Yes, non-Qataris can buy or hold specified property rights in Qatar, but eligibility depends on the property’s exact location, type and registered title. A purchase may also support a real-estate residence permit if it meets the applicable value and other conditions. Before paying or signing, verify the parcel and title with Qatar’s Ministry of Justice and establish separately whether the property qualifies for residence.
Who can buy property in Qatar?
Qatar does not give non-Qataris a blanket right to buy any property anywhere in the country. Under Law No. 16 of 2018 and implementing decisions, non-Qataris may own property or hold usufruct rights in designated areas and under specified conditions. The practical test is property-specific: a neighborhood name alone may not establish that a particular parcel or unit qualifies.

Freehold and usufruct: what right would you receive?
These are distinct legal rights. Confirm which one would be registered for the particular property; a listing’s use of the word “ownership” is not enough to establish the title.

| Right | What it means | What to verify |
|---|---|---|
| Freehold | Ownership in a designated freehold area. | That the exact parcel is in a current freehold area and that the deed registers the expected ownership right. |
| Usufruct | A right to use and lease property for a limited period. The Ministry of Justice FAQ states a maximum term of 99 years, renewable for a similar period. | The registered term, renewal provisions and any conditions attached to the right. |
Which areas are designated?
A Qatar Ministry of Justice announcement dated October 6, 2020, described nine freehold areas and sixteen usufruct areas under Cabinet Resolution No. 28 of 2020. It named freehold examples including West Bay, The Pearl, Al Khor Resort, Al Dafna administrative areas 60 and 61, Onaiza, Lusail, Al Kharaej and Jabal Thuaileb. Named usufruct examples included Msheireb, Al Sadd, Bin Mahmoud, Al Mansoura and Al Najma, among others.
The announcement’s area descriptions include administrative designations and grouped names. Treat these as examples, not a substitute for checking the current Ministry area tables against the parcel or registered property details. A broad label such as “Lusail” or “West Bay” does not by itself prove a specific unit’s eligibility or title type.

Can property ownership support residence in Qatar?
The Ministry of Justice describes real-estate residence approval for non-Qataris who own qualifying property in designated areas. Its service guidance, accessed October 7, 2026, lists the following property-value thresholds:

| Residence category | Value listed by the Ministry service | Additional detail |
|---|---|---|
| Real-estate residence permit | QAR 730,000 | The service page uses “exceed” for the threshold. |
| Permit with additional benefits, such as healthcare, education and investment | QAR 3,650,000 | The service page uses “exceed” for the threshold. |
The Ministry’s general ownership guidance and FAQ describe relevant thresholds as “not less than” or “at least,” rather than “exceed.” Because the wording differs, ask the Ministry to confirm the applicable valuation and rule for your case instead of assuming that a figure alone guarantees approval.

The Ministry’s ownership guidance, accessed October 7, 2026, also states that the described benefit categories require presence in Qatar for at least 90 days per year, whether continuous or intermittent. The service page lists a Qatari ID card or passport, an original title-deed copy and, for non-residents, a good-conduct certificate among the application documents. Confirm the current document list and conditions with the Ministry before applying. Property ownership and residence approval are related but separate determinations.
Are there exceptions for units outside designated areas?
The Ministry FAQ describes limited ways for non-Qataris to own certain units outside designated areas. It addresses separate units in residential complexes and separate office or shop units in commercial complexes and malls, subject to conditions. Among the stated restrictions are that an owner must not change the unit’s nature, form or external appearance, and must meet other applicable requirements. Do not assume that these provisions cover every apartment, shop or office outside the designated list; confirm the unit type and applicable conditions.

What happens with inheritance, vacant plots and disputes?
- Inheritance and bequests: The Ministry FAQ says ownership or usufruct may pass by inheritance in designated areas. For inherited or bequeathed property outside those areas, it describes a two-year transfer rule and a limited exception allowing one residential property of up to 3,000 square meters where the non-Qatari’s residence in Qatar is continuous. Confirm how the rule applies to the specific estate and current legal text with Qatar counsel.
- Vacant plots: According to the Ministry FAQ, a vacant plot in a freehold area must be built on within four years of registration. Check the deadline and any related obligations before buying land.
- Developer-owner disputes: The FAQ says these disputes are to be brought before Qatar’s courts.
How to check a property before committing
- Check the exact location. Compare the parcel or registered property details with the Ministry of Justice’s current designated-area information; do not rely only on a neighborhood label or sales description.
- Identify the registered right. Establish whether the deed provides freehold ownership or usufruct. If it is usufruct, review the term, renewal provisions and conditions.
- Confirm the property type qualifies. Check whether the property is a standalone property, a residential-complex unit, or a commercial-complex or mall unit, and confirm any use or alteration restrictions.
- Assess residence separately. Confirm the current valuation rule, annual-presence condition, application documents and eligibility for the particular residence category directly with the Ministry.
- Review the deed and contract. Check construction deadlines, permitted use, transfer conditions and other obligations with the Ministry or qualified Qatar legal counsel before signing or paying.
These checks reflect the Ministry’s published guidance; they are not a property-specific legal determination. The 2020 area announcement is useful for examples, but current Ministry tables and the registered details of the individual property should govern a buyer’s check.
