Usually, a license plate reader identifies a vehicle, not the people inside it. It can record a plate sighting with a time and location, and a connected network can quickly alert authorities when a vehicle of interest passes a camera. Searching recorded sightings may show a vehicle’s path through camera locations, but that is not continuous GPS tracking.
What a license plate reader records
Automated license plate reader (ALPR, also called ANPR) software uses optical character recognition to interpret a plate image. A typical record can include the interpreted plate number, a plate photograph, a wider image of the vehicle, the date and time, geographic coordinates, and the camera or unit identifier, according to the U.S. Department of Justice’s Bureau of Justice Assistance LPR Policy Development Template. A wider image may show only the area around the plate or much of the vehicle.

What appears in the image depends on how the camera is installed and configured. Palo Alto says its fixed cameras are aimed at rear plates and record vehicle details such as make, model, type, and color, along with an image of the vehicle’s rear. The city says its cameras are not designed to capture occupants or use facial recognition (City of Palo Alto ALPR information). The UK Home Office’s National ANPR Service assessment says its system can retain plate images and front- or rear-view overview images; some may show people, but the cameras are optimized for reading plates and image quality of people is significantly reduced (National ANPR Service data protection impact assessment).

Those examples are not universal specifications. Camera direction, image framing, deployment, and operator policy determine whether occupants appear in a captured image and how usable that image is.

Does a plate reader identify the driver or passengers?
Not from the plate read alone. A plate identifies a vehicle registration mark; it does not establish who was driving or riding in the vehicle at the moment of the sighting. The UK Home Office assessment explains that identifying an individual requires consulting secondary data sources. A plate can be checked against vehicle registration records or investigative records, for example, but a registered owner is not necessarily the person who was in the car.
Facial recognition is a separate capability, not an inherent part of reading a plate. Palo Alto explicitly says its municipal ALPR deployment does not use facial recognition. That statement describes that system only; camera systems and local policies differ.

What “real-time tracking” means
Alerts when a vehicle passes a connected camera
A network can compare a new plate read against a list of vehicles of interest and send an alert when there is a match. Police.uk describes the UK process this way: “As a vehicle passes an ANPR camera, its registration number is read and instantly checked against database records of vehicles of interest.” The UK Home Office assessment also describes operational alerts when a vehicle of interest passes a camera in the connected national system. In practice, an alert depends on the vehicle passing a connected camera, the system receiving a usable read, and the relevant list and matching process being in place.
Searching recorded sightings
Networked readers can also create a searchable history. Police.uk says the system stores records of vehicles passing cameras, including vehicles that were not of interest when captured. Authorized users may search time-and-location records to find where a vehicle was observed and piece together a route through those sightings.

Ultra-low illumination: 0.0005 Lux (color) and 0.0001 Lux (B/W), ensuring details for license plate capture day and night, horizontal FOV: 42.5° to 15.1°, vertical FOV: 23.3° to 8.64°, diagonal FOV: 49.6° to 17.3°.Recommended ANPR distance: 23-98ft.
- 140dB True WDR & Imaging: 140dB true WDR balances intense backlight, vehicle headlight glare, and dark shadows, minimizing overexposure and shadow detail loss at dawn, dusk, and busy roadways.
This is not a continuous stream of the vehicle’s location. The record shows camera observations; it does not show where the vehicle traveled between them. Coverage, connectivity, matching, data retention, and authorized access all affect what can be found.
Retention and access depend on the system
There is no single retention period for all plate-reader data. Palo Alto says its captured data is automatically purged after 30 days unless a specific record has been identified as relevant to a specific criminal investigation. In the UK national police ANPR system described by Police.uk, data is stored together for one year; most staff with access may access data for up to 90 days, while authorized access for some serious investigations may extend to a year. These are examples of different local and national policies, not universal rules.

Access safeguards also vary. Palo Alto says access is limited to properly trained staff with a legitimate law-enforcement need, and that queries are logged and audited. The UK system’s infrastructure and governance are described in the Home Office’s National ANPR standards for policing and law enforcement (Version 3.3, October 2024). The relevant policy depends on the jurisdiction and operator.
