Yes, an AI shopping assistant can be designed to complete a purchase without asking you to approve every individual step—but that is not the same as having permission to buy anything it wants. The decisive issue is the authority you delegated, the limits enforced by the service, and the law and payment terms that apply to the transaction.
No source establishes that an assistant may legitimately make a purchase with no user permission at all. A stored card, connected wallet, or enabled shopping feature should not be treated as unlimited consent.

“Without permission” can mean two different things
The question usually combines two separate situations:
Free tools Windows power users keep installed
One-click scans. No signup required.
- No new prompt for each purchase: You previously gave an agent standing authority—for example, to buy items below a spending cap from an approved merchant. The software may then place an order without interrupting you every time.
- No permission from you at all: The agent buys something despite having no applicable instruction or authorization. Its technical ability to transact does not prove that this purchase was authorized.
Only the first situation is an established design possibility. Whether a particular transaction was authorized depends on the instructions you gave, the controls the service applied, the agent’s behavior, and the facts recorded at the time.

That distinction matters in a dispute. A payment token or saved card tells a service how to charge an account; it does not, by itself, define which products, merchants, prices, quantities, or dates you approved.
How delegated purchasing works
An agent that can shop on your behalf normally performs several separate actions. The exact sequence differs by product, but the authority question appears at each stage.
- Interpretation: The system turns your request into criteria such as product type, acceptable brands, maximum price, delivery location, and deadline.
- Search and selection: It compares listings and chooses an item. Errors can occur if a listing is misleading, a price changes, or the agent misunderstands a preference.
- Order construction: The agent supplies shipping, contact, and payment details and creates an order request.
- Authorization check: A service may require a fresh confirmation, or it may test the request against standing limits for amount, merchant, category, or quantity.
- Payment and acceptance: The merchant or its payment provider accepts or declines the order. A successful authorization request is not necessarily proof that the merchant will fulfill it.
- Records: The system may retain your instruction, the agent’s proposal, the authorization result, and the merchant response. Those records can be crucial if you later challenge the transaction.
Delegation can therefore be narrow or broad. “Find a replacement charger under $40 from this store” is materially different from “buy whatever you think I need.” The more open-ended the instruction, the harder it is to determine whether a disputed purchase stayed within authority.

Services do not use one universal permission model. Compare the following controls in the product’s current settings and terms rather than assuming that a familiar payment flow works the same way everywhere.
| Control | Per-purchase approval | Standing or delegated authority | Questions to ask |
|---|---|---|---|
| Human confirmation | A prompt appears before each order or stage. | The agent can proceed when a request meets pre-set rules. | Does “approval” cover the final amount, shipping, taxes, substitutions, and recurring charges? |
| Amount limit | The displayed total is approved for that transaction. | A maximum may apply to each order or a time period. | Are taxes, delivery fees, tips, and currency conversion included in the limit? |
| Merchant limit | You approve the named seller at checkout. | Only specified merchants or merchant groups may be used. | What happens if the seller changes its payment processor or marketplace identity? |
| Product or category limit | You inspect the exact item. | The agent may choose among products within a category. | Are subscriptions, digital goods, age-restricted products, or replacements excluded? |
| Instruction record | The prompt and confirmation may be visible in the order history. | A durable record should show the standing rule and the request that triggered it. | Can you export the instruction, timestamp, limits, and agent decision? |
| Revocation | Canceling the pending prompt normally stops that purchase. | You need a way to disable the delegation and invalidate related credentials. | How quickly does revocation take effect, and does it stop already-submitted orders? |
| Fulfillment responsibility | The merchant fulfills the confirmed order. | The merchant still generally controls acceptance, shipment, returns, and support. | Which party handles a failed delivery or an item that does not match the request? |
Available sources establish why amount limits, merchant restrictions, approval scope, and instruction records matter. They do not establish that every shopping assistant currently offers a user-facing revocation control or exportable audit trail.

What OpenAI described in its 2025 Instant Checkout announcement
In an announcement dated 29 September 2025, OpenAI described one specific Instant Checkout flow. Users tap “Buy,” confirm order, shipping, and payment details, and complete the purchase in the chat. OpenAI said: “Users stay in control — they explicitly confirm each step before any action is taken.”
The same announcement said that encrypted payment tokens are authorized only for specific amounts and specific merchants with the user’s permission. It also described a division of responsibility: the merchant accepts or declines the order, processes payment through its provider, and remains responsible for fulfillment and customer support.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThose are OpenAI’s descriptions of an announced flow, not an independent audit and not a rule for every AI shopping product. A service that offers a different mode—such as recurring replenishment or a spending allowance—could require fewer prompts. You must read that service’s current controls rather than extrapolate from this example.
Who is responsible when an agent exceeds its authority?
There is no single worldwide answer. The result can depend on your country, the instructions and warnings shown to you, the account and card agreement, the merchant’s terms, the quality of the transaction records, and whether an attacker interfered with the agent.
United Kingdom: business duties are not the same as consumer liability
UK Competition and Markets Authority guidance published on 9 March 2026 says businesses remain responsible for complying with consumer law when they use AI agents. It emphasizes accurate information, respect for consumer rights, review of agent behavior, and correcting workflows when problems appear.

