older articles may say that UPI has no MDR at all
Older coverage can be accurate for the date it describes and still be outdated now. A Ministry of Finance answer to Lok Sabha Unstarred Question No. 4111, dated 18 August 2025, said there was then no proposal to impose transaction charges and described the earlier statutory position. That answer predates the DFS’s 15 September 2026 FAQ and its announced 15 October 2026 framework.
When comparing advice, check the publication date and whether it discusses merchant MDR or customer fees. “No charge to the consumer” remains consistent with the 2026 FAQ. “No merchant MDR exists under any circumstances” is too broad for the announced framework after its stated effective date.

Is every UPI payment free?
The government’s stated consumer rule is that consumers do not pay a UPI transaction charge. The announced MDR framework affects how some merchants may be charged, not whether the consumer can be billed for choosing UPI.

Can a merchant call it a convenience fee instead of MDR?
Changing the label does not change the substance. If the extra amount is added because you paid through UPI and is intended to recover the merchant’s payment cost, it conflicts with the FAQ’s statement that onboarded merchants cannot pass MDR to customers.
Does the ₹2,000 threshold mean a ₹2,001 payment must carry a fee?
No. The threshold identifies qualifying transactions for the announced merchant-side MDR. It does not authorise a customer surcharge, and small P2PM merchants can remain at zero MDR under the FAQ’s classification rules.
Does the rule apply to person-to-person transfers?
The FAQ says P2P payments remain free. The announced 0.4% MDR concerns qualifying P2M transactions, not ordinary transfers between individuals.

What to remember at checkout
- Check whether the extra line appears only because you selected UPI.
- Ask for an itemised bill and the merchant’s explanation.
- Do not confuse the announced merchant MDR with a fee you owe as the customer.
- Save the receipt and payment confirmation if the surcharge remains.
- Use your bank or UPI app’s support channel for the transaction and ask the merchant to remove any UPI-specific surcharge.
The central rule is straightforward: the announced MDR, where applicable, belongs on the merchant side. A customer should not be charged extra for paying through UPI.
