Can Data Centers Contaminate Nearby Groundwater? What the Evidence Shows

Yes, a data center can affect local groundwater quality through a specific wastewater, recharge, discharge, or injection pathway—but groundwater pumping and groundwater pollution are different impacts. Evaporative cooling can produce mineral-rich blowdown. If that wastewater enters a treatment or recharge system that cannot handle its chemistry, groundwater-related requirements may be exceeded. The U.S. Environmental Protection Agency (EPA) documents this mechanism in Quincy, Washington.

That case does not establish that data centers generally or routinely contaminate aquifers. To determine what is happening at a particular facility, you need its water-source approvals, cooling and blowdown records, wastewater or injection permits, treatment limits, groundwater-monitoring data, and the local hydrogeology.

What “groundwater pollution” means in this context

Two different effects are often combined in public discussions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Groundwater withdrawal: A facility pumps groundwater or receives water that was pumped from an aquifer. Withdrawal can reduce water levels, increase competition for supply, or affect availability without adding a contaminant.
  • Groundwater pollution: A contaminant enters groundwater directly or moves through soil, an infiltration or recharge system, or another pathway. The resulting concern is water quality rather than simply the amount removed.

The U.S. Geological Survey (USGS) describes withdrawals and “consumptive use” separately. Consumptive use is water that does not return to local water bodies or groundwater; evaporation is one form. USGS also notes that water sources and uses vary with local availability and water laws, and its national overview does not provide a data-center-specific pollution rate. USGS water-use overview

A data center may therefore create a water-quantity concern with no documented chemical release, or it may create a water-quality pathway associated with wastewater handling. Those questions require different measurements.

How cooling can create a groundwater-relevant pathway

Evaporation concentrates dissolved material

Many cooling towers reject heat by evaporating part of a circulating water stream. Water vapor leaves the system, while dissolved minerals and other non-volatile constituents remain. As the concentration rises, operators drain some circulating water as blowdown and add makeup water. The U.S. Department of Energy’s Federal Energy Management Program (DOE/FEMP) identifies heat load and cooling-system efficiency as factors that determine water use. DOE/FEMP cooling-water guidance

The destination of blowdown determines the risk

Blowdown is not automatically a groundwater pollutant. It can be sent to a municipal sewer, treated and reused, discharged under a permit, or handled through another authorized route. The important questions are what is in the water, whether the receiving treatment system is designed for it, and whether the final route reaches soil, an aquifer, or surface water.

Groundwater becomes directly relevant when wastewater is infiltrated or recharged into an aquifer, when a discharge travels through groundwater to a jurisdictional surface water, or when an authorized underground-injection system is used. The same cooling process can therefore have very different consequences at two sites with different treatment systems and permits.

The documented Quincy, Washington case

What the city’s system received

EPA’s Quincy case study describes a municipal wastewater reclamation facility that reused treated municipal wastewater for irrigation and recharge of shallow aquifers. Microsoft’s data centers had been using potable groundwater for cooling and sending mineral-rich blowdown to the municipal system after several cooling cycles.

The blowdown contained elevated total dissolved solids (TDS), calcium, magnesium, and silica. EPA says the municipal facility was not designed for that industrial wastewater. The high-TDS water created treatment challenges, and the recharge operation exceeded applicable groundwater-related requirements. An exceedance of a treatment or recharge requirement is evidence of a system-compatibility problem; by itself, it is not proof that contamination reached every nearby drinking-water well.

The response: separate treatment and closed-loop reuse

Quincy and Microsoft developed a separate industrial wastewater treatment plant and the Quincy Water Reuse Utility. Most treated cooling water is recirculated to the data-center cooling systems rather than discharged through the municipal reclamation and recharge process. EPA reports that the circular reuse system handled 138 million gallons per year, as reported in the EPA case-study publication for 2022. That is a figure for this named project, not a national average or a typical data-center volume.

