Not through the Photo Picker grant itself. When you choose photos or videos in Android’s Photo Picker, the app receives access to those selected items, not your entire media library. However, the picker does not tell you every permission an app may have. An app that separately received broad media permission, or a separate selected-photos permission, could have additional access. To know the real scope, check that app’s current photo and video permissions in Android Settings.
What the Photo Picker gives an app
Android’s Photo Picker is a system interface for choosing media to share with an app. Its central privacy boundary is the selection: the app is granted access to the images or videos you actually pick. Android describes this as access to “only selected images and videos, instead of their entire media library.”

Selecting is the permission event
Simply opening the picker, scrolling through thumbnails, or seeing your library on screen does not grant the app the contents of every photo. The relevant event is choosing one or more items and confirming that choice. Android then supplies the app with references to the selected media.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe platform represents those references as content URIs. Android’s documentation says the system grants temporary read access to the URI associated with each selected file. The app can use those selected URIs for the operation that requested the media, such as attaching a picture to a message, editing a chosen image, or uploading a video.

The picker does not require a runtime storage permission
Using the Photo Picker is different from asking for a general media permission. Android says the picker flow does not require the app to request a runtime storage permission just to let you choose media. That is why an app can offer a system selection screen without first presenting an “allow access to all photos” dialog.
This distinction matters when you evaluate an app’s behavior. A picker screen is evidence that the app is using a selection flow; it is not evidence that the app has no other permission. The app’s complete permission state must be checked separately.
Cloud items can appear without exposing the whole cloud library
On devices with an eligible cloud media provider, the picker may show photos or videos stored remotely alongside local media. The presence of those cloud thumbnails does not turn the app’s grant into unrestricted access to your cloud account. The documented picker grant remains tied to the items you select.

If a device does not provide Android’s Photo Picker, the AndroidX support library can invoke ACTION_OPEN_DOCUMENT as a fallback. This is still a document-selection flow. Browsing that interface does not, by itself, hand the app every image on the device; the app receives the files you choose through the selection action.
When an app can access more than the selected items
The Photo Picker grant is only one possible access path. Android also has separate media-permission flows. An app may have used one of those flows before, after, or instead of opening the picker. Therefore, the accurate answer is conditional: unselected photos are not exposed by the picker selection grant, but separate permissions may provide broader or separately selected library access.

Broad media permission
Some apps request permission to read media more broadly. If you approved that request, the app’s access is no longer limited to the items you chose in a single picker session. The exact permission name and available choices depend on the Android release, the app’s target SDK, and the app’s existing permission state.
An app can therefore show the Photo Picker for one feature while retaining a previously granted broader permission for another feature. Seeing the picker does not revoke or replace permissions that were already granted.

Selected Photos Access on Android 14 and later
Android 14 introduced Selected Photos Access for apps targeting Android 14, which is API level 34, or higher. This mode lets a user authorize specific photos and videos from the library instead of granting access to all media of a type.
Apps that maintain their own gallery interface can declare READ_MEDIA_VISUAL_USER_SELECTED to support this partial-library model and let the user select or reselect items. Apps that do not declare it may receive compatibility behavior from the system. The important point for users is that “selected access” can mean a library permission covering a chosen set of items, not necessarily one temporary picker transaction.
Permission state can survive, change, or be reset
Android’s documentation notes that an upgraded device can preserve previously granted full media permissions. A user can also change an app’s access in Settings, and permissions can be reset or otherwise altered by system behavior. Consequently, Android version alone cannot tell you what a particular app can read today.

The app’s current permission state is the deciding factor. Two phones running the same Android release can give the same app different access because their users made different choices, because one installation was upgraded, or because one permission was later changed.

