A California woman has been arrested on a federal complaint alleging that she acted as an unregistered agent of China and surveilled relatives of a senior Taiwanese official, including Taiwan President Lai Ching-te’s son, according to reporting on the FBI’s account. The Justice Department’s public summary does not name the alleged targets. The complaint is an accusation, not a conviction.
What prosecutors allege
The U.S. Department of Justice says Wanying Zhang, 34, also known as Heather Zhang, of Irvine, California, was arrested at Los Angeles International Airport on October 4, 2026, before a planned flight to China. A federal criminal complaint charges her with acting in the United States as an unregistered agent of the People’s Republic of China. Prosecutors allege the conduct took place from June through September 2025. The Justice Department’s announcement and the U.S. Attorney’s Office summary describe the allegations.

The alleged surveillance trip
According to the government’s account of the complaint, Zhang traveled to China in June 2025, met with PRC officials and was tasked with conducting surveillance in the United States. Prosecutors allege that on September 1, 2025, she and another person traveled from Orange County through Las Vegas to the Pacific Northwest and went to the targets’ residence.

Who was allegedly targeted?
The Justice Department’s public summary refers to family members of a high-ranking Taiwanese government official and does not name them. The AP reported that the FBI’s public account identified the president’s son as a target. CBS News, citing law-enforcement sources, identified him as Ting-Yu Lai. Taiwan’s Presidential Office condemned the alleged surveillance of President Lai Ching-te’s son; AP reported that the office confirmed relatives were targets but did not specify whether the son was among them. AP’s account and CBS News’ report provide those attributions.
What Taiwan said
On October 5, 2026, Taiwan Presidential Office spokesperson Karen Kuo condemned the alleged conduct, calling it a disregard for human rights and national sovereignty. She said Taiwan would work with the United States and other democratic allies to counter transnational repression. Kuo also said, “Such behavior should not be tolerated in the civilized world,” according to Focus Taiwan.

No conviction is reported in the available accounts. The case was announced as a federal criminal complaint, which sets out allegations and is not a finding of guilt. The Justice Department states: “A criminal complaint is merely an allegation.” It also says, “All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.”

AP reported on October 5, 2026, that Zhang had appeared at an initial hearing and had not yet been formally indicted. The report said a bail-or-detention hearing was expected on October 7. That is a dated procedural snapshot; it does not establish what the court decided afterward. The charges and court schedule may develop as the case proceeds.