EPA summarizes the original challenge this way: “The City of Quincy and Microsoft both recognized the technical difficulty of using mineral-rich municipal groundwater for cooling data center equipment, as well as the subsequent challenge of treating the data center’s industrial wastewater with high levels of TDS at the city’s municipal wastewater reclamation facility.” EPA Water Reuse Case Study: Quincy, Washington

What this case demonstrates

  • Cooling-water chemistry can matter as much as volume. TDS, calcium, magnesium, and silica affected the receiving plant’s operation.
  • A municipal plant’s existing design and recharge limits may not accommodate industrial cooling wastewater.
  • Separate treatment and closed-loop reuse can reduce reliance on potable groundwater and reduce the amount sent to a municipal recharge route.
  • The mechanism is local and engineered. Quincy does not show that every data center uses groundwater, evaporative towers, or aquifer recharge.

Possible pathways, and the evidence each requires

Pathway What happens Records or measurements that matter
Groundwater withdrawal An aquifer supplies makeup or process water. Quantity can decline without a contaminant being added. Withdrawal approvals, pumping volumes, water levels, and nearby-well data.
Municipal sewer and treatment Blowdown enters a wastewater plant. Incompatible mineral loads can disrupt treatment or downstream reuse. Industrial-wastewater limits, blowdown chemistry, treatment design, and exceedance reports.
Recharge or infiltration Treated or partially treated water is placed into an aquifer system. Constituents must meet the system’s groundwater-related requirements. Recharge permit, allowable concentrations, monitoring wells, aquifer maps, and flow direction.
Permitted surface discharge with groundwater travel Pollutants move through groundwater before reaching jurisdictional surface water. Discharge permit, monitoring conditions, and the federal “functional equivalent” analysis where applicable.
Underground injection Wastewater is placed below ground through an injection well or another regulated injection facility. Underground Injection Control authorization, construction and operating records, and required monitoring.

These routes cannot be inferred from a facility’s size or from the fact that it has cooling towers. The site’s engineering documents and permits identify which one, if any, applies.

How U.S. permits fit the question

NPDES permits

EPA’s National Pollutant Discharge Elimination System (NPDES) program regulates covered point sources that discharge pollutants to waters of the United States. EPA also explains that some pollutant discharges that travel through groundwater to jurisdictional surface waters may require an NPDES permit when they are the functional equivalent of a direct discharge. The applicable agency may be EPA or a state program with delegated authority, depending on location. EPA NPDES permits overview and EPA guidance on discharges traveling through groundwater

Underground Injection Control

Underground injection is regulated through a separate federal and state framework. An injection authorization does not answer every question about groundwater quality; it establishes a permitted pathway with its own construction, operating, and monitoring conditions. A resident or reporter should obtain the actual authorization and its monitoring results rather than assume that “injection” is either harmless or automatically illegal.

Permits are site-specific evidence

A permit can reveal the approved source, discharge point, treatment limits, sampling frequency, reporting duties, and corrective-action requirements. It cannot substitute for checking whether the facility operated within those conditions. Exceedance notices, enforcement records, and monitoring trends are therefore as important as the permit itself.

How to investigate a nearby data center

Use a records-first process. A consumer water test or an anecdote about a new facility cannot establish the source of a contaminant without hydrogeologic and operational evidence.

  1. Identify the water sources. Find out whether the facility uses municipal supply, groundwater, surface water, reclaimed water, or a combination. Obtain source-water permits, withdrawal approvals, and reported volumes.
  2. Identify the cooling system. Determine whether the site uses evaporative towers or another design. Request information on makeup water, evaporation, cycles of concentration, blowdown volume, and the constituents operators monitor.
  3. Trace every wastewater route. Locate the sewer connection, receiving treatment plant, permitted surface outfall, recharge or infiltration basin, and any residuals-disposal route. Ask which route is used during normal operation and during maintenance or upset conditions.
  4. Read the controlling limits. Compare blowdown chemistry and discharge reports with industrial-wastewater limits, recharge requirements, NPDES conditions, or injection authorization terms. Pay particular attention to TDS and other constituents identified in the facility’s permit.
  5. Map the aquifer. Obtain groundwater-flow direction, depth to the water table, well locations, recharge areas, and nearby drinking-water sources. A monitoring well must be positioned and sampled in a way that can detect a release moving through that aquifer.
  6. Review monitoring and incidents. Request laboratory results, baseline studies, exceedance notifications, corrective-action plans, inspection reports, and enforcement records. Look for a time pattern that matches facility operation and a chemical signature consistent with the cooling wastewater.
  7. Use qualified interpretation. For a suspected release, an accredited laboratory, hydrogeologist, or state environmental agency should evaluate sampling design, quality controls, and source attribution. A single result without location, depth, date, and comparison data is not enough to assign causation.