The guidance’s introductory summary says, “But if an AI agent you use does something illegal, you are responsible.” In context, that sentence addresses businesses using agents; it is not a universal rule that makes every consumer liable for every unauthorized purchase. It does not, by itself, decide a dispute between an individual, a bank, a card issuer, and a merchant.
Australia: uncertainty about chargebacks and exceeded authority
A 2026 summary from the Reserve Bank of Australia synthesized stakeholder submissions about agentic payments. Participants raised concern that existing chargeback arrangements do not clearly allocate liability when an agent may have acted beyond the authority the user gave it.
The submissions also pointed to a practical problem: without a reliable way to identify agent transactions and preserve the user’s instructions, a bank or merchant may struggle to determine whether the agent acted within authority. The summary is a record of stakeholder concerns, not a final legal ruling.
What evidence helps in a dispute
Keep the original request, any standing rules, approval screens, limit settings, receipts, timestamps, and messages showing substitutions or price changes. Those records can help establish what you authorized and whether the agent stayed inside that scope. They do not guarantee a refund; the applicable contract and law still control.
Security risks remain even with payment protocols
Delegating a purchase creates more than a payment risk. An agent can be manipulated by a malicious product listing, a deceptive instruction embedded in a webpage, stolen credentials, or a compromised integration.

The Reserve Bank of Australia summary records concerns about compromised agents, exposed credentials, and transactions that go beyond the user’s authority. It also notes the importance of identifying agent-generated transactions and preserving instructions so that later reviewers can reconstruct what happened.
A 2026 arXiv preprint analyzing AP2 version 0.2 draws a boundary between signed and unsigned activity. It reports that signed Checkout and Payment Mandates protect transaction data after signing, while agent interactions and external inputs that occur before the authorization boundary remain outside that protection. The paper catalogs 48 threats and places eight in the high band in at least one assessed architecture.
Those figures are the authors’ threat catalog and scoring results, not a count of real-world incidents and not evidence that a deployed product was exploited. They do show why a valid signature does not automatically make the entire shopping workflow trustworthy: an agent can be steered toward an unwanted action before the signed authorization is created.

Visa reported several indicators in 2025. It said AI-driven traffic to US retail websites had increased by more than 4,700% over the previous year, attributing the underlying figure to Adobe Data Insights from August 2025. Traffic is not the same as completed purchases, and it does not measure unauthorized transactions.
Visa also said that 85% of shoppers who had used AI for shopping reported an improved experience. The passage reporting that figure does not provide the survey’s sample details, so it should not be read as a representative estimate of all shoppers.
Best Value
Visa described controlled pilots with ecosystem partners involving hundreds of agent-initiated transactions. It presented its Trusted Agent Protocol as a way for approved agents to pass information to merchants and to distinguish trusted agents from malicious automation. These are company-reported pilots and performance claims, not independent evidence of broad consumer adoption or guaranteed safety.
A practical checklist before you let an assistant buy
- Write a narrow instruction. Specify the product or category, maximum total cost, acceptable merchants, quantity, delivery address, and expiration date.
- Find the approval setting. Confirm whether the service asks before every purchase, every change, or only when a request falls outside a rule.
- Test the limits. Determine whether taxes, shipping, tips, currency conversion, subscriptions, and substitutions count toward the cap.
- Check merchant boundaries. Verify whether the rule names a specific seller or permits marketplace sellers and new payment processors.
- Inspect the record. Make sure you can see the request that triggered the order, the final total, and the authorization event.
- Plan revocation. Identify how to disable the agent, disconnect the account, invalidate payment credentials, and stop pending orders.
- Separate shopping from sensitive actions. Do not grant broad authority to buy regulated, high-value, recurring, or irreversible items unless the service provides an approval step you trust.
- Review notifications. Use alerts for new merchants, unusual amounts, changed delivery addresses, and recurring billing.
What to do after a purchase you did not authorize
- Stop further access. Disable the shopping delegation, sign out other sessions, change compromised passwords, and remove exposed payment credentials.
- Preserve evidence. Save the original instruction, agent transcript, settings, approval screens, receipt, merchant communications, and timestamps before deleting anything.
- Contact the merchant. Ask whether the order can be canceled, what authorization record it received, and which party controls the refund.
- Contact your card issuer or payment provider promptly. Ask about its unauthorized-transaction and chargeback process. The outcome can depend on your agreement, local law, and whether the issuer finds that the transaction was authorized.
- Report account compromise. If credentials, tokens, or an integration were accessed by someone else, report that fact to the relevant service and follow its security procedure.
- Document the scope of your delegation. State clearly what you instructed, what you did not instruct, and which limit the transaction appears to have exceeded.
Do not assume that deleting a chat cancels an order or that replacing a card automatically revokes an agent’s account access. Confirm each action with the service and the payment provider.
Questions to ask a provider before relying on it
- Does the assistant require confirmation for every purchase, or can it use standing authority?
- Can I restrict authority by amount, merchant, category, quantity, currency, address, and time?
- Are taxes, shipping, substitutions, subscriptions, and recurring renewals covered by those restrictions?
- What exactly is recorded when I give an instruction, and can I export that record?
- How are agent transactions labeled for the merchant, bank, or card issuer?
- How do I revoke authority, and what happens to orders already submitted?
- Which party accepts the order, processes payment, handles fulfillment, and handles a dispute?
- What happens if a listing, webpage, integration, or agent account is compromised?
The bottom line on “without your permission”
An AI shopping assistant may be able to purchase without a fresh human prompt when you have deliberately delegated authority within defined limits. That is a convenience feature, not proof of consent to every transaction. No cited source establishes a universal right for an assistant to buy with no user permission, and no universal rule settles who bears the loss when an agent exceeds its authority.
Before enabling autonomous purchasing, treat the delegation like a payment mandate: make the scope narrow, understand the amount and merchant controls, preserve the instruction record, and know how to revoke access and challenge a transaction.
