Indian companies can hedge exposure to crude oil, diesel, aviation turbine fuel (ATF), bunker fuel and other petroleum products when they have a genuine underlying exposure and follow the Reserve Bank of India (RBI) framework. A hedge can make fuel costs and margins more predictable, but it cannot guarantee the lowest price or eliminate every risk. For investors, the key questions are how much of the exposure is hedged, which benchmark and instrument are used, for how long, and how gains and losses appear in the accounts.
What fuel-price hedging means
A fuel hedge is a financial position intended to offset an expected change in the cost or value of physical fuel. A company that expects to buy fuel later may buy a futures contract, enter a swap, or purchase an option. If the physical fuel becomes more expensive, the derivative may gain value and offset part of the higher bill. If fuel becomes cheaper, the physical purchase costs less but the derivative may lose value, or an option premium may not be recovered.
As an Amazon Associate I earn from qualifying purchases.
The economic objective is therefore a narrower range of outcomes, not a promise to buy fuel at the market low. Coverage may be partial, and the derivative may track a different product, location, delivery month or currency from the fuel actually consumed.
What Indian rules allow
RBI rules permit eligible Indian residents and companies to hedge commodity-price risk through specified futures, options and, where permitted, over-the-counter contracts on international commodity exchanges or markets. The transaction must be connected to an underlying exposure; the permission is not a general licence for unsupported speculation.

RBI guidance specifically addresses crude-oil import hedging by domestic refiners, ATF hedging by actual domestic users, and inventory hedging by domestic oil-marketing and refining companies. The rules and permissions are time-sensitive, so investors should verify the version applicable to the reporting period they are analysing.
Governance requirements
A company must maintain a board-approved risk-management policy. That policy should identify authorised officials, permitted instruments and counterparties, exposure and position limits, mark-to-market procedures, escalation triggers, and review intervals. Banks are required to retain supporting documentation, while the company’s activity is subject to board review, audit and reporting controls.
Inventory limit cited by RBI
The cited RBI guidance permits domestic oil-marketing and refining companies to hedge up to 50% of inventory, calculated using the specified reference-quarter volume. Permitted overseas exchange-traded or OTC derivatives must have a tenor no longer than one year forward. This is a regulatory ceiling under the stated method, not evidence that a particular company actually hedges 50%.

ATF hedging is allowed for actual domestic users against underlying contracts, with documentary evidence. An airline’s eligibility under this rule does not reveal its hedge ratio, benchmark, option structure or accounting treatment. Those details must come from the airline’s own filings.
How a hedge changes a company’s result
Simple rising-price example
Assume a transport company expects to buy 10 million litres of fuel in the next quarter and hedges half of the expected volume. If the relevant fuel price rises by ₹5 per litre, the unhedged half costs ₹25 million more. A gain on the hedge could offset much of that increase, subject to the contract’s size, benchmark and timing.
The result will not be exact if the derivative references crude oil while the company buys a refined product, if the purchase date differs from the contract month, or if the rupee moves against the US dollar. Brokerage, bid-ask spreads, option premiums, collateral and taxes also affect the net result.

Falling-price outcome
If the fuel price falls, the physical purchase is cheaper. A futures or swap hedge may then produce a loss, and a purchased option may expire without value. That is not automatically a failed hedge: the company exchanged some potential savings for protection against a damaging price spike. Investors should judge the programme against its stated risk objective, not against the lowest price available after the fact.
Forecast error
Hedges are often placed against forecast consumption. If flights are cancelled, production falls or routes change, the company may hold a derivative for more fuel than it ultimately needs. Closing or rolling that position can crystallise a gain or loss unrelated to the final physical purchase. Look for disclosures about firm volumes, forecast volumes, layering and rollover policy.
Why the benchmark matters
“Crude price” is not a single exposure. A refinery may buy a particular crude grade; an airline buys jet fuel; a trucking company buys diesel; a shipping line buys bunker fuel. A hedge based on one benchmark can move differently from the delivered product.
- Product basis: crude, jet fuel, diesel and bunker fuel have different refining spreads and supply-demand drivers.
- Location basis: an overseas benchmark may not match an Indian delivered price after freight, insurance, storage and port costs.
- Timing basis: a monthly or quarterly contract may not match daily purchases.
- Currency basis: many fuel benchmarks are quoted in US dollars, while Indian revenue and costs may be in rupees.
- Tax and regulated-price effects: domestic taxes, duties and administered prices can weaken the relationship between a benchmark and the customer invoice.
These differences are collectively known as basis risk. A hedge can be economically sensible while still being imperfect because the derivative and physical exposure do not move one-for-one.
Which Indian businesses may use fuel hedges?
Airlines
ATF is a major airline cost, so an airline may use futures, swaps, options or collars to cover a portion of expected uplift. The investor must check whether the airline hedges physical ATF, a proxy such as a regional jet-fuel benchmark, or only its dollar exposure. A fuel surcharge or flexible ticket pricing can also pass part of the cost to customers, reducing the amount that needs to be hedged.
No current, comparable hedge-ratio table for major Indian airlines is established here. Do not describe an airline as fully hedged or state an ATF percentage without a filing that gives the volume, period, benchmark and instrument.

