Can Merchants Add a UPI Fee to a Customer’s Bill? India Rules and FAQs (2026)

Usually, no—not when the extra line is the merchant’s UPI or MDR charge. In its 15 September 2026 statement, India’s Ministry of Finance said UPI Merchant Discount Rate (MDR) is a charge within the merchant payment ecosystem, “not a charge on customers making UPI payments.” The Ministry also said banks have been advised to ensure that merchants do not pass MDR charges on to customers.

That policy answer is narrower than a blanket rule about every fee connected with a digital payment. A clearly identified MDR or UPI surcharge should not be added to the customer’s bill under the Ministry’s stated framework. A different price, convenience fee, delivery charge or separately chosen service may require a separate analysis, because the statement does not establish that every such charge is automatically MDR.

What the current government position says

The current detailed position comes from the Ministry of Finance statement released on 15 September 2026. It describes MDR as a merchant-side payment-ecosystem charge shared among participating banks and payment application providers. It is not a tax collected by the Government or the National Payments Corporation of India (NPCI), and the Ministry says payment application providers are prohibited from imposing platform fees or hidden charges on UPI users.

The same statement says: “Banks have been advised to ensure that merchants do not pass MDR charges on to customers.” The wording matters. It records government policy and advice to banks; it is not, by itself, a published fine schedule or a step-by-step enforcement procedure. The practical conclusion for a customer is still clear: a merchant should not identify MDR as an extra amount payable by the person using UPI.

Which UPI payments the framework covers

Before deciding whether an amount is related to UPI, identify the transaction type. The Ministry distinguishes person-to-person transfers from payments to merchants, and it also describes a special small-merchant category.

Transaction or category What the 15 September 2026 statement says What it means for the customer’s bill
Person-to-person (P2P) Transfers remain free regardless of amount. No transaction fee, platform fee or other charge may be imposed on individuals for sending or receiving money through UPI. The recipient or sender should not be given a UPI fee merely because money moved between individuals.
Person-to-merchant (P2M) up to ₹2,000 Payments remain free of MDR. There is no MDR for the merchant to pass through at this threshold.
Small merchants in the P2PM category Small merchants, including street vendors, receiving up to ₹1 lakh per month through UPI QR codes continue to receive zero MDR on all transactions under the stated condition. The threshold concerns the merchant’s eligibility for zero MDR; it does not authorize a customer surcharge.
Specified P2M payments above ₹2,000 The statement describes MDR rates for defined categories and sectors. Those are merchant-side rates, not an amount that should appear as a separate customer bill item.

The ₹2,000 threshold therefore does not mean that a customer starts paying a fee once a purchase exceeds ₹2,000. It identifies where the merchant-side MDR framework may apply. The Ministry’s instruction about not passing MDR to customers remains separate from the rate calculation.

What MDR rates are described for merchants

The following figures are the rates stated by the Ministry for specified merchant transactions. They describe the amount within the payment ecosystem. They are not a schedule of customer surcharges.

Transaction category MDR described by the Ministry Important qualification
Specified P2M transactions above ₹2,000 0.4% Capped at ₹300 for transactions of ₹75,000 and above.
Listed essential and thin-margin sectors above ₹2,000 Flat ₹5 The statement lists railways, telecommunications, insurance, fuel and agricultural inputs.
Listed capital-market payments 0.02% Applies to the listed mutual-fund, securities, stockbroker and dealer categories; capped at ₹300.
Small-merchant P2PM condition Zero MDR Applies to qualifying small merchants receiving up to ₹1 lakh per month through UPI QR codes, as described by the Ministry.

For illustration, 0.4% of a ₹10,000 specified transaction is ₹40 within the merchant-side calculation. That does not turn ₹40 into a lawful UPI add-on for the customer. Likewise, a stated ₹5 MDR in a listed sector is not a permission to print “UPI fee ₹5” on the buyer’s bill.

  • Slanted Back Support: To ensure that your pamphlet can maintain a certain Angle of tilt and not tip forward.
  • Stable Base Extended: Allows your book to be more stable on the table.

