Yes, in limited circumstances. Google’s Privacy Policy says access to personal information is restricted to employees, contractors, and agents who need it to process that information. That means Google’s policy does not promise that no employee can ever access a photo, but it also does not say employees may freely browse users’ Google Photos libraries. Google does not publish a statistic about how often staff review Photos content or a per-photo record showing who accessed an individual user’s image.

Photos and videos are among the content people upload or receive through Google services. Google describes using uploaded Photos content for features such as albums and creations. The policy’s access rule applies to personal information; it does not provide a separate guarantee that Google Photos content is inaccessible to personnel.

Who else may be able to access photos in a Google Account?
Employee access is only one possible route. The reason and authority differ depending on whether access comes from someone you shared with, an organization managing the account, a service provider, or a legal request.
People you share with
You control whether and how to share content. Anyone who can access a shared item may be able to view it; public sharing can also make content discoverable through search engines. Review the sharing choices for your photos and albums in Google Photos.

Work or school administrators
If your account is provided by a school or employer, its domain administrator—and resellers managing the account—may be able to access and retain information stored in it. Google says administrators can also control certain account functions, such as changing passwords or suspending access, and may restrict some deletion or privacy-setting choices. Third-party apps and sites
Apps and websites you authorize may receive access to some Google Account data. Google provides account tools to review and manage those permissions. Remove access you no longer need, and check what information each connected app is allowed to use.
Service providers
Google says trusted businesses or people may process personal information on its behalf, following Google’s instructions and using privacy and security measures. Its examples include support for data centers, product and service delivery, internal processes, and customer support. This is a separate category from someone you share a photo with.
Government or court requests
Google’s response to a government request depends on the service and applicable law. Its guidance says that, in US criminal cases, a search warrant is required for communication content such as photos. It also addresses national-security authorities, requests from outside the US, emergencies, and exceptions to notifying users. Does encryption mean Google employees cannot see photos?
No. Google’s policy describes safeguards including encryption in transit, account security tools such as Security Checkup and 2-Step Verification, reviews of information-handling practices and physical security, and need-based access limits. These measures can reduce security risks, but they do not amount to a promise that no authorized personnel or legally permitted recipient could ever access information.

What you can do to manage access
- Check whether the account is managed. If an employer or school provides it, ask its administrator what account access and retention rules apply. Use a personal account for content you do not want controlled by that organization, where appropriate.
- Review sharing. In Google Photos, inspect shared albums and individual sharing choices, and remove access that is no longer wanted. Public links or settings deserve particular care.
- Review connected apps. Use Google Account controls to see which third-party apps and sites have access, and revoke permissions you no longer need.
- Strengthen sign-in security. Run Security Checkup and enable 2-Step Verification to help protect your account from unauthorized sign-ins.
- Export or delete content if desired. Google provides tools to export account content and to delete specific service content or an account. Check current Google product help for exact settings, since interface labels and paths can change.
