Sometimes they can help show when braking began, but an AI dashcam does not automatically know who braked first or decide who is legally at fault. A fleet system may preserve road-facing or cab video and link a clip to vehicle or event data. That record can help drivers, carriers, insurers, and investigators reconstruct a collision. What it proves depends on what the system records, how the footage is interpreted, and the other evidence available.
What a fleet dashcam can—and cannot—show
A basic camera records video. A commercial video-telematics system may go further: it can combine one or more camera views with event detection, location, vehicle diagnostics, or data about active safety systems, then make clips available through a cloud service. These configurations vary; “AI dashcam” is not a guarantee of a particular camera layout, sensor, data stream, or recording policy. A 2024 whitepaper by the Future of Privacy Forum and Samsara describes these systems and their possible data flows.

If footage clearly captures the relevant moments, a reviewer may be able to see that a vehicle’s brake lights came on, or compare visible events in the truck’s and car’s recordings. Some installations also associate video with signals such as hard deceleration or an ADAS activation. But a camera image alone does not necessarily establish the instant braking began, the vehicle’s speed or following distance, a driver’s intent, or legal responsibility. A clip can be incomplete, lack a useful view, or require interpretation alongside other records.
- Road-facing video can preserve the scene ahead of the truck, including visible traffic and road conditions.
- Driver-facing video can record the cab. Some video systems use analytics to flag signs associated with distraction or drowsiness.
- Event and vehicle data may add context such as location, hard deceleration, diagnostics, or safety-system activations, depending on the equipment and configuration.
Thus, footage can be evidence for reconstructing events—not an automated legal verdict. The sources available here do not establish that AI dashcams independently identify who braked first or assign fault.

Recording video is different from braking for the driver
A camera that records a collision is not necessarily connected to a system that warns the driver or controls the brakes. The National Highway Traffic Safety Administration distinguishes forward collision warning (FCW), which alerts the driver to a possible collision, from automatic emergency braking (AEB), which can apply the brakes when a forward collision is imminent. NHTSA puts it plainly: “It’s important to note that forward collision warning systems only provide a warning to the driver and do not take action to avoid a crash.” It describes dynamic brake support and crash imminent braking as types of AEB, and says drivers remain responsible for operating vehicles with driver-assistance features.
A camera may supply input to some vehicle systems, but recording, warning, and controlling braking are separate functions. The Federal Motor Carrier Safety Administration’s ADAS guide groups commercial-vehicle technologies into braking, steering, warning, and monitoring categories; its monitoring examples include driver- and road-facing cameras used for training. The presence of a dashcam alone therefore does not show that FCW or AEB was installed, active, or intervened in a particular crash.

What fleet crash studies say about FCW and AEB
U.S. Department of Transportation evaluations report lower crash rates associated with certain driver-assistance technologies in fleet data. These findings concern FCW, AEB, and lane-departure warning—not proof that video cameras caused the reductions or that any one recording resolves a liability dispute.

| U.S. DOT ITS Deployment Evaluation summary posted February 25, 2025; underlying study by Eric Teoh, published in 2021, using 2017–2019 data | Approximately 25,000 Class 8 trucks operated by 62 carriers. FCW-equipped trucks were associated with a 22% decrease in police-reportable crashes per vehicle-mile and a 44% lower rear-end crash rate. Trucks with AEB were associated with 12% fewer overall crashes and 41% fewer rear-end crashes. | The summary says FCW warned in 31% of rear-end crashes and AEB intervened in 43%; the study reported that both technologies reduced speed by over half between intervention and impact. These are study findings about ADAS-equipped trucks, not dashcam effects. |
| U.S. DOT ITS Deployment Evaluation entry posted October 28, 2024; FMCSA-funded Virginia Tech Transportation Institute analysis | The three-year onboard-monitoring dataset covered 54,250 trucks across 117 fleets and 5.72 billion miles, with 10,309 crashes and 60,090 near-crashes in the source dataset. The analyzed results reported about 30% lower crash rate for trucks with FCW but no AEB, about 40% lower for trucks with AEB plus FCW, and 21% lower for trucks with lane-departure warning. | The monitoring system captured multiple camera views and uploaded 20-second event clips with data such as ADAS activations, hard deceleration, or swerving. The reported associations are not evidence that cameras themselves caused lower crash rates. |
Both evaluations concern fleet safety technologies and observational findings. They do not establish that a dashcam can determine fault, nor do they provide a neutral estimate of how often commercial AI-dashcam footage resolves truck-car liability disputes.

How video can contribute to a collision review
After a crash, a useful review treats the footage as one record to compare with other evidence. Depending on the equipment and what was preserved, reviewers may examine the visible sequence, vehicle data, location, hard-deceleration events, and any recorded ADAS activations. A synchronized event record can add context to a clip, but it does not automatically answer every question about what happened.
For the specific question “who braked first?”, reviewers need records that capture the relevant vehicles and time interval well enough to compare their actions. A single forward-facing view may show the scene without showing the car’s brake lights clearly; a clip may begin after an event or omit another angle. Any conclusion about braking order, speed, distance, or responsibility should be supported by the actual technical record and, where relevant, a legal finding—not inferred from the label “AI.”

Time Lapse Parking Mode provides continuous surveillance by offering a condensed overview of any events that may occur during parking periods. *Please note that the parking monitoring function requires a separate hardwire kit.
Cab cameras, cloud access, and driver privacy
Some commercial systems face the road only; others also record inside the cab. Depending on the system, video may be combined with location, driving-performance information, or vehicle diagnostics and transmitted to cloud services accessible to authorized account holders such as drivers or fleet managers. That makes the deployment’s policies as important as the camera hardware.

What to check when evaluating a fleet camera system
A fleet should compare configurations and operating practices rather than assume every product called an AI dashcam does the same job. FMCSA advises selecting and using ADAS to fit operational needs. Relevant comparison points include:
- Camera view: road-facing only or dual-facing, including driver-facing recording.
- Recording behavior: event-triggered clips or continuous recording, and how an incident affects retention.
- Data integration: video alone or association with vehicle data and ADAS events.
- Storage and access: local storage or cloud upload, account permissions, and retention controls.
- Driver workflow: how alerts, coaching, and incident investigations are handled.
- Privacy practices: what is collected, who can access it, why it is retained, and how workers are informed.
The cited material does not provide a neutral head-to-head test of current vendors, so it cannot support a brand ranking. FMCSA’s 2020 disposition granting Samsara a limited five-year exemption to mount its AI Dash Cam lower in commercial-vehicle windshields was specific to that applicant, device, and the exemption’s terms; it is not a blanket mounting rule for other cameras. Check the current regulatory record for present-day compliance requirements.