Operational choices that change water impacts

Choice Potential water implication Information needed before judging it
Groundwater source May increase aquifer withdrawals and consumptive use. Aquifer yield, permitted pumping, seasonal levels, and competing users.
Municipal, surface, or reclaimed source Shifts demand to another supply system; reclaimed water may reduce potable-water use. Source reliability, treatment quality, allocation rules, and return flows.
Evaporative cooling Uses evaporation and creates concentrated blowdown that needs management. Heat load, cycles of concentration, makeup volume, chemistry, and destination.
Closed-loop reuse Can recirculate treated cooling water and reduce routine discharge. Treatment performance, residuals disposal, energy demand, and monitoring.
Sewer or permitted discharge Relies on the receiving plant or receiving water to handle the constituents. Permit limits, assimilative capacity, treatment compatibility, and compliance history.
Authorized injection Places wastewater underground under a dedicated regulatory program. Injection-zone geology, authorization conditions, monitoring, and pressure controls.

DOE/FEMP reports that, for the specific cooling-tower context described in its guidance, increasing cycles of concentration from three to six can reduce makeup-water requirements by 20% and blowdown by 50%. Those are operational guidance figures, not guarantees for every facility; changing cycles can also affect treatment needs, scaling, corrosion, and energy use. DOE/FEMP cooling-water efficiency opportunities

What the broader evidence does—and does not—show

The cited USGS material provides national water-use context but does not isolate data centers as a category or estimate a nationwide groundwater-pollution rate attributable to them. The strongest direct evidence here is the Quincy case, which documents a real treatment and recharge-compatibility problem and a reuse response.

A historical EPA study of noncontact cooling-water injection wells reported no sampling data and identified no contamination incidents associated with the narrowly defined well category it examined. That old, limited finding is not a current review of data-center facilities and cannot be used to claim that all injection or cooling-water practices are safe.

Accordingly, a claim that “a data center polluted the local aquifer” needs more than high water use, a visible cooling tower, or a nearby well. It should connect a measured constituent to a documented facility pathway, show that the timing and groundwater flow are consistent, and account for other potential sources.

Common mistakes when evaluating a facility

  • Calling pumping pollution: A falling water table is a quantity or availability issue unless a contaminant release is also demonstrated.
  • Treating any TDS increase as proof of toxic contamination: TDS is a broad measure of dissolved material. Its significance depends on the constituents, concentration, exposure route, and applicable standard.
  • Assuming a recharge exceedance proves drinking-water contamination: It shows that a requirement or treatment target was exceeded, not where a constituent traveled or whether a drinking-water standard was exceeded.
  • Assuming a permit means there was no release: Permits set conditions; monitoring and compliance records show whether those conditions were met.
  • Using a national water-use number to decide a local case: Facility design, climate, water chemistry, aquifer geology, and local rules determine the actual pathway.
  • Relying on an unqualified test: Sampling without proper well construction information, laboratory quality controls, and an upgradient comparison can produce a result that cannot identify a source.

Bottom line

Data centers can affect local groundwater quality when mineral-rich cooling wastewater reaches a recharge, infiltration, groundwater-to-surface-water, or injection pathway that is not adequately designed or controlled. Quincy, Washington, is an official, documented example of cooling blowdown creating treatment and groundwater-recharge compliance problems, followed by separate treatment and closed-loop reuse. But groundwater withdrawal alone is not pollution, and Quincy is not evidence that data centers generally contaminate aquifers. For any specific community, the answer rests on the facility’s permits, wastewater chemistry, treatment and discharge route, monitoring wells, and the geology connecting that route to groundwater.
