If you rent in a California building with shared solar, a battery is not automatically your investment—or your bill savings. First find out which tariff the property uses, what solar credits reach your utility account, and whether tenants pay for the battery or receive any added value from it.
Why solar exports may earn less than the electricity you buy
California’s Solar Billing Plan, formally the Net Billing Tariff (NBT) and often called NEM 3, compensates exported electricity according to its value to the grid. That value is not necessarily the same as the retail rate charged when you draw electricity. The California Public Utilities Commission (CPUC) says new interconnection applicants in covered investor-owned utility territories have taken service on the NBT since April 15, 2023. So “pennies per kWh” is not a dependable universal export price. Compensation depends on the applicable tariff and when electricity is exported, as well as the utility and account details. The CPUC’s consumer guide explains that a battery can store excess daytime solar energy for use in the evening; that can reduce the need to buy electricity later or shift exports to a different time. It does not, by itself, establish how much a particular renter will save. CPUC: California Solar Consumer Protection Guide

A renter in a multifamily building should not assume the economics of owning rooftop solar apply. Under the CPUC’s Virtual Net Billing Tariff (VNBT), the property owner establishes a prearranged allocation of generation credits among participating tenant and common-area accounts. Solar generation is metered onto the grid, and utility credits are applied to the accounts included in that arrangement. CPUC: Virtual Net Billing Tariff

The VNBT information mainly applies in PG&E, SCE, and SDG&E territories, and the CPUC identifies SOMAH/MASH exceptions. Ask the property manager which utility serves the building and whether the applicable arrangement is VNBT, a legacy Virtual Net Energy Metering (VNEM) arrangement, or an eligible SOMAH/MASH arrangement. The tariff and account treatment matter: residential beneficiary accounts under VNBT receive 15-minute interval netting of consumption against allocated generation, while other arrangements may treat credits differently.
Questions to put to the property manager
- Which tariff or program covers the building, and which utility serves it?
- Is your account enrolled to receive solar credits? If so, what share of generation is allocated to it?
- Can you see a recent utility bill showing how the credits appear on your account?
- Who owns and pays for the proposed battery, and will renters bear any direct or indirect cost?
- Is the battery intended for shared on-site use, export, backup power, or a combination—and how will any additional value reach tenant bills?
The tariff describes how credits can be allocated; it does not prove that a specific building’s battery will lower your bill. The allocation documents, utility bill, and payment terms are needed to determine that.

What a battery could change—and what it cannot establish
A battery can shift some daytime solar energy to later use or export. Under a tariff where export compensation varies with timing, storing energy may change when electricity is used or sent to the grid. But a building-wide system’s value depends on its tariff, operation, account allocations, and costs. A renter benefits only if the project’s arrangements pass some value through to that renter’s account or otherwise reduce costs the renter pays.

In a November 2023 fact sheet, the CPUC described an adoption-era VNBT design with a residential monetary adder lasting nine years, available to new customers for five years and stepping down over that period. This is historical tariff-design information—not a current per-kWh rate or a guarantee of eligibility. Check current tariff terms and eligibility before relying on it. If you are considering your own solar contract
An individual solar agreement is a separate decision from a landlord’s shared system. Review who owns the equipment, what payments you owe, whether the agreement can transfer, and what happens if you move before it ends. The CPUC consumer guide notes that with a power purchase agreement (PPA), the provider owns the system and sells its electricity; moving before the lease or PPA ends may require paying remaining value or transferring the agreement.
