For covered UK and EU flights, the standard remedy is 30%, 50% or 75% of the price attributable to the affected flight, depending on distance. Under US Department of Transportation (DOT) rules, if you take the downgraded flight, the airline owes the difference between the original and downgraded fares. These are different legal calculations—not a universal compensation scale.
First check which rules cover your flight
The route and operating airline matter. UK downgrade rules cover flights departing the UK on any airline, flights arriving in the UK on a UK or EU airline, and flights arriving in the EU on a UK airline, according to the UK Civil Aviation Authority (CAA). A US departure may instead fall under US DOT rules. Other countries may have different laws, and the rules below do not establish your rights everywhere.

How UK and EU downgrade reimbursement is calculated
Article 10(2) of Regulation (EC) No 261/2004 sets reimbursement as a percentage of the price attributable to the flight on which you were downgraded. The band depends on that flight’s distance:
#1 Best Overall
| Affected flight distance | Reimbursement |
|---|---|
| Up to 1,500 km | 30% of the affected flight’s price |
| Over 1,500 km within the EU, or other flights between 1,500 and 3,500 km | 50% of the affected flight’s price |
| Other flights over 3,500 km | 75% of the affected flight’s price |
The CAA presents these practical distance bands in its passenger guidance. A passenger placed in a higher cabin may not be charged extra.
Use the downgraded segment, not automatically the whole ticket
If only one leg of a return or connecting itinerary was downgraded, do not automatically apply the percentage to the full itinerary. The CAA’s February 2017 CAP 1500 compliance report summarizes the calculation as applying to the flight on which the downgrade occurred. If that flight has a separately stated price, use it. If it does not, the report’s summary of CJEU case C-255/15, Mennens v Emirates, describes allocating a share based on the affected flight’s distance relative to the total distance. Taxes and charges that do not vary by cabin are excluded under that interpretation.
Ask for the airline’s calculation
The CAA says the airline should explain how it calculated the reimbursement. Its 2017 report describes payment within seven days as the expected timing for automatic reimbursement. That is the regulator’s guidance; it does not mean every claim is processed automatically or on time in practice.

If you continue travelling after an involuntary downgrade on a flight covered by US DOT refund rules, the remedy is the fare difference—not a refund of the whole ticket and not the UK/EU percentage schedule. DOT states: “If the downgraded consumer continues to travel on the flight, the consumer is not entitled to a refund of the full airfare, but the airline must refund the difference between the original fare and the downgraded fare.” See the DOT’s refund guidance.
If, because of the involuntary move to a lower class, you decide not to travel or accept travel credits, vouchers or other compensation offered, DOT says you are entitled to a refund. The specific result depends on what travel you took or declined and the circumstances of the itinerary.
A downgrade is not the same as being bumped
An airline may explain a downgrade by referring to an oversold flight, but that does not automatically make denied-boarding compensation the right remedy. DOT lists downgrade reimbursement separately: a passenger downgraded and continuing to travel is due the fare difference. Involuntary denied-boarding compensation has its own eligibility conditions, described on the DOT’s bumping and oversales page. Do not assume both remedies apply simply because the airline cites overbooking.

What “fair” means—and what it does not
For a claim, “fair” starts with the legal remedy applicable to your route and circumstances: a UK/EU percentage of the affected flight’s price, or a US fare-difference refund when you fly in the lower cabin. A goodwill offer such as extra miles, a voucher or additional cash is separate. The rules and sources here do not establish a universal customary goodwill amount, so compare any extra offer with the required reimbursement rather than treating it as the legal calculation.

How to make a downgrade claim
- Identify the flight and carrier. Note the origin, destination, date, operating airline and exact segment where you were moved to economy. Record whether you travelled in the lower cabin, declined travel or accepted an alternative.
- Gather your records. Keep the original itinerary and fare receipt, ticket, boarding pass, any evidence of the cabin or seat assigned, the downgrade notice and messages explaining the change. If you paid partly with miles or booked through a travel agent, retain those records too.
- Write to the airline. Request the downgrade reimbursement under the rules applicable to your route. Ask for a written breakdown identifying the affected-flight price and, if UK/EU rules apply, the distance band and treatment of taxes and charges.
- Check the amount against the right basis. For a UK/EU claim, check the percentage against the affected flight’s price rather than assuming it applies to unaffected legs. For a US claim after travel, check that the airline has calculated the difference between the original and downgraded fares.
- Escalate if the response is inadequate. For a UK complaint, the CAA’s guidance points passengers to the appropriate approved alternative dispute-resolution provider or to its Passenger Advice and Complaints Team, depending on the airline. Use the regulator or dispute route relevant to your flight.
Before accepting a voucher as full settlement, read its terms and check whether acceptance changes or waives any other rights. The rules described here do not establish the terms of a particular airline’s offer.

When the general calculation may not settle your case
The rules above do not resolve every valuation question—for example, how to value miles on an award ticket, which party is responsible in a complex codeshare, or whether a replacement itinerary legally counts as a downgrade. Those questions can turn on the ticket, carrier, fare and travel actually provided. If the airline’s breakdown does not address those details, ask it to explain its position and consult the relevant regulator or dispute-resolution route.