Refiners and oil-marketing companies
Refiners face several linked exposures: the price of crude input, the value of inventories, refining margins and the price of imported petroleum products. A refinery can lose from rising crude consumed in its own operations while benefiting from higher prices on inventory it holds; the net effect depends on its position and the timing of sales.
Road, rail and logistics operators
Fleet operators usually consume diesel or other refined products. Their protection may be a direct derivative, a fuel surcharge in customer contracts, or a combination. Investors should separate a true financial hedge from a commercial pass-through clause: a surcharge changes revenue, while a derivative creates a financial asset or liability.
Shipping, chemicals and other users
Shipping companies may be exposed to bunker fuel, while chemicals, cement, mining and manufacturing businesses may have fuel or feedstock exposure. The same analysis applies: identify the physical volume, benchmark, currency, tenor, pass-through provisions and accounting treatment.

Hindustan Petroleum Corporation Limited (HPCL) identifies crude oil and refined products as its primary commodity risks. Its annual-report disclosure describes exposure to refining-margin changes, inventory-valuation changes, higher crude prices for fuel consumed in refining, and price changes on imported petroleum products. It also states that permitted hedging positions are executed under Indian law to monitor and manage those risks.
This is useful because it links hedging to operating exposures rather than presenting derivatives as a stand-alone trading activity. The policy statement alone does not show the percentage hedged or the programme’s profit. Read the notes for notional amounts, fair values, collateral, hedge-accounting designation, maturity and sensitivity. A general statement that positions are permitted is not proof that the entire exposure is covered.
How to read a company’s annual report for hedge data
- Find the risk-management section. Search the PDF for “commodity risk”, “fuel price risk”, “derivative”, “hedge”, “ATF”, “crude”, “inventory” and “market risk”.
- Define the underlying exposure. Record whether the company is hedging forecast consumption, firm purchase contracts, inventory, imports, refining margins or a foreign-currency liability.
- Record the coverage. Look for barrels, litres, tonnes or monetary notional, then compare that amount with expected consumption or inventory. A notional value is not necessarily the same as physical volume.
- Check the tenor and maturity ladder. Note each quarter or year covered, whether positions are layered, and whether contracts are rolled as they expire.
- Identify the benchmark and instrument. Distinguish crude from jet fuel or diesel, and futures from swaps, bought options, sold options and collars. Note any premium paid.
- Read the fair-value and sensitivity notes. Determine whether the derivative is an asset or liability at the reporting date and how a stated price movement would affect equity or profit.
- Separate accounting from economics. Check whether the company designates a cash-flow hedge, records effective changes in other comprehensive income, or recognises changes directly in profit and loss.
- Assess credit and liquidity exposure. Look for counterparty concentration, collateral or margin requirements, master netting agreements and termination clauses.
- Compare the hedge with commercial pass-through. Fuel surcharges, regulated prices and customer contracts can change the net exposure independently of derivatives.
If the report gives only a policy description and no quantities, label the company’s hedge coverage as “not stated” rather than estimating it from an income-statement movement.

Comparison framework for Indian fuel-exposed stocks
| Question | What to record | Why it changes the investment conclusion |
|---|---|---|
| What is exposed? | Crude, ATF, diesel, bunker fuel, refined-product basket or inventory | Different products can move in different directions. |
| How much is covered? | Percentage of expected consumption or inventory, by period | Partial coverage leaves residual upside and downside. |
| How long? | One month, quarter, year or longer; layered or rolled | Short protection may not cover a prolonged price shock. |
| Which instrument? | Future, swap, bought option, collar or other structure | Premiums, caps, floors and participation in falling prices differ. |
| Which benchmark? | Crude grade, jet-fuel index, diesel index, location and currency | Mismatch creates basis and currency risk. |
| How is it accounted for? | Cash-flow hedge, other comprehensive income, profit and loss, ineffectiveness | Reported earnings may move at a different time from cash costs. |
| Who is the counterparty? | Bank or dealer, concentration, collateral and termination terms | Credit and liquidity stress can force cash payments. |
| Can costs be passed on? | Fuel surcharge, fare flexibility, regulated pricing or fixed contracts | Commercial terms may offset or amplify derivative exposure. |
Economic hedging versus hedge accounting
An economic hedge is a position that offsets a business exposure, whether or not it qualifies for special accounting treatment. Hedge accounting is an accounting designation with documentation, effectiveness testing and specified presentation rules. A company can have an economically sensible hedge without applying hedge accounting, and accounting volatility does not by itself prove that the underlying risk was mishandled.

