Valve says that a majority of titles played well at a 4K/60 target when FSR upscaling was enabled, but it also acknowledges that some games need more aggressive upscaling or a lower frame rate with variable refresh rate (VRR). Independent tests show why: demanding games may require reduced settings, disabled ray tracing, frame generation, or a lower internal resolution to approach 60 FPS.
What Valve actually promises
Valve’s product-page wording is deliberately qualified: it advertises “up to 4K gaming with FSR 4.1,” not native 4K at 60 FPS in every title. “Up to” describes a capability ceiling under suitable conditions, rather than a catalog-wide performance guarantee.

In a statement reported by PC Gamer in February 2026, Valve said: “In our testing the majority of Steam titles play great at 4K 60 fps with FSR on Steam Machine.” Valve also said that some games require more upscaling and that a lower frame rate with VRR may be preferable when preserving a 1080p internal resolution. The company was still working on HDMI VRR, investigating improved upscaling, and optimizing ray-tracing performance in its driver at the time of that report.
An earlier comment from Valve engineer Yazan Aldehayyat described an ambition to play “every game on Steam at 4K60” with some form of upscaling. That is an engineering goal, not evidence that every released game reaches the target under the same settings. The later “majority” wording and game-specific tests are the more useful guide for buyers.

4K output is not always native 4K rendering
The phrase “4K/60” can describe several very different experiences. A fair comparison must identify both the image sent to the display and the resolution rendered internally.
| Term | What the game does | What you should expect |
|---|---|---|
| Native 4K | Every frame is rendered at 3,840 × 2,160 before it is displayed. | Highest potential detail, but the heaviest workload and the least forgiving path to 60 FPS. |
| Upscaled 4K output | The game renders below 3,840 × 2,160, then an upscaler such as FSR reconstructs a 4K output image. | Higher performance with some loss of fine detail, stability, or clarity depending on the internal resolution and upscaler mode. |
| Frame-generated 4K/60 | The renderer produces fewer real frames and software synthesizes additional displayed frames. | A 60-FPS counter can coexist with a much lower underlying frame rate, plus possible latency or visual artifacts. |
Valve’s 4K/60 statement explicitly includes FSR, so it should be read as an upscaled-output target rather than a promise of native 4K rendering. When a review reports 60 FPS, check whether that number is the base rendered rate or the displayed rate after frame generation.
What independent tests show
Published reviews are not a catalog-wide statistical sample, and their settings are not identical. They nevertheless demonstrate the range of outcomes a player can encounter.

| Game | Configuration reported by the reviewer | Result | Important qualification |
|---|---|---|---|
| Cyberpunk 2077 | 4K output, Medium settings, FSR Performance, 2× frame generation | About 58–61 displayed FPS | The reviewer estimated the underlying rendered rate at roughly 30 FPS and noted added latency and image-quality problems during fast movement and in detailed scenes. |
| Forza Horizon 6 | 4K output, High settings, FSR Performance | Close to smooth 4K play | Ray tracing had to be disabled for a 60-FPS target, with occasional dips into the low 50s. |
| Lego Batman: Legacy of the Dark Knight | 4K output, Medium settings, FSR Performance, frame generation | Just reached 60 FPS | Occasional dips and noticeable latency were observed. |
| Total War: Warhammer III | 4K Ultra, and separately 4K Low; no upscaling or frame generation specified for the table | 24 FPS Ultra; 35 FPS Low | The figures show how far a demanding strategy title can be from 60 FPS when rendering at the stated output without reconstruction techniques. |
| Cyberpunk 2077 | 4K Ultra and 4K Low in TechRadar’s table; no upscaling or frame generation specified | 17 FPS Ultra; 38 FPS Low | These are configuration-specific measurements, not a universal limit for the game. |
| Civilization VII | High settings, FSR 1, balanced MSAA | 56 FPS at 4K output | Near 60 FPS, but still below the target in the cited test. |
| Shadow of the Tomb Raider | Highest preset | 47 FPS at 4K output | The result illustrates the cost of a top preset even without a 60-FPS lock. |
| Marvel Rivals | Ultra settings with balanced upscaling | 22 FPS at 4K output | Balanced reconstruction alone did not make the Ultra configuration a 60-FPS experience. |
These numbers should not be averaged. They come from different games, presets, upscalers and test procedures. Their common lesson is that “4K/60” depends on the internal resolution, image reconstruction, ray tracing, frame-generation mode and the size of frame-rate dips.

Why frame generation can make a 60-FPS counter misleading
Frame generation inserts synthesized frames between conventionally rendered frames. It can make camera motion appear smoother, but it does not provide the same input response as doubling the game’s real rendering rate.
In the Cyberpunk 2077 test, approximately 30 underlying frames were turned into 58–61 displayed frames through 2× generation. That result may look fluid in a slow traversal, while aiming or turning quickly can reveal latency and reconstruction artifacts. The Lego Batman test similarly reached the target only with frame generation and still showed latency.
When judging a game, record both figures: the base rendered FPS and the displayed FPS after generation. Also note whether the review mentions ghosting, shimmering, broken detail in motion, or delayed controls. A generated 60 may be preferable to a native 30 for some players, but it is not equivalent to a genuinely rendered 60.