The Ministry estimates that approximately 96% of P2M transactions will remain unaffected and about 4% will attract MDR. That is the Ministry’s own data analysis, not an independently validated calculation presented here. It also does not change who is described as bearing the charge.

Who pays UPI MDR?

MDR is distributed among payment-system participants, including banks and payment application providers. The Ministry describes it as a cost inside the merchant payment ecosystem. A merchant may therefore see an MDR deduction or settlement adjustment in its payment arrangements, but the customer-facing consequence should not be a separate line demanding that the buyer reimburse MDR.

This is why a receipt that says “UPI MDR,” “UPI surcharge” or “digital-payment MDR” should be treated differently from the advertised price of the goods or service. The government statement addresses the first category directly. It does not say that every amount associated with a business’s pricing, fulfillment or optional service is MDR.

What the ₹2,000 and ₹1 lakh figures do—and do not—mean

The ₹2,000 payment threshold

Payments up to ₹2,000 in the P2M category remain free of MDR under the described framework. Above ₹2,000, specified merchant categories can fall within the rates listed by the Ministry. The threshold is applied to the merchant-side payment rules, not converted into a customer fee threshold.

The ₹1 lakh monthly P2PM threshold

The ₹1 lakh figure is a monthly receipt condition for qualifying small merchants using UPI QR codes. It preserves zero MDR for those merchants on all transactions under the stated P2PM condition. It is not a limit on how much a customer may pay by UPI, and it does not give a shop permission to add a surcharge after crossing a particular customer’s bill amount.

When an “extra UPI fee” may be something else

A bill can contain more than one kind of additional amount. The Ministry statement resolves the pass-through question for MDR; it does not classify every possible commercial charge. Read the label and the transaction circumstances carefully.

  • Clearly labelled MDR or UPI surcharge: This is the situation covered by the Ministry’s statement. The stated policy is that it should not be passed to the customer.
  • Platform or hidden UPI charge: The statement says UPI application providers are prohibited from imposing platform fees or hidden charges. A merchant’s own line item still needs to be identified accurately rather than automatically attributed to the application provider.
  • Optional service selected by the customer: A separately chosen service may have its own disclosed price. The material here does not establish that such a fee is always MDR or always unlawful; the description, consent and applicable consumer rules would matter.
  • Ordinary business pricing: A seller can publish prices for products, delivery or other services. Calling a normal price difference a UPI fee does not make it MDR, but a customer should ask what the line represents.

Do not assume that a merchant can avoid the policy simply by renaming an MDR amount “handling,” “technology” or “convenience.” At the same time, do not make the opposite overclaim that every convenience charge is automatically an MDR surcharge. The evidence available for this article supports the narrower distinction.

How the policy changed during 2026

An 8 August 2026 Ministry statement described an earlier enabling stage. It said the Taxation and Other Laws (Amendment) Bill, 2026 would amend section 10A of the Payment and Settlement Systems Act, 2007, and that an NPCI-headed UPI and Services Steering Committee would decide on MDR, if any, after passage. That statement also recorded 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026.

The later statement of 15 September 2026 gives the specific rates, thresholds and customer pass-through position set out above. Use the September statement for the current framework described here; do not treat the August statement’s “if introduced” language as the latest rate position. Policy implementation details can change, so the date of the Ministry statement matters when checking a future bill.

What to do if a merchant adds a UPI or MDR line

The sources establish the policy position but do not provide a verified, surcharge-specific complaint channel, deadline or guaranteed remedy. You can still create a useful record and ask for clarification without claiming that an unverified escalation route will produce a particular result.

