1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsAs of 4 October 2026, Russian employers should not treat the digital-ruble rollout as permission or an obligation to pay wages in digital rubles. The Bank of Russia has published phased dates for bank access and retail acceptance, but those rules do not establish the wage-payment method, employee instruction or consent required, or an employer’s payroll procedure. The digital-ruble account itself is on the Bank of Russia platform and, according to the Bank, an individual must open it personally rather than have it opened automatically without consent.
What a digital-ruble account is—and what the Bank of Russia says about opening one
A digital-ruble account (also described in the Bank of Russia materials as a platform wallet) is held on the Bank of Russia’s digital-ruble platform. It is not an ordinary payroll account at an employer’s bank. The Bank of Russia’s The Bank of Russia’s Work in 2025: Results in Brief states: “A person may open a digital ruble account on the Bank of Russia’s platform only on one’s own. This may not be done automatically without the person’s consent.” The report does not name an individual speaker.

This is an important boundary for employers, but it is not a complete statement of employment-law consent requirements. It does not establish whether an employee can ask to receive wages this way, what form any request must take, or whether an employer may initiate or choose this payment method.

| Date | What the Bank of Russia FAQ says | What this does not establish |
|---|---|---|
| 1 September 2026 | Access is to be provided by the largest banks and qualifying retail and service companies. | That every employer can pay wages in digital rubles, or how such a payment must be arranged. |
| 1 September 2027 | Universal-license banks and a further group of businesses follow. | That access through a participating bank supplies the legal basis or payroll procedure for wage payment. |
| 1 September 2028 | Basic-license banks and retailers in the stated annual-revenue band of ₽20 million to ₽30 million follow. | That the retail-acceptance schedule is an employer wage-payment mandate. |
The FAQ separately states exemptions for retail locations whose preceding-year revenue was under ₽5 million or that have no internet access. These are retail-location exemptions, not a general exemption or permission for employers to pay wages in digital rubles.
Why the pilot figures do not answer the payroll question
The Bank of Russia’s 2026 report on 2025 results says the pilot began in August 2023 and was to continue until 1 September 2026. By the end of 2025, participating companies had opened over 130 platform wallets and individuals had opened more than 2,600. These are wallet counts, not counts of employers paying salaries or of wage transfers. The report does not provide an attributable statistic for payroll use.

What employers should verify before considering a wage-payment workflow
The wage-specific legal and operational answers are not established by the cited rollout, consent or standards material. Before changing payroll practice, employers need authoritative confirmation of the current rules rather than an assumption based on retail acceptance or the individual-account principle.

Confirm whether digital-ruble accounts are covered and what instruction or consent is required.
- Employer-initiated payment: Obtain authoritative guidance on whether an employer may select this method without an employee request. The Bank’s statement about an individual opening their own platform account does not answer this employment-law question.
- Bank and platform access: Confirm whether the employer’s bank participates for the relevant service and what steps, if any, the employee must complete. The published rollout dates alone do not supply a wage-payment workflow.
- Payroll and reconciliation: Establish, with the bank and payroll provider, how a legally permitted payment would be recorded, reconciled, corrected, and handled when an employee cannot receive it. The standards index does not establish universal employer software or equipment changes.
- Fees and controls: Review the current tariff and compare it with the employer’s existing payroll-transfer costs. Define approvals, security controls, exception handling, and audit records before any operational change.
These are verification questions, not a settled-law checklist for paying wages. The current wage-specific legal basis and employee procedure must be confirmed before an employer issues instructions or changes its payroll process.
What the platform standards and fee statements do—and do not—show
The Bank of Russia technical-standards index lists platform onboarding standard version 2.0, dated 30 July 2026, and operational and technological interaction standard version 5.0, dated 16 July 2026; both apply from 1 September 2026. Those index entries establish versions and dates, not the changes any particular employer must make to payroll software, equipment, or reconciliation.
The Bank’s 2025 results report says transactions by individuals are fee-free and describes business fees as low. It does not establish a wage-transfer tariff or a like-for-like cost comparison with ordinary payroll transfers. Employers should not assume a saving without checking the current tariff and their own bank’s terms.

Primary materials to check before making a decision
The Bank of Russia FAQ updated 1 September 2026 includes the questions “Когда введут цифровые рубли?” (“When will digital rubles be introduced?”) and “Нужно ли заявление на отказ от цифрового рубля?” (“Is an application required to refuse the digital ruble?”). These are FAQ headings; they do not answer the employer’s wage-payment questions.

The Bank’s legal-documents index lists Regulation No. 820-P of 3 August 2023 on the platform and later amendments. It also identifies Direction No. 7342-U, dated 7 April 2026, registered 11 June 2026 and officially published 19 June 2026. The index is a route to primary rules, but the index entry alone does not establish a payroll procedure. Employers considering a change should review the operative documents alongside current labor-law provisions and authoritative guidance specifically addressing wages to digital-ruble accounts.

- Top-Tier Security Chip, Bank-Grade Asset Protection: Equipped with an industry-leading Infineon CC EAL 6+ certified security chip, also certified by EMVCo, this chip is widely used in bank payment and identity verification systems. Your private keys are generated and stored entirely offline within the chip, ensuring they never touch the internet. This physically blocks remote hacker attacks and eliminates the risk of private key leakage, building an impregnable first line of defense for your digital assets.
- What You See Is What You Sign, Hardware Button Protection: Every transaction requires manual confirmation via physical buttons on the imKey Pro's clear display. The device intuitively shows key transaction details like the amount and address, ensuring the data hasn't been tampered with during transmission—truly achieving "What You See Is What You Sign." It also features secure PIN code protection and a self-destruct mechanism after multiple incorrect attempts (the private key is wiped after 5 consecutive wrong entries), effectively preventing brute-force attacks even if the device is lost.
- Comprehensive Multi-Chain Asset Support, Access the Web3 Ecosystem: Fully supports major mainnets and Layer 2 networks, including Bitcoin (BTC), Ethereum (ETH), LTC, ATOM, FIL, TRX and more. By adding custom RPCs, you can easily access all EVM-compatible chains like BSC, Polygon, and Avalanche. Furthermore, imKey Pro perfectly supports Layer 2 solutions such as zkSync and Arbitrum, as well as the display and storage of NFTs, meeting all your diverse on-chain needs.
- Cold & Hot Wallet Separation, A Seamless Experience: Utilizing Bluetooth 4.1 wireless technology, it pairs seamlessly with the imToken App on your mobile phone or browser extension wallets on your PC without needing any cables. It combines the ultimate security of a cold wallet (offline private key storage) with the convenience of a hot wallet (online interaction). When a transaction is needed, you sign it offline with your imKey, and the app broadcasts it to the chain. This guarantees asset security without sacrificing the fluidity of use.
- Extremely Thin and Light, A Portable Digital Vault: The device is smaller than a credit card, measuring just 2.3mm thick and weighing approximately 17g. Crafted with a zinc alloy body and a PC panel, it offers a premium feel and is extremely portable.