This table describes access paths, not a prediction for an unnamed app. An app may use more than one path, and an existing permission can remain relevant after a picker has been used.
How to check whether an app has broader photo access
The practical check is Android’s app-permission screen. Labels and menu locations vary by Android release and phone manufacturer, but the process is generally the same.
- Open Settings.
- Open Apps, Applications, or the equivalent list on your phone.
- Select the app you want to examine.
- Open Permissions.
- Find the entry for photos, videos, images, or media. Read whether access is denied, limited to selected items, or allowed more broadly.
- If Android offers a button to change or reselect photos, review the listed items and remove anything the app no longer needs.
Do not infer the result solely from the app’s feature or from the fact that it opened a picker. The permission page reflects the app’s current state, including choices made during earlier sessions.
What to look for in the permission screen
- Denied: the app has no currently granted photo or video permission through that permission category. It may still be able to use media you explicitly provide through another system sharing action.
- Selected or limited access: Android has recorded a user-approved subset. The subset may come from a selected-photos flow rather than the most recent picker session.
- Full or broad access: the app has a permission that is not restricted to the items selected in one picker transaction.
Exact wording can differ between Android releases and manufacturers. If the screen does not clearly identify the scope, inspect every media-related permission listed for that app and review any separate “change” or “manage” control.

Common situations and what they mean
An app opens the picker and you select one photo
The documented result is temporary read access to the URI for that selected photo. The app is not given the rest of your library by that selection. If it later needs another image, it should ask you to select that image or use a separately authorized permission.
An app asks for “all photos” or broad media access
That is a separate permission request, not the Photo Picker grant. Approving it can give the app broader library access than the one or more items you selected earlier. Declining it may leave picker-based features available while disabling features that require scanning or organizing a larger library.
An app has its own gallery screen
A custom gallery can indicate that the app is using a media permission or a selected-library flow rather than relying exclusively on the system picker. On Android 14 and later, an eligible app targeting API 34 or higher may use READ_MEDIA_VISUAL_USER_SELECTED to support partial access and reselection. The interface alone does not reveal whether the scope is full or partial; check Settings.
The app was installed before an Android upgrade
An upgrade may preserve a permission that was previously granted. As a result, an app can have broader access even if its current interface now encourages Photo Picker selection. Review the permission state after an operating-system upgrade if the distinction matters to you.
You selected a cloud photo
The app receives access to the selected item made available through the picker. Cloud availability in the picker does not automatically authorize the app to browse every item held by that provider.

Misconceptions to avoid
- “Opening the picker gives the app my whole gallery.” The documented picker grant covers selected media, not the entire library.
- “An app can never read an unselected photo.” That is too broad. A separate media permission may authorize wider or separately selected access.
- “The picker requires storage permission.” Android documents the picker as a flow that does not require a runtime storage permission.
- “Android 14 always means partial access.” Access also depends on the app’s target SDK, declarations, existing grants, and your choices.
- “The permission state is permanent.” Settings changes, resets, upgrades, and other system behavior can change it.
What app developers need to account for
For developers, the safest design is to use the Photo Picker when a feature needs only user-chosen media. The app should work with the returned selected URIs and avoid requesting a broader permission merely for convenience.
Apps that genuinely need library-level features must explain why and request the appropriate media permission. On Android 14 and later, apps targeting API 34 or higher should account for Selected Photos Access and, when maintaining their own gallery interface, declare READ_MEDIA_VISUAL_USER_SELECTED so users can make and revise a partial selection.
Compatibility behavior matters too. An app that does not declare the selected-photos permission may receive system compatibility handling, so developers should not assume that every device presents identical prompts or callbacks. Users should judge the resulting permission state shown by Android, not the wording of an app’s internal screen.

A privacy decision checklist
- Use the picker when you want to share only specific photos or videos.
- Before approving a broader request, check whether the feature truly needs library-wide access.
- After installing or upgrading an app, inspect its media permissions in Settings.
- On Android 14 or later, distinguish full access from Selected Photos Access.
- Review permissions again after changing phones, upgrading Android, or resetting permissions.
- If an app requests another photo after your first selection, treat that as a new selection event or permission request and decide separately.
The precise answer
An Android app cannot use the Photo Picker’s selection grant to read photos you did not select. That grant is tied to the selected media URIs. But the picker is not a complete inventory of the app’s permissions: a previously granted broad media permission, or Android 14’s selected-library permission model, can provide additional access. The only reliable way to determine what a particular app can access now is to inspect its photo and video permissions in Android’s system settings.
