There is no standard price tag for an AI data center. Public figures describe company commitments and global build-outs rather than one repeatable facility cost. The bill runs into billions because AI sites combine dense computing with redundant power, cooling, water, fire protection and industrial-grade security. Defending them is a separate, layered problem involving chips and firmware, networks, model weights, training data, software, people, buildings and geopolitical exposure.

What the published spending figures actually mean

Allianz Research reported about $210 billion in hyperscaler data-center capital expenditure related to AI deployments in 2024. That is a sector-wide, company-spending figure, not the construction cost of a typical site. Allianz Commercial also described a possible $500 billion Stargate investment over four years; that is a proposed program total, not a completed facility budget.

Figure What it measures Qualification
$210 billion Hyperscaler data-center capital expenditure related to AI in 2024 Allianz Research report, 2025; global spending aggregate
$100 billion Planned 2025 capital expenditure by Amazon Company budget cited by Allianz; much allocated to AI infrastructure
$75 billion Planned 2025 capital expenditure by Alphabet Company budget cited by Allianz; much allocated to AI infrastructure
$65 billion Planned 2025 capital expenditure by Meta Company budget cited by Allianz; much allocated to AI infrastructure
Nearly $3 trillion Potential global data-center spending through 2029 Morgan Stanley estimate cited by Allianz; forecast
Close to $7 trillion Estimated capital outlays for the global build-out by 2030 McKinsey estimate cited by Allianz; forecast
$500 billion Possible Stargate investment over four years Allianz Commercial description; proposed program total

These numbers show the scale of the market, not a universal per-site price. Location, grid interconnection, land, chip availability, redundancy target, water access and permitting can move a project budget dramatically.

Why an AI facility costs far more than an ordinary building

Power and electrical redundancy

AI accelerators draw concentrated, continuous power. A site needs utility feeds, substations, switchgear, uninterruptible power supplies and backup generation sized for the computing load. Operators commonly duplicate electrical paths so a failed component can be isolated without shutting down training or inference. Allianz expects worldwide data-center electricity demand to more than double by 2030, reaching approximately 945 TWh.

Cooling and water

High-density racks turn electricity into heat that must be removed continuously. Liquid-cooling loops, chillers, pumps, heat exchangers and controls add both capital and maintenance requirements. Allianz Commercial reports that a large data center can consume up to 5 million gallons (19 million liters) of water daily. The figure is a maximum reported for large facilities, not a universal daily usage rate.

Fire, continuity and industrial systems

Battery rooms and lithium-ion backup systems introduce thermal-runaway and fire risks. Detection, suppression, compartmentation and emergency procedures therefore belong in the initial design, not as a retrofit. Facilities also absorb the cost of physical security, monitoring, spare capacity and disaster-recovery arrangements.

Construction and supply-chain volatility

Allianz says a new data center costs three to four times as much per square foot as a typical office building. Inflation-adjusted data-center spending rose nearly 850% over the prior decade, including a 55% increase in 2024, according to the same report. Extreme heat, grid outages, tariffs, component shortages and permitting delays can add schedule and financing risk.

“The scaling of data center infrastructure at the scale and speed we’re seeing is unprecedented,” said Chris Fancher, US Head of Construction Property at Allianz Commercial.

Security is six connected layers, not a fence and cameras

New America’s framework, published September 4, 2025, treats AI infrastructure as six interacting security layers. It recommends combining technical controls, corporate policy and national governance across all of them.

Layer Assets at risk Typical failure or attack Control emphasis
Hardware and compute Accelerators, servers, firmware and management controllers Counterfeit or tampered components, malicious firmware, hardware compromise Supplier vetting, provenance records, secure boot, signed firmware and controlled maintenance
Network and storage Switches, links, storage systems and credentials Credential theft, lateral movement, interception or destructive access Strong identity, segmentation, encryption, immutable backups and anomaly monitoring
Model and data Model weights, checkpoints, training data and evaluation sets Exfiltration, poisoning, unauthorized replication or integrity loss Fine-grained authorization, encryption, lineage, approval gates and tamper-evident logging
Software and application Schedulers, orchestration, APIs, containers and dependencies Vulnerable code, poisoned packages, exposed interfaces or unsafe changes Secure development, dependency controls, vulnerability testing and controlled deployment
Physical access Buildings, racks, consoles, media and personnel Unauthorized entry, insider abuse, theft or sabotage Layered entry controls, escorts, surveillance, inventory and two-person procedures for sensitive work
Geopolitical Sites, suppliers, cross-border data and strategic capacity Export restrictions, coercion, disruption or state-linked targeting Jurisdictional planning, diversified suppliers, contractual safeguards and government coordination

What a successful compromise can do

A breach is not limited to stolen passwords. New America warns that attackers could exfiltrate model weights or training data, damage confidentiality and integrity, introduce vulnerabilities or bias, and make replication of an expensive model cheaper. Operational effects can include suspended training, corrupted checkpoints, unsafe model releases, unavailable inference services and loss of confidence in evaluation results.