  1. Read the exact description. Photograph or save the printed, emailed or digital bill. Note whether it says “MDR,” “UPI fee,” “UPI surcharge,” “platform fee,” “convenience fee” or something else.
  2. Keep payment evidence. Save the UPI transaction ID, date, amount, merchant name and the final amount requested or paid. Keep a screenshot of the payment confirmation and the itemised bill.
  3. Ask the merchant to identify the charge. A neutral question such as “Is this line an MDR or a separate optional service?” can distinguish the Ministry-covered charge from another price component.
  4. Request a corrected bill if it is MDR. Point out that the Ministry of Finance statement dated 15 September 2026 says MDR is not a customer charge and that banks have been advised to ensure it is not passed on.
  5. Do not misstate the rule. The statement does not supply a universal fine, refund timetable or complaint sequence. If the merchant refuses, retain the records and use the applicable consumer or payment-service channel available to you, checking its current instructions directly.

A customer who has not yet paid can ask for the total price before completing the transaction. A customer who already paid should preserve both the original bill and any revised bill; changing the amount later can make the chronology important.

Worked examples

A ₹1,500 restaurant bill paid by UPI

This is a P2M payment at or below ₹2,000, which the Ministry says remains free of MDR. A separate “UPI MDR ₹6” line is not supported by the stated framework.

A ₹10,000 purchase at a specified merchant

The merchant-side rate for a specified P2M transaction above ₹2,000 may be 0.4% under the described category, subject to the stated rules. The resulting ecosystem charge is not a customer add-on. The receipt should not turn the merchant’s MDR calculation into a separate amount owed by the buyer.

A ₹90,000 transaction in a listed essential sector

The statement describes a flat ₹5 MDR for qualifying transactions above ₹2,000 in listed sectors such as fuel or telecommunications. “Flat ₹5” describes MDR within the payment ecosystem; it does not mean the customer should be billed ₹5 for choosing UPI.

A qualifying street vendor’s monthly QR receipts

If the small merchant falls within the stated P2PM condition and receives up to ₹1 lakh per month through UPI QR codes, the Ministry says zero MDR continues on all transactions. The customer’s right not to have MDR added does not depend on knowing the vendor’s monthly total.

Common mistakes when reading a UPI surcharge

  • Confusing merchant cost with customer liability: A percentage or cap in the MDR framework is not a percentage or cap for the buyer’s bill.
  • Treating ₹2,000 as a customer-fee trigger: It is a merchant-side category threshold in the Ministry’s description.
  • Assuming every extra amount is MDR: The statement does not decide every question about optional services or ordinary pricing.
  • Calling the Ministry’s advice a published penalty rule: The wording says banks have been advised; it does not set out a fine or complaint procedure in the statement.
  • Relying on an old policy description: The August 2026 enabling-stage statement predates the detailed September framework.

What customers should remember

  1. MDR is described as a merchant-side payment-ecosystem charge, not a customer charge.
  2. P2P transfers remain free, and P2M payments up to ₹2,000 remain free of MDR under the stated framework.
  3. The ₹1 lakh monthly P2PM condition concerns qualifying small merchants’ zero-MDR treatment, not permission to surcharge customers.
  4. Rates such as 0.4%, ₹5 and 0.02% describe specified merchant categories and sectors; they do not set customer bill add-ons.
  5. If a bill names MDR or a UPI surcharge, preserve the records, ask what the line means and refer to the Ministry’s 15 September 2026 position without inventing an unverified complaint route.

Frequently Asked Questions

Does a payment above ₹2,000 automatically incur a fee for the customer?

No. The ₹2,000 figure identifies where specified merchant-side MDR rules may apply. The Ministry’s statement says MDR is not a charge on customers and says banks have been advised to prevent pass-through.

Does a small shop need to know its monthly UPI receipts before accepting a payment?

The statement’s ₹1 lakh monthly figure concerns the qualifying small-merchant P2PM category and its zero-MDR treatment. It does not create a customer surcharge when the merchant’s receipts are higher or unknown.

What if the bill says “convenience fee” instead of MDR?

The available Ministry statement does not classify every convenience fee. Ask the merchant to explain whether it is an MDR pass-through, an optional service selected by you or another price component, and keep the itemised bill.

Where should I complain about a UPI surcharge?

The Ministry statement used here does not publish a surcharge-specific channel, deadline or escalation sequence. Keep the bill and transaction records and check the current instructions of the relevant consumer or payment-service authority rather than relying on an unverified helpline or form.
