An internet radio station can send its audio feed to YouTube Live alongside a still image, using an encoder to combine the audio and video sources. YouTube documents encoder-based streaming generally; its guidance does not provide a special preset or endorsement for this exact radio-and-still-image setup, so test your configuration before relying on it.
What you need before setting up the stream
- A YouTube channel enabled for live streaming. YouTube says the channel must be verified and must not have a live-streaming restriction in the previous 90 days. Enabling a first stream can take time. Review YouTube’s live-streaming eligibility guidance.
- An encoder. YouTube defines encoders as software or hardware that prepare a feed for streaming. The encoder needs access to the station’s audio and a still image to use as its video source. See YouTube’s encoder setup guidance.
- Permission to stream the audio. Confirm that your rights and licenses cover YouTube, the relevant territories, the music repertoire, and live-stream use.
- A reliable upload connection. YouTube recommends upload bandwidth with 20% headroom beyond the stream’s total bitrate. Its streaming tips also advise testing and monitoring the stream.
How to send the station audio with a still image
- Check channel access. Verify the channel and confirm that live streaming is enabled and unrestricted. Allow for activation time if this is the channel’s first stream.
- Create an encoder stream. In YouTube Studio’s Live Control Room, create or schedule an encoder stream and copy the stream key. The key tells the encoder where to send the feed and allows YouTube to accept it. Treat it like a password: do not publish it or share it publicly.
- Connect the station’s audio to the encoder. If the audio already reaches the computer digitally, you may not need extra hardware. If it comes from external physical equipment, an audio interface may be needed to bring that signal into the encoder. The right setup depends on the station’s signal path.
- Set the still image as the video source. Add the image in the encoder and check that it fills the intended frame. Route the station audio as the encoder’s audio input, then confirm that it is audible and stable. This is a practical use of YouTube’s general encoder workflow, not a YouTube-documented radio-specific preset.
- Choose a supported stream profile. Use the codec, resolution, and bitrate settings appropriate to your encoder and available upload bandwidth. YouTube’s documented options are described below.
- Preview and test. Check the preview in Live Control Room before starting. Where appropriate, test privately or as an unlisted stream, then monitor stream health and listen for audio problems.
- Start the stream. Once the preview and audio are correct, start the encoder stream and monitor it while it is live.
Encoder settings that matter
YouTube’s settings guidance for RTMP/RTMPS ingestion lists H.264, H.265 (HEVC), and AV1 video codecs, and AAC or MP3 audio codecs. The maximum listed frame rate is 60 fps. For stereo audio, YouTube recommends 128 Kbps; for 5.1 audio, it lists 384 Kbps. These are platform settings, not a requirement to use a particular resolution or bitrate for every radio stream. Choose a profile your encoder supports, leave upload headroom, and test the actual result.

See YouTube’s live encoder settings, bitrates, and resolutions for current platform guidance. A static-image radio stream still needs a video feed from the encoder, even though the picture itself does not change.

Confirm music rights and YouTube rules
YouTube’s livestream terms and conditions require the broadcaster to have the necessary rights for live content on Google services, including music licensing rights involving artists, record labels, publishers, and other royalty participants, and to meet applicable local legal and licensing requirements.

Do not assume that permissions for terrestrial broadcasting or ordinary internet radio automatically cover a YouTube live stream. Check that your licenses cover the platform, territories, repertoire, and live use. Exact legal requirements vary by jurisdiction; YouTube’s general guidance does not resolve what licenses a particular station needs.
The stream must also comply with YouTube’s Community Guidelines and Terms of Service. Eligibility and compliance are separate issues: a technically valid stream can still face access restrictions or content-policy problems.

Reliability and operating limits
A working still image does not by itself guarantee an uninterrupted or permanent broadcast. YouTube’s general encoder guidance recommends testing and monitoring, but does not establish a guarantee for continuous internet-radio simulcasting or a still-image-specific stream duration. Before advertising a 24/7 service, verify the current requirements and operating limits that apply to your channel and setup.
