Bureau of Almost-Happened Events: A Counterfactual Archive on a Document Graph

The Bureau of Almost-Happened Events is best understood as a document-centered counterfactual archive: readers explore an alternate scenario through connected records, people, places, organizations, and events. Its central promise is not that the alternate events happened, but that readers can see how a documented past, an explicit point of divergence, and imagined consequences fit together.

What kind of archive is the Bureau?

Rather than telling an alternate-history scenario only as a continuous narrative, a document graph lets readers move among records and the entities they mention. A reader might open a document, follow a link to a person or event, compare related records, and return to the source that began the trail. That is a useful design pattern, not a description of a finished Bureau interface or a decision about whether its graph would be visual, link-based, or both.

The idea has precedents in distinct kinds of projects. Beyond 2022 describes a virtual archive and knowledge graph intended to support discovery across reconstructed historical records, while tracking versions and provenance. THE OTHER INTERNET presents fictional records as interconnected entities and makes following links part of the experience. These examples suggest ways to organize exploration; neither establishes the Bureau’s technology or design.

How should the archive distinguish history from invention?

Every scenario should make three layers clear. First is the historical baseline: what a real source establishes, including its date and provenance. Second is the point of divergence: the specific moment or changed condition after which the alternate scenario departs from that baseline. Third are the counterfactual records and consequences, which are invented and should be labeled as fictional or speculative.

Those distinctions should remain visible wherever a reader encounters a record or claim. A practical set of proposed labels is:

  • Historical source: a real document or other source used as evidence.
  • Archival description: information describing or contextualizing a record.
  • Editorial interpretation: an explanation of what a source supports or how it relates to the scenario.
  • Counterfactual artifact: an invented document belonging to the alternate scenario.

These are editorial suggestions, not a universal standard. The important safeguard is to keep the identity of a real source separate from the identity of a fictional-world artifact. A convincing invented record should not acquire the appearance of historical evidence simply because it sits beside real documents in a polished archive.

How can readers trace a claim through the graph?

A useful record-level path is to inspect a document’s date and status, follow a linked person, place, organization, or event, and compare related records. For claims about the historical baseline, the archive should connect the claim to the source that supports it and make provenance inspectable. For invented consequences, links should clarify how the scenario develops without implying that its events are historically documented.

Connections can make consequences easier to explore, but a graph is not proof. A relationship displayed between two records does not by itself establish a historical claim. The graph should reveal where an assertion came from, distinguish evidence from interpretation, and mark the transition into speculation. Beyond 2022 offers a relevant example of attention to provenance and changing factoids; it does not prescribe a schema for this project.

What do other counterfactual archives demonstrate?

Before & After offers a visual example that explicitly distinguishes real source material from an imagined alternate-history transformation. Nexus Historia describes its scenarios as creative interpretations rather than established historical facts and advertises source-linked classroom timelines. That statement is the platform’s own framing, not an independent validation of its scenarios. THE OTHER INTERNET provides another useful precedent: a fictional archive can make its in-world institutional records and events legible as fiction while still inviting readers to follow connections.

Together, these projects illustrate different approaches to transparency and discovery. They do not establish one required format, nor do they determine the Bureau’s audience, historical period, geography, or technical architecture.

What remains to be decided about the Bureau?

The title establishes a counterfactual archive concept, but not its implementation. A project brief still needs to settle its intended readership, period and geography, point of divergence, record types, graph structure, and navigation method. Those choices shape what readers can discover and how clearly they can distinguish evidence from invention.

Counterfactual history can also be approached as a design practice; a scholarly search result titled “Counterfactual and alternative histories as design practice” is relevant at that broad level, but its available description does not support detailed claims about its methods or conclusions. Whatever form the Bureau takes, its reader contract should remain straightforward: real records establish the baseline, the divergence is explicit, and alternate records are clearly marked as imaginative work.
