Yes—but not in the way a heavy-lift cargo or hobby drone might. Passenger-carrying electric vertical takeoff and landing (eVTOL) aircraft exist. One documented example is EHang’s pilotless EH216-S, which EHang says received certification from China’s Civil Aviation Administration (CAAC). That approval does not make an ordinary drone suitable for a passenger or authorize the aircraft in every country.
What “a drone that can lift a person” means
A drone’s ability to lift a heavy object is not the same as approval to carry a person. Passenger transport calls for an aircraft designed and certified for human carriage, along with an authorized operator and permission to conduct the intended operation. Payload capacity alone establishes none of those things.

The relevant category here is passenger eVTOL aircraft: electric aircraft that take off and land vertically. Some are designed for pilotless operation. They are aircraft systems, not simply oversized consumer quadcopters.

A documented passenger aircraft: EHang’s EH216-S
EHang reports that CAAC issued the EH216-S type certificate on October 13, 2023, and its production certificate on April 7, 2024. On March 28, 2025, the company reported that CAAC issued the first batch of operator certificates for human-carrying pilotless aerial vehicles. EHang says the authorized operators can conduct human-carrying services, and describes sightseeing and other services at operating sites in Guangzhou and Hefei. EHang’s certification chronology and announcement about the operator certificates document those company-reported milestones.

These certificates address different parts of the system. A type certificate concerns an aircraft design; a production certificate concerns approved production; and an operator certificate concerns the organization conducting operations. The milestones show that a passenger-carrying pilotless aircraft has passed regulatory steps in China. They do not establish current flight schedules, ticket availability, nationwide service, or approval outside China.
Why a cargo drone’s lift rating is not enough
Carrying a person creates risks and obligations that a load rating does not address. The aircraft must be suitable for human carriage, the specific design and aircraft must satisfy applicable airworthiness requirements, and the operator must meet the rules for the operation. A successful lift demonstration with an inanimate load—or a listing that advertises a large payload—does not show that a drone is safe or legally permitted to carry a passenger.

The FAA explains that it evaluates powered-lift certification requirements by considering an aircraft’s design, production, airworthiness, and operation. Its Advanced Air Mobility overview describes that framework. In October 2024, the FAA adopted a final rule covering powered-lift pilot and instructor qualifications and training, as well as operating rules; the agency’s announcement of the rule explains its scope.

An approval from one aviation authority is not a universal permit. The EH216-S milestones cited above are CAAC approvals in China. They do not establish that a reader can buy, register, or fly the aircraft—or offer passenger service—in another jurisdiction.

Rules differ by region and aircraft category. In the European Union, EASA’s consolidated UAS rules place operations involving the transport of people in the certified category, with requirements that include aircraft and operator certification and, where applicable, remote-pilot licensing. See the June 2026 revision of EASA’s Easy Access Rules for Unmanned Aircraft Systems.
In the United States, the FAA’s rules for small drones operating over people concern risk to people on the ground; they are not permission to carry a passenger. The agency’s overview of operations over people addresses that separate subject. For a proposed passenger flight, check the relevant aviation authority’s rules and the specific aircraft and operator approvals rather than relying on a cargo-drone specification or a general drone rule.

What to verify before treating a passenger drone as a real option
- Aircraft approval: Is this exact aircraft design approved to carry people by the regulator responsible for the flight?
- Operator authority: Does the organization offering the flight hold the required operating certificate?
- Location and operation: Does approval cover the intended country, route, site, and type of service?
- Current availability: Is the service actually operating and accepting passengers now? A certificate or company announcement alone does not answer that.
- Operating arrangement: Is the aircraft piloted onboard, remotely operated, or using another approved arrangement? Verify the model and rules for the particular aircraft rather than assuming all passenger eVTOLs work alike.
