Can Europe’s Industrial Legacy Give It an AI Advantage?

Potentially—but an industrial legacy is an opportunity, not an automatic AI advantage. Europe’s long-running factories, engineering expertise and accumulated operating history could help build useful industrial AI. To turn that potential into an advantage, companies must be able to access and use their data, connect AI to existing equipment, find workers who understand both AI and industrial processes, and scale deployments beyond pilots.

What Europe’s industrial legacy can offer AI

Industrial AI is most valuable when it improves real operations: helping inspect product quality, control processes, predict maintenance needs or make production more efficient. These uses depend not only on algorithms but also on understanding how a production line behaves and what its data means.

Europe has a substantial industrial base in areas including mechanical and electrical engineering, chemicals and machinery. Long-running firms may have extensive historical operating data and practical knowledge accumulated over years of production. The OECD identifies that history and data as a potential advantage for training and deploying AI. Experienced industrial suppliers and engineers may also be well placed to identify where an AI system could solve a concrete operational problem.

But history alone does not make data AI-ready. Records may be incomplete, inconsistent, difficult to access or tied to systems that do not communicate with newer tools. A factory’s accumulated knowledge is an asset only when it can be translated into usable data, sound workflows and systems that perform reliably in production.

How much AI are European manufacturers using?

Adoption is growing, but the available figures show that it is not yet widespread across all manufacturers. Eurostat reports that 17.3% of EU manufacturing enterprises used AI technologies in 2025. In a separate measure covering all EU enterprises with 10 or more employees—not manufacturing alone—20.0% used AI in 2025, up from 13.5% in 2024.

The OECD’s manufacturing chapter reports a different, earlier series based on Eurostat data: manufacturing enterprise AI use rose from 7% in 2021 to 11% in 2024. That 2024 figure should not be substituted for Eurostat’s later 2025 figure; the years and source context differ. Together, the figures indicate momentum, while also showing why claims of a mature, broadly deployed manufacturing-AI advantage would go too far.

Why industrial experience does not guarantee an advantage

Data may be hard to access or share

Manufacturing applications often rely on local industrial data, such as information generated by equipment and production processes. The European Commission’s Apply AI Strategy identifies inaccessible local data as a challenge in advanced manufacturing. Data may sit in separate systems, be held by different organisations or be difficult to share under existing technical and business arrangements. The existence of operational history does not establish that a company can readily combine it, label it or use it to train and run an AI system.

Legacy equipment can be a barrier as well as an asset

Older equipment may embody decades of productive know-how, but it can also be incompatible with modern AI systems. Connecting it may require new interfaces, sensors, software or changes to operating processes. That can add cost and complexity, particularly when a deployment must work across a mix of machines and systems rather than in a controlled pilot.

Industrial AI needs hybrid skills

Successful deployment calls for people who can connect AI capabilities with technical knowledge of a particular industry. The OECD describes demand for both AI skills and industry-specific technical expertise. A broader EU skills study by the Commission’s Joint Research Centre finds that AI education is concentrated in ICT, which risks leaving other sectors short of relevant skills. That finding concerns cross-sector skills distribution; it is not a manufacturing-specific measure.

Compute and the ability to scale matter

Industrial projects also depend on access to suitable computing infrastructure and on the ability to expand an effective system beyond one site or pilot. The European Commission’s 2025 State of the Digital Decade report describes gaps in digital infrastructure and skills against EU targets. A separate Commission study summary identifies reliance on non-EU providers in cloud, semiconductors and AI infrastructure as a strategic constraint. These issues can affect Europe’s ability to build and scale systems, but they do not by themselves prove that Europe cannot compete.

What EU policy is trying to change

The Commission’s Apply AI Strategy proposes manufacturing-focused support, including AI models and agents adapted to manufacturing, trusted data-pooling arrangements and measures to accelerate adoption. Those priorities reflect practical deployment challenges: industrial data access, fit with sector workflows and the gap between a promising system and broad use.

The Commission’s 2025 AI capabilities communication describes AI Factories built around EuroHPC supercomputers, intended to bring compute, data and talent together. It also discusses the InvestAI initiative and AI Gigafactories. European Digital Innovation Hubs are described as places where businesses can test AI solutions and access training and support. These are policy programmes and capacity-building efforts; announcements and planned infrastructure should not be mistaken for proof that every manufacturer already has access to the resources it needs.

How to judge whether Europe is gaining an AI advantage

A meaningful comparison with the United States or China would require comparable measures, years and populations. A headline claim about one region’s “lead” can be misleading if it compares different kinds of firms, adoption definitions or stages of infrastructure development. The most useful questions are practical:

  • Usable industrial data: Can firms access high-quality process data, and under what conditions can it be shared?
  • Equipment compatibility: Can AI systems connect to installed machinery and software without prohibitive integration work?
  • Manufacturing adoption: What share of manufacturing enterprises use AI, with the enterprise-size threshold, year and definition stated?
  • Hybrid expertise: Are enough workers able to combine AI knowledge with engineering and operational understanding?
  • Infrastructure: What compute and data capacity is already available, and what remains planned?
  • Scaling: Can successful applications move from pilots to production across sites, companies and countries?

The cited EU sources establish these as relevant dimensions, but do not provide one harmonised Europe-versus-region score. They support a case about Europe’s potential and its constraints, not a definitive ranking.

So, can Europe turn industrial history into an AI advantage?

Yes, if industrial history becomes a usable operating asset: accessible data, systems compatible with real equipment, skilled teams and repeatable deployments. Europe’s industrial experience gives it valuable settings and knowledge for developing AI in manufacturing. Yet adoption figures, data-access barriers, legacy integration, skills needs and infrastructure challenges show that the advantage is neither assured nor already proven. The decisive test is not how much industrial history exists, but how effectively firms can convert it into AI that works at scale.
