No geoengineering or carbon-removal method has been shown to restore the Atlantic Meridional Overturning Circulation (AMOC) in the real ocean. Carbon dioxide removal (CDR) could reduce the warming that is expected to weaken the AMOC, but modeled circulation responses are delayed and variable, and they do not amount to returning the system to a historical baseline. Deliberately changing North Atlantic salinity or freshwater inputs is even less controllable and could create serious climate and ecological harm.
The practical answer is therefore cautious: cut greenhouse-gas emissions rapidly, maintain sustained AMOC observations, and treat marine CDR or other geoengineering as staged research—not as a proven way to restart the Gulf Stream or prevent an imminent collapse.

What the AMOC is—and what “restoring” it would mean
The AMOC is the Atlantic portion of the global ocean overturning circulation. It moves heat, salt, carbon and other chemical constituents through the Atlantic, influencing regional climate, sea level and marine ecosystems. Warm, salty surface water flows northward; in high-latitude regions, cooling and increased density help water sink and return southward at depth. That linked surface-and-deep circulation is much larger than the Gulf Stream alone.
The Gulf Stream is only one component
The Gulf Stream is a fast western-boundary current. The AMOC also includes broad northward and southward flows, deep-water formation, abyssal return pathways and exchanges with the Southern Ocean. A change in Gulf Stream speed is therefore not a complete measure of AMOC strength. Heat transport, overturning volume, carbon uptake and regional sea-level effects are related, but they are not interchangeable indicators.

What observations and models actually show
NOAA/AOML has reported evidence of extensive weakening during the 2000s, followed by a pause in weakening since the early 2010s. Another NOAA/AOML summary described weakening of the deep or abyssal limb over roughly the previous two decades and a contribution to North Atlantic sea-level rise. Those findings show why a single short record cannot establish a permanent trend: AMOC monitoring has to continue for decades.
| Evidence | Finding | How to interpret it |
|---|---|---|
| NOAA/AOML observations | Weakening in parts of the circulation, variability and a reported pause in weakening after the early 2010s | Observed behavior is not a simple, steadily declining line |
| 2025 Nature multi-model study | After 90 years of 4×CO2 forcing, modeled AMOC weakening ranged from 20% to 81%, with a 54% mean across 34 models | A wide model spread, not a forecast of a specific collapse date |
| Same 2025 study | Southern Ocean upwelling prevented complete collapse in every simulated case | The circulation remained substantially weaker even where it did not reach zero |
Why a “restart” is harder than reducing warming
AMOC strength depends on the density structure of seawater and on where water sinks, flows at depth and returns to the surface. Density changes with temperature and salinity, while winds, sea-ice processes, mixing and Southern Ocean upwelling help set the pathways. An intervention that removes atmospheric carbon dioxide changes radiative forcing; it does not directly rebuild every density gradient and transport route that produced an earlier AMOC state.
Restoration would require more than a temporary change in one measurement. A meaningful claim would need to show a sustained, basin-scale return of overturning, associated heat transport and deep-water formation, without unacceptable effects on sea level, precipitation, sea ice, ecosystems or neighboring states. No field demonstration has met that standard.

Could carbon dioxide removal bring the AMOC back?
What CDR changes
CDR removes carbon dioxide from the atmosphere and stores it in geological, terrestrial, ocean or manufactured-product reservoirs. Lower atmospheric CO2 reduces radiative forcing and, over time, can reduce one of the main drivers of long-term AMOC weakening. NOAA’s factsheet on the IPCC AR6 pathways notes that scenarios limiting warming to 1.5–2°C include CDR, with an estimated global removal requirement of about 7–9 gigatonnes of CO2 per year by 2050 in Paris-aligned pathways.

That figure is a worldwide mitigation scale, not an AMOC-restoration target. It also does not imply that removing a specified amount from the atmosphere will produce a predictable increase in overturning.
Why the response can lag
Climate and ocean circulation adjust on different timescales. A 2024 Communications Earth & Environment modeling study found that North Atlantic sea-level changes can recover rapidly after a change in atmospheric CO2-removal forcing, with heat and salinity patterns linked to AMOC alteration. The result supports a limited conclusion: CDR can influence the climate drivers connected to AMOC behavior, but ocean adjustment may lag the atmospheric forcing and need not reproduce a historical circulation state.
CDR should therefore be judged as a way to reduce future warming and residual emissions, not as a control switch for overturning. Its climate value depends on how much CO2 is removed, how long it stays stored, the energy and emissions used by the process, and whether ecological or social harms offset part of the benefit.

Marine geoengineering proposals differ sharply in what they alter. Some target atmospheric carbon, some change nutrient cycles, and some attempt to manipulate temperature, salinity or vertical motion. Their AMOC relevance and risks should not be treated as equivalent.

Nutrient and iron fertilization
Ocean nutrient fertilization adds iron or macronutrients to stimulate phytoplankton photosynthesis and increase the transfer of organic carbon into the deep ocean. Depending on location, export depth and remineralization, some carbon could remain sequestered for 100 to more than 1,000 years. The National Academies rates knowledge and potential efficacy as medium-high confidence in relevant settings, while assigning only medium confidence to durability and emphasizing low efficiencies and uncertainty over the carbon’s eventual fate.
Those biological effects do not amount to an AMOC restart. The method changes productivity and carbon cycling; it does not directly rebuild the density structure that drives deep-water formation. Documented risks include extra nitrous oxide that could erode climate benefits, oxygen depletion as organic matter decomposes, altered food webs, downstream nutrient changes, subsurface acidification and possible methyl-halide and ozone effects. The 2015 National Academies committee called ocean iron fertilization an immature CDR technology with high technical and environmental risk.
“Give me half a tanker of iron and I’ll give you the next ice age.”

