It is not yet clear whether West Bengal electors whose deletion appeals are pending before appellate tribunals can use the Election Commission of India’s new special enrolment drive to apply through Form 6. The ECI has said people left out during or after the Special Intensive Revision (SIR) may apply for inclusion through continuous updation, but its 26 September 2026 announcement did not specifically address pending tribunal appellants. Hindustan Times reported that district officials it contacted lacked written clarification on this group.
What is unclear about the special drive?
The specific question is whether the 22.21 lakh people described as deletion appellants—with appeals against removal from the electoral roll pending before appellate tribunals—may file Form 6 during the newly announced drive. Hindustan Times reported that some district election officials believed they could not use the drive while their appeals were pending; others said the issue had not been discussed and that they had no written guidance. Those accounts are not a final ruling by the ECI. Hindustan Times, 2026

The distinction matters: the ECI’s general instruction covers people “left out” during or after SIR, while the reported uncertainty concerns people already pursuing a tribunal appeal against deletion. The announcement does not say whether applying through continuous updation affects, replaces or can proceed alongside such an appeal.
What the ECI has said
In a press note following its 26 September 2026 meeting, the ECI said: “Any person whose name has got left out during SIR or thereafter, and any person including young/ first-time voter, may apply to the concerned ERO, for inclusion of their names in the electoral rolls under the process of continuous updation.” It also said Chief Electoral Officers (CEOs), District Election Officers (DEOs) and Electoral Registration Officers (EROs) would launch a special enrolment drive. The guidance establishes a general route for people left out; it does not expressly settle how that route applies to pending tribunal appellants. How to read the reported figures
These counts refer to different administrative categories and should not be treated as interchangeable:
| Figure | What it describes | Source and date |
|---|---|---|
| 22.21 lakh | Deletion appellants seeking inclusion whose tribunal appeals were reported as pending | Hindustan Times report of figures attributed to an ECI submission to the Supreme Court, 2026. Source |
| 3.8 million | Total appeals reported as filed before West Bengal’s appellate tribunals, including the 2.2 million deletion appellants | Hindustan Times report of figures attributed to an ECI submission to the Supreme Court, 2026. Source |
| 6,006,675 | Cases marked “Under Adjudication” in the state CEO’s final SIR note | Office of the Chief Electoral Officer, West Bengal, 28 February 2026. This is a separate category; it is not a count of deletion appellants. Source |
| 64,452,609 | Electors on the final roll published on 28 February 2026 | Office of the Chief Electoral Officer, West Bengal, 28 February 2026. Source |
The state CEO’s note says names approved by judicial officers among the cases “Under Adjudication” were to be added through a later supplementary list. That figure should not be read as the number of people eligible to use Form 6 in the new drive.

Do not confuse the new drive with the earlier draft-roll claims period
The CEO West Bengal’s ASDD page describes people who appeared in the 2025 electoral rolls but were absent from the 2026 draft roll. It explains a draft-roll claims process in which aggrieved persons could submit Form 6 with a declaration and supporting documents, during a period the page gives as 16 December 2025 to 15 January 2026. Those dates belong to that earlier process; they are not established as the deadline for the newly announced special drive. The page also links Form 6 for inclusion of new voters and Form 8 for shifting, correction or replacement of an EPIC. CEO West Bengal ASDD SIR page

What voters can do now
- Check the current electoral-roll record. Use the live ECI or West Bengal CEO service, or contact the relevant ERO, to establish the person’s current status.
- Ask the ERO about the pending-appeal situation specifically. Explain that an appeal against deletion is pending and ask whether the current continuous-updation or special-drive process accepts a Form 6 application in that circumstance, and what documents or declarations are currently required.
- Keep the appeal and any new application distinct. The published ECI statement does not explain the effect of a Form 6 filing on a pending tribunal appeal. Seek current written instructions from the election authorities rather than assuming the processes are interchangeable.
The CEO’s ASDD page describes a past claims window and cannot confirm present requirements. The current ECI/CEO portal or the concerned ERO is the appropriate place to verify the live process.

Background: SIR process and safeguards
The Ministry of Law and Justice’s 25 July 2026 overview says Phase II of SIR, including West Bengal, ran from October 2025 to April 2026. Its account describes safeguards including prior notice and repeated visits, recorded reasons for deletions, publication of draft rolls with claims and objections, appeal routes, and involvement of political-party Booth Level Agents. It also summarizes the Supreme Court’s 27 May 2026 decision as upholding SIR as within the ECI’s statutory mandate. These general process safeguards do not answer the narrower question of whether an appellant with a case still pending may also apply in the special drive.
