Yes, a future Bitcoin migration could lock out owners who do not upgrade, but that is not happening on the Bitcoin mainnet today. Draft BIP-361 describes a staged sunset of legacy ECDSA and Schnorr signatures. In its later phase, both the sender and receiver would need upgraded software, leaving incompatible or inactive wallets unable to transact. The proposal is not an activated Bitcoin rule, and a numbered BIP does not by itself represent community consensus.
The practical risk has two parts: quantum computers could eventually threaten exposed public keys, and a consensus upgrade could impose deadlines or compatibility requirements. Whether either event affects your coins depends on the output type, key exposure, final activation rules, wallet support and the existence of a workable rescue path.

What “locked out” would mean
Lockout does not necessarily mean that the coins disappear from the blockchain. It can mean that a wallet can no longer create a transaction accepted by the network, cannot receive from ordinary wallets, or cannot satisfy a new rule requiring a quantum-resistant output or signature.

It follows the introduction of a post-quantum output type with a pre-announced retirement of legacy ECDSA and Schnorr signatures. The transition would occur in phases rather than as an immediate freeze. Owners who migrate in time could continue using their funds; owners with incompatible software, inaccessible backups or outputs without a usable rescue route could be stranded after an activated deadline.

This is a proposal, not a current Bitcoin rule. The BIP-3 process explicitly says that “BIPs do not define what Bitcoin is” and that individual BIPs do not represent Bitcoin community consensus or a general implementation recommendation. No cited source establishes a mainnet activation date.
How BIP-361’s proposed phases could restrict legacy wallets
| Stage in the draft | Effect on legacy funds and wallets | What an owner would need |
|---|---|---|
| Before Phase A | Legacy wallets can transact under existing rules while migration is available. | Install compatible software and move funds before any enforced restriction. |
| Phase A | Wallets would stop sending funds to quantum-vulnerable addresses. A non-upgraded wallet could no longer receive from other wallets and could send only to upgraded wallets. | A wallet that can create and use the proposed quantum-resistant output, plus a recipient that supports it. |
| Phase B | Legacy spends would be restricted through a quantum-safe rescue protocol. Both sides of a transaction would require upgraded wallets. | Supported wallet and node software, valid migration transactions and, where needed, an available rescue mechanism. |
The wording matters: these restrictions would apply only if a final proposal were adopted and activated with those rules. The draft also acknowledges that rescue coverage is uncertain. It says no rescue protocol is currently believed possible for P2PK UTXOs because no knowledge asymmetry is known. In plain language, some old outputs may not contain enough information that a new rule could use to prove rightful control without exposing the same secret to an attacker.
Why quantum computing creates a spending risk
Bitcoin’s signature systems rely on elliptic-curve cryptography. A cryptographically relevant quantum computer could, in principle, derive a private key from an exposed public key. That creates a theft risk before any protocol sunset: an attacker could try to spend an output after recovering its key.
BIP-360 separates this threat into long-exposure and short-exposure attacks. Long-exposure attacks target public keys that remain visible for a long time, giving an eventual quantum attacker an extended opportunity. Short-exposure attacks attempt to recover a key in the brief interval between a transaction revealing the public key and its confirmation.

Outputs most exposed to long-term key recovery
- P2PK outputs: the public key is included directly in the output and is therefore exposed from creation.
- Reused outputs: spending an address can reveal its public key; reusing that address exposes the key again and increases long-term exposure.
- Taproot outputs: the key-path spend uses a public key that is vulnerable to a sufficiently capable quantum attack over long exposure.
- Hashed outputs: the public key is hidden until the owner spends, but becomes exposed at that point. They can then be vulnerable if the key remains usable for an attacker.
Exposure is not the same as immediate loss. A quantum computer capable of practical key recovery has not been demonstrated, and the cited material does not establish when one might exist. It does mean that output type and address-reuse history are relevant when planning a migration.
What BIP-360’s P2MR proposal would and would not solve
BIP-360 proposes Pay-to-Merkle-Root (P2MR), an output design that removes Taproot’s quantum-vulnerable key-path spend. Its initial purpose is to reduce long-exposure risk by avoiding the public-key path that an attacker could target over time.
P2MR is not a complete post-quantum signature system. The proposal does not itself protect against short-exposure attacks; comprehensive protection would still require future post-quantum signatures. P2MR also creates a compatibility issue: older wallets and nodes may not understand the new output type. A migration therefore needs both wallet software that can construct and spend P2MR outputs and node software that validates them.

Could an old wallet stop receiving or sending?
Under the BIP-361 sequence, yes. Before Phase A, an old wallet could continue using legacy transactions. After Phase A, it would no longer be able to receive from other wallets because senders would be prohibited from paying quantum-vulnerable addresses. It might still send, but only to upgraded destinations. After Phase B, the transaction would require upgraded software on both sides, subject to the rescue rules for legacy outputs.
Several failure modes could produce that result:
- The wallet never adds support for the activated output or signature type.
- The wallet can display a balance but cannot construct a valid migration transaction.
- A node or service rejects the new output because its software predates the activation.
- An owner loses the seed, passphrase or signing device needed to migrate before a deadline.
- The output is a P2PK coin, or another legacy output for which no rescue protocol is available.
- Exchanges or custodians pause deposits and withdrawals while they update, leaving a temporary operational lockout even if the consensus rules permit spending.
These are distinct from a blockchain “freeze.” The coins remain recorded in an unspent transaction output, but the owner may lack a transaction that miners and nodes will accept.
Is an upgrade already happening?
No. The supplied evidence identifies BIP-361 as a draft and BIP-360 as a proposal. A BIP number is not an activation signal, and the BIP process warns that proposals may never be adopted. No cited source provides a finalized Bitcoin post-quantum signature scheme, a deployment mechanism, an activation date or a verified list of compatible wallets and hardware.
External policy milestones explain why the subject is receiving attention, but they are not Bitcoin deadlines. BIP-360’s 2026 discussion reports that the Commercial National Security Algorithm Suite (CNSA) 2.0 describes software and networking equipment as needing post-quantum upgrades by 2030. It also reports NIST IR 8547 planning ECC disallowance in U.S. federal systems after 2035, with a hybrid-cryptography exception. Those dates concern government and industry migration planning, not a rule that automatically changes Bitcoin.

