Sometimes—but not by applying one standard planting or tree-removal recipe. A ghost forest is a former coastal woodland being transformed by saltwater, flooding, changing groundwater or related human changes. Managers may be able to keep forest on portions of a site, or protect wetland functions as the area shifts toward marsh. Where salinity and inundation continue to rise, however, the realistic endpoint may be tidal marsh or open water rather than a return to the old forest. The defensible starting point is a site assessment of hydrology, salinity, elevation, vegetation and the ecosystem function the project is meant to deliver.
What is a ghost forest?
NOAA National Ocean Service defines one this way: “A ghost forest is the watery remains of a once verdant woodland.” In practical terms, it is a once-wooded coastal area where saltwater, flooding or associated hydrologic change has killed or weakened trees, often leaving pale trunks standing in brackish water or a wet clearing.

Ghost forest is a description of a visible ecological transition, not a single habitat with one cause or a guaranteed endpoint. NOAA links saltwater encroachment to sea-level rise and, in some regions, land subsidence. USGS explains that coastal forests can shift into marsh or open water when inundation and flooding stress trees beyond their tolerance.

Sea-level rise can push saline water farther inland and increase the time low-lying ground is flooded. Storm surges and high groundwater can add short, intense or chronic stress. A drainage ditch may provide a pathway for saltwater into an adjacent forest. The response varies with elevation, river connection, soil, freshwater supply and the species present.

Human changes can alter those same controls. USGS identifies land-use change, coastal development, dams and river dredging as influences associated with upper-estuary wetland conversion. Freshwater, sediment and nutrient inputs can change the balance between trees, marsh plants and open water. These drivers interact; they should not be treated as interchangeable causes that operate identically at every property.
What happens after the trees die?
Two documented trajectories are forest-to-herbaceous-marsh conversion and forest-to-open-water conversion. A site can also contain several states at once: surviving trees on slightly higher ground, standing dead trunks in frequently flooded areas and marsh vegetation in lower sections. The direction depends on local hydrology, salinity, elevation, sediment and future water levels.
Can a ghost forest be restored to forest?
A forest outcome is plausible only where the physical conditions still fall within the tolerance of trees and can remain there over the project’s planning horizon. If saline inundation is increasing, planting trees may produce a short-lived stand that fails as water levels and salinity continue to rise. The available guidance therefore supports diagnosis and adaptive management, not a universal restoration prescription.
“Restoration” also needs a defined endpoint. It might mean retaining a tidal freshwater forest, maintaining wildlife or carbon functions during a transition, establishing or protecting marsh, or allowing an open-water state where that is the likely future. Calling every successful project a forest recovery would hide important ecological differences.

What the evidence says about methods and limits
Virginia river studies: temporary growth does not equal recovery
USGS examined vegetation and tree growth along Virginia’s Mattaponi and Pamunkey rivers, from nontidal wetlands to the edge of the brackish estuary. As salinity increased, forests shifted toward herbaceous marsh; trees became thinner and died during the transition.
Some surviving trees grew more in years with somewhat greater salinity. USGS considers that a plausible short-term response to dying neighbors: fewer trees can mean more light, space and soil resources for those that remain. The agency expects steadily increasing salinity associated with sea-level rise to overwhelm that temporary benefit. It is not evidence that saltier conditions restore or sustainably improve a coastal forest.
Chesapeake Bay experiment: tree death alone was insufficient
In one low-lying Chesapeake Bay coastal-forest experiment, experimental tree mortality did not induce marsh transgression. That result means managers cannot assume that cutting or losing trees will automatically create marsh habitat. Hydrology, elevation, salinity and other site conditions determine whether marsh plants establish. The experiment is site-specific; it does not show that marsh formation is impossible elsewhere.

A 2020 Environmental Research Letters study archived by NOAA found that 15%—167 km²—of unmanaged public land in its North Carolina study region changed from coastal forest to transition ghost forest between 2001 and 2014. The figure describes that region and period, not an annual rate that can be applied to every coastal forest.

