For organizations buying AI software or services, the lowest price is not necessarily the best value. A sound decision weighs the expected business outcome against performance in a realistic trial, data-handling requirements, vendor dependence, and the organization’s ability to oversee the system and change course. This article focuses on enterprise procurement; consumer AI shopping is a separate, narrower case.

Why price alone is an incomplete measure

An AI purchase is a commitment to a workflow, supplier, and set of dependencies—not just a model or a quoted rate. A low entry price may not deliver value if the system performs poorly on the work that matters, creates unexpected usage exposure, or is difficult to replace. Conversely, a higher price may be justified if the tool produces measurable benefits and meets the organization’s operating and governance needs.

Procurement already has a role in examining value beyond cost. Forrester’s 2026 business-buying research says procurement professionals are decision-makers in 53% of business buying cycles and scrutinize features and functions for efficiency and productivity. Forrester also reports that a typical B2B buying decision involves 13 internal stakeholders and nine external influencers. These are findings from Forrester’s research, not universal rates for every organization or purchase. Forrester’s 2026 findings

What to compare before choosing an AI vendor

Business outcome and evidence of value

Start by naming the task the system is meant to improve. Establish the current baseline and decide what result would count as success—such as improved efficiency or productivity—before comparing proposals. A vendor’s feature list is not evidence that the feature will produce the desired result in your workflow.

Observed performance in the real workflow

Where feasible, test candidate systems on representative tasks using the conditions and data the organization expects to handle. Evaluate not only whether the system succeeds on ordinary cases, but also how it handles errors, uncertainty, and exceptions. Forrester reports that more than 60% of business buyers use a trial, rising to 78% among buyers making purchases of $10 million or more. Those figures describe reported buyer behavior; they do not establish one trial format as suitable for every purchase. Forrester’s 2026 findings

Total and variable cost

Compare the vendor’s pricing metric with the workload you expect, including how costs could change as use grows. The evidence cited here does not establish a universal pricing model or cost formula, so build the comparison around each proposal’s actual terms and your expected use rather than assuming a particular billing structure.

Data handling and geographic requirements

Identify what information the system will process, where relevant data must be handled or stored, and which documented vendor controls matter to your organization. IBM Institute for Business Value’s 2026 survey found that 68% of surveyed executives said meeting data-residency and sovereignty requirements across geographies was challenging. Treat this as a signal to make geographic requirements explicit, not as proof that a particular vendor will or will not meet them. IBM’s 2026 AI sovereignty study

Dependencies, continuity, and exit options

Consider how difficult it would be to switch vendors or models, and what happens to the workflow if the service is unavailable. In IBM’s survey of 1,000 senior executives responsible for AI, data, technology, or related enterprise capabilities across 16 countries and 17 industries, 71% said switching their primary AI vendor or model would be difficult. The survey, conducted by IBM and Oxford Economics from February through April 2026, also found that 91% said they did not fully understand their organization’s AI dependencies. Those findings make dependency mapping and a practical exit plan important parts of procurement. IBM’s 2026 AI sovereignty study

  • The design with built-in RISC-V MCU supports low-power fast startup, 250ms fast capture, and simultaneous loading of AI model library, enabling facial recognition to be completed within 1 second

Resilience deserves similar attention: 81% of executives in that survey said a seven-day vendor outage would cause severe or critical disruption. Ask what continuity arrangements apply to the specific service and workflow under consideration instead of treating the survey result as a forecast for your organization. Governance and accountability

Before purchase, identify who will own implementation, monitor performance, make or review consequential decisions, and record lessons from deployment. The OECD’s 2025 report on governing with AI describes public-procurement uses that can include setting requirements, assessing bids, selecting suppliers, and checking regulatory compliance. It also highlights data governance, infrastructure, accountability, skills, and ongoing evaluation, as well as the prior question of whether AI is the right solution. Use the trial to answer buying questions

A trial is useful when it tests an actual decision rather than serving as a product demonstration. Define its scope, representative tasks, success measures, and failure criteria before comparing results. Include the people who will use or oversee the system, and keep track of the conditions under which results were obtained. Forrester’s findings show that trials are common among business buyers, but a trial is evidence for a decision—not a guarantee of performance after rollout.

Include acquisition and learning in the decision

AI procurement can take different forms: an agency or organization may direct the acquisition or follow a vendor-driven approach; the arrangement may be a contract or another agreement; and AI may arrive as a product or as an ongoing service. These distinctions affect what the buyer needs to evaluate and govern.

In an April 2026 review, the U.S. Government Accountability Office examined 13 AI acquisitions at the Departments of Defense, Homeland Security, and Veterans Affairs and the General Services Administration, along with 44 contracts and agreements awarded between September 2018 and February 2025. GAO found that the selected agencies were not systematically collecting lessons learned from acquisitions and made four recommendations to improve collection and sharing. The review is specific to those selected federal agencies; it is not a representative survey of government or commercial buyers. Its practical lesson for an organization is to plan how acquisition experience will inform future decisions. GAO, Artificial Intelligence Acquisitions: Agencies Should Collect and Apply Lessons Learned to Improve Future Procurements

If you mean buying as a consumer

Consumer shopping is not the same as enterprise vendor selection: a household buyer generally needs to decide how much control to retain over an individual purchase, not map organizational dependencies or govern a business workflow. A Gartner survey release dated May 27, 2026, reported that 31% of 322 U.S. consumers surveyed in January were willing to let AI narrow household-supply options, and 28% were willing to let it narrow personal-electronics options. Willingness to let AI make the purchase decision topped out at 11% across lower-stakes categories. These reported attitudes distinguish help with finding options from handing over the final decision; they do not predict what any individual will prefer. Gartner’s May 2026 survey release