On July 28, 2026, NIST stated that three finalized post-quantum cryptography standards remained unaffected by the withdrawal of HAWK from consideration and were ready for implementation. NIST’s advice—“Now is the time to migrate to new post-quantum encryption standards, before quantum computers put today’s encryption at risk”—is general standards guidance. It does not certify a Bitcoin wallet or settle which signature scheme Bitcoin will use.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What owners should check now
- Identify the output type. Determine whether each holding is P2PK, a reused address output, Taproot, or a hashed output such as a traditional pay-to-public-key-hash arrangement. Your wallet’s transaction details or a block explorer can show the script type, but do not paste seed phrases or private keys into a website.
- Check public-key exposure. P2PK and previously spent or reused outputs have exposed keys. A hashed output normally reveals its public key when spent. Record this for planning rather than assuming every address has the same risk.
- Track proposal status. Look for an actual activation proposal, deployment parameters, release notes and a defined transition period. A draft document alone does not require moving coins.
- Verify wallet capabilities. Ask whether the wallet can create, receive and spend the specific output type adopted by the network. “Supports post-quantum cryptography” is too vague unless the software names the Bitcoin output and signature rules.
- Verify node validation. A signing wallet and the node broadcasting its transaction must recognize the same rules. BIP-360 specifically warns that older nodes may not understand P2MR.
- Secure recovery material. Keep seed backups, passphrases and any required derivation information available before migration. A technically compatible wallet cannot move coins without the keys.
- Plan for service dependencies. Confirm that exchanges, custodians and payment services will accept the destination output and process withdrawals during the migration window.
- Budget for network conditions. Transaction fees, congestion, transaction size and the time available before any deadline are not fixed by the drafts. Recheck them when an activated design exists and avoid waiting for a congested final day.
How different holdings could fare
| Holding or behavior | Quantum exposure described in the proposals | Migration concern |
|---|---|---|
| P2PK | Public key is exposed from the outset and is listed as fundamentally vulnerable to long exposure. | BIP-361 says no rescue protocol is currently believed possible for P2PK because no knowledge asymmetry is known. |
| Reused address | Spending exposes the public key; reuse maintains an exposed key. | Move only through a transaction type accepted by the final activated rules and preserve a tested backup. |
| Taproot output | Taproot key-path outputs are listed as vulnerable to long exposure. | P2MR could remove the key path, but it does not itself provide short-exposure protection or a complete PQ signature solution. |
| Hashed output not yet spent | Public key is hidden until spending, then becomes exposed. | The first spend may need to go directly to an upgraded output if a sunset is active. |
Lost or inactive coins create a policy question as well as a technical one. A sunset could make unresponsive owners unable to move funds, while a rescue design might deliberately limit which legacy outputs can be recovered. The drafts do not establish a universal treatment for lost coins.
Questions to ask before moving BTC
Do I need to move BTC to a new address now?
There is no activated rule in the cited material requiring an immediate move. Do not send coins solely because a draft BIP has been published. Instead, inventory your outputs, keep backups usable and wait for a concrete deployment specification that identifies the accepted destination type and deadline.

Not necessarily. An old wallet might continue to display balances or create transactions under a compatibility period. Under the BIP-361 draft, restrictions would tighten by phase, and the wallet could eventually be unable to receive or spend. The exact behavior would depend on the final consensus rules and the wallet’s implementation.
Best Value
Are Taproot coins automatically unsafe?
No. The proposals identify Taproot’s key path as vulnerable to long exposure, not as an immediate loss mechanism. P2MR targets that path, while short-exposure protection would still require post-quantum signatures.
Can a rescue protocol recover every old coin?
No guarantee exists. BIP-361 specifically says a rescue protocol is not currently believed possible for P2PK UTXOs and does not establish complete coverage for every legacy output.
Could an exchange lock me out even if Bitcoin consensus does not?
Yes, temporarily. Exchanges and custodians may suspend deposits or withdrawals while updating their software. Their support and timing are operational decisions, separate from whether a transaction is valid under consensus rules.
What would prove that migration is real?
Look for an adopted proposal, a documented activation or deployment mechanism, released wallet and node implementations, tested migration procedures and published service support. None of those items is established by the drafts alone.
Bottom line for Bitcoin owners
A post-quantum upgrade could lock out a Bitcoin owner who misses a sunset, uses incompatible software, cannot access the signing keys or holds an output without a rescue path. BIP-361 describes that possibility, and BIP-360 addresses one part of the exposure problem through P2MR. Neither proposal is an activated Bitcoin rule, and no current evidence supplies a date, universal rescue method or guaranteed wallet compatibility.
The sensible preparation is operational: know which output types you own, avoid unnecessary address reuse, maintain recoverable backups, monitor activation evidence and verify wallet, node and service support before sending funds. Treat 2030 and post-2035 policy milestones as reasons to plan, not as Bitcoin deadlines.