The same study reported a 0.13 ± 0.01 TgC net decline in aboveground carbon in the study area. It also recorded inland aboveground-carbon gains associated with natural succession and forestry activities, so the shoreline decline should not be presented as the net carbon change everywhere. The numbers are useful for showing the scale of a documented regional transition, not for predicting an individual parcel.
A site-specific restoration framework
NOAA guidance emphasizes baseline mapping and hydrodynamic information, while USGS work shows why salinity, freshwater and vegetation response must be measured together. A defensible project can follow this sequence.
- Define the desired future state. Decide whether the objective is forest persistence, a functioning marsh, open-water habitat, flood storage, wildlife habitat, carbon retention or another measurable service. State what trade-offs are acceptable.
- Build a historical and current baseline. Map tree cover, standing dead trees, marsh plants, open water and elevation. Compare aerial or satellite imagery through time to identify the direction and speed of change. Record ownership, infrastructure and management constraints before selecting an intervention.
- Characterize water levels and inundation. Measure how high water rises, how often the ground is flooded and how long inundation lasts. NOAA notes that restoration design depends on accurate water-level information and the duration and frequency of vegetation inundation.
- Measure salinity and its range. Sample across seasons and along the site’s elevation and river-to-estuary gradient. A single reading cannot describe exposure to storm surges, tidal pulses or seasonal freshwater changes.
- Account for watershed inputs. Evaluate freshwater, sediment and nutrient delivery, as well as nearby dams, dredged channels, development and drainage ditches. These factors can alter how quickly saline water advances and whether marsh-building material accumulates.
- Assess vegetation response. Record species, seedling establishment, tree growth, canopy thinning and mortality. Compare surviving trees with areas where marsh plants or open water are expanding; the contrast can reveal whether the site is crossing a threshold or retaining higher-ground refuges.
- Project plausible trajectories. Use observed water levels, salinity and elevation to test whether forest conditions are likely to persist, whether a marsh transition is more realistic, or whether frequent inundation points toward open water. Treat projections as scenarios with uncertainty, not as a promise.
- Select actions that match the trajectory. Where forest conditions remain viable, protect the hydrologic and freshwater conditions that support them. Where forest persistence is unlikely, design for the wetland state that can provide the intended functions. Do not use tree planting or tree removal as a stand-alone assumption about the endpoint.
- Monitor and adapt. Repeat vegetation mapping, water-level and salinity measurements, and measurements of the selected ecosystem functions. Set thresholds that trigger a change in management when observed conditions diverge from the project’s assumptions.
Comparing possible management goals
| Goal | Conditions that make it more plausible | Evidence to track | Main limitation |
|---|---|---|---|
| Maintain or reinforce coastal forest | Limited and manageable inundation; salinity within the tolerance of existing trees; sufficient elevation and freshwater influence | Water-level duration, salinity, seedling survival, canopy condition and tree growth | Continued sea-level rise or land subsidence can move the site beyond forest tolerance |
| Manage for tidal marsh | Regular inundation, marsh vegetation already present or likely to establish, and hydrology that supports marsh rather than deep open water | Marsh area, plant composition, sediment elevation and flooding frequency | Tree mortality alone does not guarantee marsh transgression |
| Accommodate open-water transition | Low elevation, frequent or prolonged flooding, high salinity and limited evidence of marsh establishment | Open-water extent, depth, shoreline position, habitat use and water quality | Open water may provide different services and less carbon storage than forest or marsh |
| Manage a shifting mosaic | Strong elevation variation or a long transition zone containing forest, dead trees and marsh | Change in each habitat class, connectivity and function over time | Requires longer monitoring and avoids a single simple success metric |
These are planning alternatives, not universally ranked treatments. Salinity and inundation, freshwater and sediment inputs, elevation, vegetation trajectory, intended services and monitoring capacity should be compared for the actual site.
Why common “fixes” can fail
Planting trees without checking hydrology
New trees cannot compensate for water levels and salinity that exceed their tolerance. Planting can be reasonable only after measuring inundation duration, salinity, elevation and freshwater conditions and determining that those conditions are likely to remain suitable.

Assuming dead trees automatically create marsh
The Chesapeake Bay experiment is a direct warning against that assumption. Dead trunks can remain in place while the ground stays unsuitable for marsh plants, or the area can move toward open water instead. Marsh establishment must be verified rather than inferred from tree mortality.
Using one salinity measurement
Conditions vary along an estuary and through time. Storm surges, seasonal flows and groundwater can create exposures that a one-day sample misses. A monitoring design should capture the range that vegetation experiences.
Treating a regional percentage as a local forecast
The North Carolina 15% figure covers 167 km² of unmanaged public land during 2001–2014. It cannot predict the timing or extent of change on a different shoreline, ownership type or elevation.

What a credible monitoring plan includes
- Hydrology: water-level loggers or equivalent observations that capture tidal, seasonal and storm-driven variation.
- Salinity: measurements at representative elevations and positions along the freshwater-to-estuary gradient.
- Vegetation: repeat maps of canopy, standing dead trees, seedlings, marsh plants and open water, plus growth and mortality records.
- Elevation and sediment: enough surveying to determine whether the ground is keeping pace with water-level change and whether sediment is accumulating.
- Drivers: documentation of nearby ditches, channels, dams, dredging, development and changes in watershed inputs.
- Functions: indicators tied to the stated goal, such as habitat area, flood storage, carbon or water-quality measures.
Monitoring should be long enough to distinguish a temporary response from a durable trajectory. The Virginia findings illustrate why a single season of improved growth cannot establish forest recovery.
How to decide whether a proposal is realistic
Before approving a project, ask whether it identifies the site’s present elevation, salinity and inundation; explains how freshwater, sediment and nutrients enter; separates observed trends from assumptions; and names the habitat state expected under future water levels. A proposal that offers only a planting list, a tree-removal target or a generic shoreline treatment has not answered the central ecological question.
Also ask what happens if the preferred endpoint becomes unattainable. Adaptive planning should specify when to shift from forest maintenance to marsh management, or from marsh management to accommodation of open water. That contingency is not an admission of failure; it reflects the documented possibility that coastal landscapes are moving among states rather than returning to a fixed baseline.
The practical answer
Some ghost forests can be managed to retain forest or to support wetland functions, but no available evidence supports restoring every ghost forest to its former condition. Sea-level rise, saltwater intrusion, flooding, watershed inputs, land subsidence and human alterations determine what is physically possible at each site. The most reliable method is therefore an adaptive process: establish a historical baseline, measure hydrology and salinity, diagnose vegetation response, choose an explicit future ecosystem state, and revise management as observations accumulate.