Recovery therefore requires clean, offline or otherwise protected copies of data and weights; tested rebuild procedures; separated administrative identities; and a decision process for determining whether a model or dataset remains trustworthy after an incident. Physical and cyber response teams must be able to operate during utility, cooling or network failures.

Standards and policy that shape the design

NIST SP 800-239

NIST’s initial public draft of SP 800-239, published July 27, 2026, applies high-performance-computing threat-analysis methods to purpose-built AI infrastructure used for training, inference and applications. It compares AI data centers with traditional HPC environments across architecture, hardware, software stacks, workflows and storage, then identifies threats and possible mitigations. As an initial public draft, it is guidance for analysis rather than a claim that every operator already meets a finalized mandatory standard.

DHS critical-infrastructure guidance

A Department of Homeland Security framework dated November 14, 2024, advises cloud and compute providers to vet hardware and software suppliers, enforce strong access management, protect physical security, monitor anomalous activity and maintain clear reporting paths for suspicious or harmful activity. It also calls for secure-by-design practices and evaluations of AI failure modes and vulnerabilities.

Executive Order 14141

The order published January 14, 2025, directs federal agencies to identify sites for frontier-AI data centers and associated clean-energy facilities. Applicants are expected to provide financing, construction, training, safety and security plans, including personnel and material access requirements.

Contract conditions under the order call for cybersecurity, supply-chain and physical-security standards; clean power matched to data-center needs; reporting of relevant investment and financial capital; stronger safeguards for computing hardware on Defense-managed sites; and collaboration with NIST’s AI Safety Institute on model-risk evaluations. They also address electricity prices, water and energy efficiency, waste heat and community impacts.

A practical security program for an AI data center

  1. Map the assets and trust boundaries. Inventory chips, firmware, hosts, networks, storage, datasets, weights, orchestration systems, facilities, vendors and privileged personnel. Mark which assets can alter a model, training run or production decision.
  2. Threat-model all six layers. Document likely attackers, supply-chain dependencies, insider paths, physical entry points, utility failures and geopolitical constraints. Use NIST SP 800-239’s HPC comparison as an analytical starting point for AI workloads.
  3. Set identity and access rules before deployment. Use least privilege, phishing-resistant administrator authentication, separate break-glass accounts, time-limited maintenance access and approval for exports of weights or sensitive data.
  4. Segment and monitor the environment. Separate management, storage, training, inference and facility-control networks. Record administrative actions, model and dataset movement, firmware changes and unusual accelerator or storage behavior; define who investigates and who can isolate a workload.
  5. Assure suppliers and hardware. Vet manufacturers and integrators, record component provenance, verify firmware signatures, control substitution, inspect maintenance work and retain evidence for every high-value device.
  6. Protect recovery copies and practice restoration. Keep protected copies of critical data, code, configurations and model checkpoints. Test rebuilding a clean cluster and validating model integrity after credential theft, ransomware, corruption or a cooling outage.
  7. Exercise the physical and operational plan. Test fire response, battery incidents, loss of grid power, cooling failure, water interruption, physical intrusion and simultaneous cyber escalation. Include contractors, utilities, emergency services and executive decision-makers.
  8. Report and improve. Maintain a clear pathway for suspicious activity and harmful AI behavior, review incidents and near misses, and update controls when models, chips, suppliers or site conditions change.

What is still not a settled number

Public sources do not establish a universal per-facility construction price, a standard percentage of project cost devoted to security or a verified return-on-security metric. Investment totals and forecasts are useful indicators of scale, but they cannot substitute for a site-specific engineering estimate and risk assessment.

“Future demand for AI is difficult to gauge, due to rapid technological advances and various barriers to widescale roll-out,” said Darren Tasker, Head of Construction, Americas, at Allianz Commercial.
