Carbon trading can support economic growth, but it does not guarantee it. An emissions trading system (ETS) caps emissions from covered participants and lets them trade allowances; whether that approach contributes to growth depends on the cap, market rules, enforcement, and how governments use any revenue. The World Bank’s latest cited figures show the scale of carbon pricing, not proof that it caused GDP growth.
How carbon trading works
An ETS, often called cap and trade, sets a limit on total emissions from covered entities. Those entities must hold enough allowances to cover their emissions under the system’s rules. Participants that emit less than their allocation can sell surplus allowances to others. Trading gives emissions a market price, while the cap constrains the covered system’s aggregate emissions. The World Bank explains the basic mechanism.

Allowances are not the same as carbon credits. Allowances are issued within a compliance system and its cap. Credits are issued through a separate crediting mechanism for emissions reductions or removals measured under a methodology. The World Bank’s Carbon Pricing Dashboard treats emissions trading systems, carbon taxes, and crediting mechanisms as distinct categories.

It can create conditions that support growth, but the result is conditional rather than automatic. The economic case rests on several channels: investment incentives, innovation and efficiency, revenue for public priorities, and the possibility of reducing emissions where abatement costs less. Each depends on policy design and implementation.

Investment incentives
A stable, predictable, long-lasting carbon price can change the relative costs of high- and low-emissions choices. Businesses may take that signal into account when deciding whether to invest in equipment, production processes, or lower-emissions products. A volatile or short-lived signal is less useful for long-term decisions. This is a potential investment mechanism, not evidence that an ETS necessarily raises GDP.
Innovation and efficiency
When businesses face a cost for emissions, they have an incentive to find ways to use energy and materials more efficiently or to develop lower-emissions processes. The World Bank says well-designed carbon pricing and markets can encourage efficiency and innovation; the outcome depends on the rules and the responses they elicit. In its 2026 release, World Bank Managing Director and Chief Knowledge Officer Paschal Donohoe said that, when designed well, these policies can help drive efficiency and innovation while mobilizing resources for development priorities. That is a statement about policy potential, not a measured growth result. Read the release.

Revenue for public priorities
Carbon pricing can generate public revenue, which governments may direct toward infrastructure, development, environmental programs, or other priorities. Revenue can support growth if the chosen spending produces economic benefits, but the amount collected alone does not establish that it did. The economic effect depends on how money is allocated and what those investments achieve.

Trading can let participants reduce emissions where it costs less within the covered system, rather than requiring every participant to make identical cuts. That flexibility can lower the cost of meeting a given cap. Whether it does so in practice depends on the cap’s ambition, market rules, coverage, and enforcement; the presence of trading alone is not a guarantee of an effective or inexpensive system.

What the latest global figures show
The World Bank’s 2026 release reports that direct carbon pricing covered just over 29% of global greenhouse-gas emissions and that 87 carbon-pricing policies were in place globally. It also reports more than $107 billion in public-budget revenue in 2025 and an average direct carbon price of nearly $21 per tonne of carbon dioxide equivalent (tCO2e). That average is a global figure, not a local allowance price. The revenue figure covers carbon-pricing policies collectively, not ETSs alone. World Bank, 2026.
The World Bank’s 2025 report described a different reporting period: around 28% of global greenhouse-gas emissions were covered by carbon pricing, 80 instruments were in operation, and carbon-pricing revenue exceeded $100 billion in 2024. More than half of that revenue was earmarked for environment, infrastructure, and development projects. The report also said real carbon-pricing revenue was over three times higher than a decade earlier. These are global carbon-pricing totals, not ETS-only figures. The 2025 and 2026 figures describe different reporting years and should not be combined as if they were measurements from the same period. Neither set estimates how much GDP growth carbon trading caused. Coverage, policy counts, average prices, and revenue indicate the scale and fiscal reach of carbon pricing, not its causal effect on economic output.

Both an ETS and a carbon tax put a price on emissions, but they directly set different things. An ETS sets an emissions quantity through a cap and lets the market determine the allowance price. A carbon tax directly sets the price, while emissions are not pre-defined in the same way. Neither is a universal winner: the better fit depends on the policy’s objectives and design.

Competitiveness effects and interactions with other policies vary by jurisdiction. The World Bank’s State and Trends of Carbon Pricing reports provide context for comparing policy approaches, but do not establish a universal growth outcome.
What determines whether the growth case holds
- Credibility of the rules: A clear, durable policy signal is more useful for investment planning than uncertain or frequently changing rules.
- Coverage and cap: Which sectors are covered, and how restrictive the cap is, shape both the emissions outcome and the costs participants face.
- Market integrity: Monitoring, reporting, enforcement, and sound trading rules affect whether the system delivers its intended result.
- Revenue choices: Spending on infrastructure, development, or environmental priorities can have different effects; earmarking revenue does not by itself prove that the spending succeeds.
- Competitiveness and policy overlap: Effects differ across industries and jurisdictions, especially where firms face different rules or multiple overlapping policies.
To check current details for a particular jurisdiction, use the World Bank’s Carbon Pricing Dashboard, which tracks ETSs, carbon taxes, and crediting mechanisms separately.
