YouTube’s encoder guidance specifies audio and video formats. For an audio-led broadcast, the practical setup is to send the radio audio together with a visual signal, such as a still image. That is a way to provide video alongside the audio—not a YouTube-approved audio-only workaround. Before setting it up, confirm you have permission to retransmit the station feed and any music or other material it contains.
What “without video” means on YouTube Live
You can make the broadcast audio-focused, so listeners hear a radio station while the video shows a still image or other visual. But YouTube’s documented encoder workflow is not described as an audio-only endpoint: it lists audio codecs as well as video codecs. Plan to send both an audio stream and a visual signal from your encoder.

YouTube lists AAC or MP3 for encoder audio and H.264, H.265, or AV1 for video. Those are listed formats, not a guarantee that any particular encoder or configuration will work; test your own setup before broadcasting.
Get permission before retransmitting the station
Do not assume that being allowed to listen to a station, or having access to its online stream, gives you permission to rebroadcast it on YouTube. YouTube’s Livestream terms and conditions put responsibility on the content provider to have the necessary rights, including music licensing rights. The terms state: “You represent and warrant that you have all necessary rights for the exploitation of the Live Content on the Google Services throughout the world, including, without limitation, music licensing rights from artists, record labels, publishers (including public performance licenses) and any other royalty participants.”

Ask the station and relevant rights holders to confirm the scope in writing for your channel and intended territories. A station feed may include material with different rights holders or terms, so permission for the station’s own content may not settle the rights for every embedded recording or announcement.
- Territories: Where may you carry the stream on YouTube?
- Live and archived use: Does permission cover only the live transmission, or also the recording viewers may replay later?
- Everything in the feed: Are songs, advertisements, station IDs, announcements, and other embedded content covered?
- Content ID: If authorization is needed, can the rights owner allowlist your YouTube channel?
YouTube says live streams are scanned for third-party content. A detection can lead to a warning, a placeholder image, an interruption, or termination. Even licensed content can be interrupted if the rights owner has not allowlisted the channel through Content ID. Permission and, where applicable, allowlisting are separate points to resolve before you go live.

Check that your channel can go live
- Verify your YouTube channel and check that it has no live-streaming restrictions from the previous 90 days.
- Enable live streaming if it has not been enabled before. First-time activation may take up to 24 hours, so do not leave this until broadcast time.
- Decide whether you want YouTube to archive the broadcast. YouTube’s encoder instructions say streams under 12 hours are automatically archived. Treat that replay as a separate rights question: confirm that the station’s permission also covers on-demand playback.
Set up the audio-led stream
- Create the stream in YouTube Studio. Open the Live Control Room and create or schedule the stream. Keep the stream’s visibility and intended audience in mind when you arrange your test.
- Choose an encoder and provide a visual signal. Use an encoder that can send the station audio together with video, such as a still image. YouTube’s guidance describes an encoder workflow; it does not establish that a dedicated hardware encoder is required.
- Copy the stream URL and key. In the Live Control Room, copy the stream URL and stream key into the encoder’s YouTube destination settings. Treat the key as private: anyone with access to it may be able to send a broadcast to your stream.
- Set the audio and video outputs. Use a listed audio codec such as AAC or MP3 and a listed video codec such as H.264, H.265, or AV1. Configure the encoder to transmit both the audio feed and the visual; the still image does not replace the need for an audio signal.
- Run a private or unlisted test. Start the encoder, check the YouTube preview, and listen to the stream from a separate device. Confirm that the picture is present, the station audio is audible and stable, and the stream is reaching YouTube as expected.
- Go live and monitor stream health. Check the Live Control Room’s preview and stream-health information rather than assuming that a running encoder means viewers are receiving a clean broadcast.
YouTube’s general streaming tips recommend leaving upload-bandwidth headroom instead of using all available upload capacity. If the feed stutters or the stream health degrades, check the connection and encoder output, then test again before relying on the stream for a full broadcast.

Common problems and what to check
- YouTube receives no picture: Confirm the encoder is sending a video signal as well as audio, and that the still image is active in the encoder’s output.
- The preview appears, but there is no sound: Check that the station feed is routed to the encoder’s audio input and that the encoder is sending a supported audio codec.
- The broadcast is interrupted or replaced by a placeholder: YouTube may have detected third-party content. Review the warning and contact the relevant rights owner; if the material is licensed, ask whether your channel needs Content ID allowlisting.
- The channel cannot start a stream: Check channel verification, any live-stream restriction from the previous 90 days, and whether first-time live activation has completed.
- The live broadcast is allowed, but the replay is not: Recheck whether permission covers archived playback. YouTube says streams under 12 hours are automatically archived, so live-only authorization may not cover the resulting replay.
Or let it run in the cloud
StreamNeo is for keeping a YouTube channel live from uploaded videos, not for taking a live radio feed from a station. If you have an authorized recording of a radio program and a visual version ready to upload, StreamNeo can loop that uploaded video from the cloud: upload it, add your YouTube stream key, and go live. It does not capture a live station feed or broadcast from a camera.