Under a cash-flow hedge, the effective portion of a qualifying derivative’s change may be recorded in other comprehensive income and later reclassified when the hedged transaction affects profit. Ineffectiveness can still reach profit and loss. Other derivatives may be marked through profit and loss immediately. Investors should therefore reconcile derivative fair-value movements with operating fuel costs rather than treating one quarter’s derivative gain as recurring operating profit.
How hedges affect profits, cash flow and valuation
- Margins: protection can stabilise gross margin during a price spike, but a falling market may produce hedge losses while physical fuel is cheaper.
- Cash flow: futures and swaps may require daily margin or collateral; option premiums are generally paid upfront.
- Working capital: adverse mark-to-market movements can consume liquidity before the physical fuel is purchased.
- Earnings timing: accounting designation can move gains or losses between other comprehensive income and profit and loss.
- Valuation: a predictable cost base may reduce downside risk, but excessive or poorly matched hedging can destroy upside when prices fall.
When modelling a stock, use at least three cases: a sharp rise, a sharp fall and a flat market. Apply the disclosed hedge coverage only to the stated period and benchmark. Do not assume that a hedge gain repeats every year or that a prior-year loss predicts the next quarter.
Common mistakes investors should avoid
Calling a company “fully hedged”
That label requires evidence of the covered volume, period, benchmark and instrument. Even a 100% hedge of forecast litres would not remove basis, currency, timing or counterparty risk.
Assuming falling crude always helps
An unhedged buyer usually benefits from lower fuel prices. A hedged buyer may surrender part of that benefit through a derivative loss or option premium. The effect on profit depends on coverage and accounting.

Jet fuel and diesel prices include refining spreads, freight, taxes and local-market effects. A crude chart is not a complete model of an airline’s or truck operator’s fuel bill.
Best Value
Confusing a derivative notional with a cash gain
A contract’s notional amount measures the reference exposure. It does not equal the fair value, the premium paid or the eventual profit.
Ignoring the rupee
Many fuel contracts are dollar-linked. An Indian company can face a higher rupee fuel cost even when the dollar fuel benchmark is unchanged if the rupee weakens.
Equating a policy statement with active coverage
Boards may authorise hedging while management holds no position, a small position or a position limited to specific contracts. Only the notes and transaction data establish actual coverage.
Questions to ask before buying a fuel-exposed stock
- What physical fuel or inventory creates the exposure?
- What percentage is hedged for each upcoming quarter?
- Are volumes firm, forecast or based on inventory?
- Does the derivative reference the same product and delivery region?
- How much of the exposure is in US dollars?
- Are options bought, sold or combined into a collar?
- What premiums, collateral and margin calls are possible?
- How concentrated are the counterparties?
- What portion of fuel costs can be passed to customers?
- Which gains and losses went through profit, other comprehensive income or inventory cost?
- What does the company’s sensitivity analysis show for a material fuel-price move?
Hedging is not the same as retail derivatives trading
Corporate hedging is tied to a documented operating exposure and governed by board limits, controls and reporting. Retail speculation is a different activity. The Securities and Exchange Board of India (SEBI) warns that derivatives involve market, credit, liquidity, operational and leverage risks. Its investor page reports that 9 out of 10 individual traders in the equity futures-and-options segment incurred net losses in both FY 2018-19 and FY 2021-22. That statistic concerns individual equity-F&O traders, not corporate fuel-hedging outcomes, and should not be used to infer how a company’s fuel programme performed.
Bottom line for Indian stock investors
Indian companies can hedge fuel prices when they have a genuine exposure and comply with RBI requirements. The benefit is risk control: a well-designed programme can protect cash flow and operating margins from a damaging price rise. The cost is reduced participation in falling prices, plus premiums, basis risk, currency risk, collateral needs and possible accounting volatility.
For stock analysis, treat the hedge ratio, tenor, benchmark and pass-through policy as operating data. Start with the annual report, quantify only what the filing supports, and mark unknown coverage as not stated. A company with no hedge may gain more from falling fuel prices but suffer more from a spike; a heavily hedged company may show steadier results but give up some upside. Neither profile is automatically superior—the right conclusion depends on balance-sheet strength, pricing power, liquidity and the reliability of the disclosed hedge programme.