How VRR changes the practical target
Variable refresh rate lets a compatible display change its refresh timing to match the game’s changing frame rate. Instead of forcing a fixed 60-Hz cadence that can expose stutter when performance falls to 52 or 56 FPS, VRR can present those frames at their natural timing.

Valve identified a lower frame rate with VRR as a possible choice for games that need to preserve a 1080p internal resolution. That trade-off can look better than pushing an unstable reconstruction mode to claim 4K/60. It does not turn 40 or 50 rendered frames into 60; it reduces judder and tearing while the frame rate varies.
Support and behavior may depend on the display connection, game, operating-system build and graphics driver. Valve said it was working on HDMI VRR in February 2026, so buyers should verify the current support status for their specific television or monitor rather than assuming every HDMI setup behaves identically.
A practical settings path for each game
There is no single preset that works across the Steam catalog. Use a repeatable order so you know which compromise produced the result.

Select the game’s 3,840 × 2,160 output and disable frame generation. Record the average and the worst recurring dips in a representative scene, not just the opening menu.
- Choose an upscaler mode. Move from Quality to Balanced, then Performance only as needed. Confirm the internal resolution associated with each mode; “4K output” alone does not identify it.
- Reduce the expensive settings first. Ray tracing, global illumination, volumetric effects, shadows and reflections often cost more than texture quality. Lower one group at a time so you can see the visual benefit of each change.
- Test frame pacing. A high average with frequent stutters is less convincing than a lower but stable rate. Include busy combat, driving, large cities or late-game battles where the engine is under its greatest load.
- Add frame generation only after the base rate is acceptable. If the underlying rate is around 30 FPS, generated frames may improve motion but can retain 30-FPS input response. Check for artifacts before treating the displayed counter as success.
- Enable VRR when the display supports it. Set a sensible frame-rate cap if recommended by the game’s documentation or display behavior, then check for tearing, flicker and uneven pacing.
- Record the complete configuration. Write down the game patch, SteamOS and driver version, preset, ray-tracing state, upscaler mode, internal resolution, base FPS and displayed FPS. Without those details, another person’s “4K/60” result is difficult to reproduce.
Why some Steam games will miss 4K/60
GPU-heavy rendering
Native 4K multiplies the number of pixels that must be shaded. Ray tracing and complex lighting add further work, which is why Forza Horizon 6 required ray tracing to be disabled for a 60-FPS target and why Ultra configurations in other tests fell well below it.

CPU and simulation limits
Large strategy maps, crowds, physics and streaming can constrain the CPU even when lowering resolution helps the GPU. An upscaler cannot remove a simulation bottleneck, so a game may remain below 60 despite a lower internal pixel count.
Engine and patch differences
Performance can change with a game update, shader-cache state, SteamOS build or driver revision. Results from one review date should be treated as a snapshot of that software combination, not a permanent specification.
Image-quality and latency trade-offs
More aggressive upscaling can soften fine text, produce shimmer or break up detail in motion. Frame generation can add latency. A nominal 60-FPS reading therefore does not settle whether the experience is preferable; the acceptable balance depends on the game and the player’s priorities.

Compatibility is different from performance
A game launching successfully, receiving a compatibility label or running through a translation layer answers whether it works at all. It does not establish a 4K/60 result. Verification systems generally focus on launch behavior, controls, text readability and other usability checks, while performance depends on the title’s workload and chosen settings.

For a purchase decision, look for a test using the same output resolution, upscaler, preset, ray-tracing setting and frame-generation mode you intend to use. A compatibility check is useful evidence that the game can run; it is not a frame-rate promise.
How to judge your own library
Sort games by the experience you value rather than by a single headline number.
- Competitive or reaction-heavy games: prioritize a high base rendered rate and low latency. Disable frame generation if its delay or artifacts interfere with control.
- Cinematic single-player games: a stable lower rate with VRR may be preferable to an unstable 60, especially when preserving image quality matters more than response time.
- Strategy and simulation games: test late-game turns, crowded battles and large maps. These workloads can expose CPU limits that a short graphics benchmark misses.
- Ray-tracing showcases: decide whether lighting effects are worth lowering the internal resolution or accepting a frame rate below 60.
- Living-service games: retest after major patches. The same upscaler and preset can behave differently after an engine or driver update.
There is no published, quantified percentage for the share of the entire Steam catalog that sustains 4K/60 on Steam Machine. “Majority” is Valve’s qualitative description of its testing, while the available review measurements are individual game results. Treat any precise catalog-wide percentage as unsupported unless Valve publishes one.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteBottom line for buyers
Steam Machine can deliver a convincing 4K-output experience at or near 60 FPS in many games when FSR and sensible settings are used. It cannot guarantee every Steam title at native 4K and 60 FPS, and even upscaled 4K/60 may involve disabled ray tracing, Performance-mode reconstruction, frame generation, occasional dips or a lower underlying frame rate.
The reliable way to evaluate a title is game by game: identify the internal resolution, separate base and generated frames, note the preset and ray tracing, watch the dips, and decide whether image quality, latency, smooth pacing or visual effects matter most. That approach tells you far more than a universal “4K/60” label.
