It can, but there is no reliable evidence that a 24/7 stream of public-domain films will predictably attract subscribers. Treat it as an experiment, not a growth guarantee: YouTube’s live features may help people discover or interact with a stream, but they do not establish that viewers will find or subscribe to a particular film channel. Rights clearance and YouTube’s separate monetization policies also matter.
What a 24/7 film stream can—and cannot—do for growth
An always-on stream gives viewers a continuous place to watch and, depending on the format, may support live interaction. That is not the same as a discovery strategy. YouTube’s guidance describes features for live streams, but does not provide a subscriber benchmark or promise for continuous public-domain-film channels. There is no supported growth rate to use for forecasting.

Whether this format works for a particular channel is an empirical question. Test it against clear goals: attracting new viewers, converting viewers to subscribers, encouraging repeat viewing, and sustaining interaction. Treat these as things to measure, not outcomes caused by streaming around the clock.
Choose a format to test, not a presumed winner
YouTube distinguishes stream formats and their features. For example, vertical live streams can be discoverable in the Shorts feed, while horizontal streams support live ad features. Those differences may affect how people encounter or experience a stream; they do not establish that either format will grow a public-domain-film channel faster. Compare formats deliberately rather than assuming “24/7” itself drives discovery.

How to run a useful pilot
- Set a limited test period and a recognizable programming identity. Decide what the channel is offering—such as a particular era, genre, or editorial theme—and keep the schedule and presentation consistent enough to evaluate.
- Decide which format to test. Choose vertical or horizontal based on the viewing experience and YouTube features you want to assess. If comparing them, avoid changing several other parts of the programming at the same time.
- Add original context where it fits. A host introduction, commentary, critical framing, or other meaningful editorial contribution can make the channel more distinctive and is relevant to reused-content review. Do not assume that a title card or continuous playlist alone makes a film channel original.
- Record a baseline and review results. Track viewers, returning viewers, watch time, chat participation, and subscriber conversion. Compare results across programming or format tests; these measurements help describe what happened but do not, by themselves, prove why.
- Review the rights and policy position before expanding. Clear each film and its component material for the intended territories, and assess monetization separately from copyright permission.
Public domain does not automatically mean safe to stream worldwide
Check each title, version, territory, and element rather than relying on a broad label. The U.S. Copyright Office’s current guidance says works published in the United States before January 1, 1931, are in the public domain in the United States because their copyright protection has expired. The Library of Congress gives a film-specific statement that films made before January 1, 1923, are public domain and may be duplicated unless donor restrictions apply. These statements come from different sources and contexts; neither is a worldwide clearance rule, and neither settles the status of every film.
Later films can require title-specific research. The Library of Congress notes that many later films remain protected and that ownership-record searches may be needed. A film appearing on an archive website does not, by itself, grant permission to reuse it. The Library of Congress advises users to assess restrictions for their intended use.

Check the whole version, not just the film title
- Film and territory: Record the evidence for the exact film and the places where the stream will be available. A U.S. public-domain conclusion should not be extended automatically to other countries.
- Soundtrack and music: Confirm the rights needed for the audio as well as the images. YouTube’s livestream terms require the streamer to have the necessary rights for live content, including music licensing rights.
- Underlying and added material: Consider the screenplay, score, restoration, intertitles, subtitles, and any other material in the version you plan to show. The Copyright Office notes that some foreign works had U.S. copyrights restored and that underlying works can matter in film publication analysis.
- Restrictions and records: Keep evidence supporting the status of each film and soundtrack, and check any archive or donor restrictions. An online copy’s availability is not proof of reuse permission.
YouTube’s livestream terms place responsibility on the creator to have the rights needed to exploit the live content through Google services and to comply with applicable laws. This is why “public domain” should be a conclusion supported title by title, not an assumption based on age or source.

A film may be legally usable and still present a monetization problem. YouTube’s reused-content policy is separate from copyright permission, license status, and fair use. It applies at the channel level, and reviewers may consider videos and the channel’s overall context. Repurposing existing films without significant original commentary, substantive modification, or educational or entertainment value can create monetization risk even when rights are cleared.

YouTube lists critical review, changed dialogue or voiceover, commentary, and editing that makes material substantively unique among examples that may be eligible for monetization. These are examples, not a guarantee of approval. A minimal overlay or simple playlist should not be treated as an automatic solution.
Monetization through the YouTube Partner Program is conditional on applying and being accepted, and individual features have their own eligibility requirements. For watch-hour qualification, public livestreams count only if they remain public, are not deleted, and are converted to VOD. Eligible partners may have access to Watch Page ads, YouTube Premium revenue, or fan-funding features, but none of these routes promises earnings from this format.

Keeping the stream live: DIY or cloud hosting
If you run a continuous stream yourself, the computer and internet connection doing the streaming must remain available; a failure at either end can interrupt the broadcast. That may suit a short pilot, but it creates an operational burden for a 24/7 schedule.