John Martin’s line, reproduced in the 2022 National Academies chapter, illustrates the leverage scientists once imagined from iron addition. It is a historical quip, not evidence that fertilization can restore the AMOC.

Ocean alkalinity enhancement and direct ocean capture
Ocean alkalinity enhancement adds alkaline material so seawater can hold more dissolved carbon, while direct ocean capture removes dissolved carbon for storage or processing. NOAA’s 2024 federal marine-CDR strategy lists both among approaches under active research. They target carbon chemistry and atmospheric CO2 rather than the overturning pathways themselves. Any AMOC response would be indirect and would have to be demonstrated with coupled climate-ocean models plus observations of carbon, heat, salinity and circulation.
Artificial upwelling and downwelling
The National Academies includes artificial upwelling and downwelling among six broad marine-CDR approach families. Moving water vertically could alter nutrient supply, temperature, carbon chemistry and local density, creating possible feedbacks. The engineering scale, energy requirement, ecological response and ability to verify a net climate benefit are unresolved. A local change in vertical transport should not be presented as basin-wide restoration.
Macroalgae cultivation and ecosystem recovery
Seaweed cultivation and recovery of marine or coastal ecosystems may provide habitat or other local co-benefits while moving carbon through biological pathways. They do not directly recreate North Atlantic deep-water formation. Durability, leakage, nutrient demand, oxygen effects, conflicts over ocean space and the fate of harvested biomass all have to be assessed for the specific site and disposal route.

Freshening surface water lowers its density and generally suppresses deep convection. A 2024 Nature Communications water-hosing study found that the magnitude of AMOC decline depends strongly on where freshwater enters; the eastern subpolar North Atlantic was especially important in the experiments.

That location sensitivity makes deliberate manipulation hard to control. An attempt to add salt or remove freshwater would have to move enormous quantities through a turbulent, connected ocean. An error in placement or timing could trigger regional cooling, sea-ice changes, precipitation shifts and ecosystem disruption while affecting countries far from the intervention site. There is no field-tested engineering system capable of safely adding or removing enough salt or freshwater to restore the AMOC.
How to compare any proposed intervention
A proposal should be assessed against the same questions whether it involves carbon removal, biological manipulation or physical ocean engineering.
| Criterion | Question decision-makers should ask |
|---|---|
| Directness | Does the method alter AMOC density and deep-convection pathways, or only the broader warming driver? |
| Carbon efficacy | How much CO2 is removed after accounting for energy use, leakage and chemical or biological feedbacks? |
| Durability | Where is the carbon stored, for how long, and what processes could return it to the atmosphere? |
| Reversibility | Can operations stop quickly if harm appears, and would the physical change itself persist? |
| Ecological effects | Could the project cause oxygen loss, acidification, food-web changes, sea-ice shifts or altered nutrient supplies? |
| Monitoring and verification | Can independent observers measure carbon storage and circulation effects across the relevant ocean volume? |
| Governance | Who authorizes an intervention whose climate and ecological effects cross national boundaries? |
| Compatibility with mitigation | Does the proposal complement rapid emissions cuts, or does it create an excuse to delay them? |
Governance, monitoring and the policy baseline
Ocean interventions operate in shared waters and can produce effects beyond the area where equipment is deployed. That creates legal and ethical questions about consent, liability, monitoring standards, compensation and who can halt a project. A credible program would need transparent accounting of energy use and net removals, independent ecological monitoring, predefined stop criteria and public reporting of failures as well as successes.

Staged experiments, model intercomparison, small-scale monitoring and independent review are more defensible than a rapid attempt to manipulate the North Atlantic at operational scale. Research should also test unintended outcomes—nitrous oxide, oxygen depletion, acidification, food-web shifts and regional climate effects—rather than measuring only carbon uptake.
The policy baseline remains rapid reduction of fossil-fuel and industrial emissions, protection of natural carbon sinks and sustained AMOC observation. CDR may eventually help deal with residual emissions, but it cannot substitute for preventing additional warming. Better observations are essential for distinguishing a temporary pause from a persistent trend and for detecting changes in the surface and abyssal limbs before they are misinterpreted as a controllable “collapse” or “recovery.”
Quick Recap
What a responsible answer looks like today
- Can geoengineering restart the Gulf Stream? No demonstrated method can restart the broader AMOC; the Gulf Stream is only one part of it.
- Can carbon capture stop an AMOC collapse? CDR can reduce warming pressure, but modeled circulation recovery is delayed, variable and not guaranteed.
- Would adding iron strengthen the AMOC? Iron can stimulate biological production in suitable waters; it has not been shown to restore overturning and carries ecological risks.
- Can we pump salt into the North Atlantic? No safe, field-tested system exists, and salinity manipulation could produce hard-to-reverse regional climate effects.
- What is the safest current strategy? Cut emissions quickly, keep measuring the AMOC, and develop any marine CDR through tightly monitored, internationally governed research.
