The right AI factory is the one designed around your workloads, data controls, scale, facilities and operating capacity—not simply the largest GPU cluster you can buy. Before choosing a partner or platform, decide what AI work must run, who will use it, where data and systems must be controlled, and how the environment will be operated.
What an AI factory includes
An AI factory is an integrated environment for the AI lifecycle: data ingestion, model development, training, fine-tuning, inference, monitoring and ongoing improvement. Accelerated compute is central, but a production environment also depends on networking, storage, data pipelines, software, security, governance, power, cooling and people.

That distinction matters when evaluating proposals. A GPU server can be one component of an AI factory; it is not, by itself, a complete environment. A partner should explain how the surrounding systems and operating processes will support the intended workloads.
Start with the workload, not the product
Write down the use cases and outcomes the environment must support before comparing vendors. Frontier-model training, fine-tuning an industry model, high-volume inference, retrieval-augmented generation (RAG) and agentic AI can place different demands on compute, data access and operations. Establish which are immediate requirements and which are possible later additions.

- Workload: What models and applications will run, and will the environment train, fine-tune, serve inference, or do several of these?
- Outcome: What useful work should the system enable, and how will the organization judge whether it is succeeding?
- Users and tenancy: Is this a dedicated environment for one team, or must it safely serve multiple departments, customers or organizations?
- Data boundaries: Which datasets can be used, where may they be stored and processed, and who may administer the systems?
- Growth: What is needed now, and what plausible expansion should the design accommodate?
These answers help distinguish a focused deployment from a shared AI platform, and prevent a capacity figure from becoming a substitute for a workload plan.
Match the approach to scale and control requirements
A 2026 sponsored feature by James Hayes for The Register, reproduced by Tech4You and identifying HPE and NVIDIA as sponsors, presents three HPE/NVIDIA approaches. The descriptions below are vendor positioning reported in that feature, not independent performance findings.
| Approach | Positioning in the sponsored feature | Questions to resolve |
|---|---|---|
| HPE Private Cloud AI | Described as an enterprise-ready, on-premises turnkey platform for fine-tuning, RAG and inference. The feature reports HPE’s capacity claim of up to 256 GPUs. | Do the intended workloads fit this platform’s stated use cases and scale? What configuration, software and operational responsibilities are included in the proposal? |
| HPE AI Factory at-scale | Presented for model builders, service providers and large enterprises operating across hundreds to tens of thousands of GPUs, with centralized control and multi-tenancy. | Are multiple teams or customers sharing resources? How will access, isolation, resource allocation and service levels be managed across tenants? |
| HPE Sovereign AI Factory | Presented for organizations with strict jurisdictional requirements, adding control over data security and residency, sovereign management, optional air-gapped configurations and compliance frameworks. | Which jurisdiction, administration, isolation and policy requirements must be met? Does the proposed deployment actually satisfy each applicable obligation? |
The GPU capacities and scale descriptions in the table come from the sponsored feature’s HPE/NVIDIA product positioning. They are not independently validated benchmarks, guaranteed performance levels or a like-for-like comparison. The feature provides no independent total-cost-of-ownership analysis.

On-premises, cloud and hybrid deployment can fit different strategies. The decision turns on the organization’s requirements for control, location, data movement, security and operating responsibility; sovereignty adds specific requirements around jurisdiction, administration, isolation and policy. Translate those requirements into explicit acceptance criteria rather than relying on a broad “sovereign” or “secure” label.

- Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
- Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
- Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
- High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.
Facility limits can constrain both initial capacity and later expansion. Ask the partner to assess available power, cooling and space, as well as how data will move between storage, compute and users. Confirm who will handle the operational work once the environment is live:
- Provisioning resources and managing capacity across teams or tenants.
- Monitoring usage, availability and service levels.
- Enforcing governance, access controls and security policies.
- Maintaining the platform and coordinating updates and support.
Clarify which responsibilities belong to your staff, the partner and the technology vendors. A design that meets a technical specification but has no credible operating model can be difficult to run reliably.

Evaluate partners by the work they will own
The sponsored feature describes HPE AI Services as spanning business planning, AI strategy, workload characterization, facility planning, deployment, integration, support and ongoing operations. Use that breadth as a checklist for the proposed engagement: ask what deliverables are included, who is accountable for each, and what handoff or continuing support looks like.
The feature also says HPE Financial Services can help with purchasing, accelerated depreciation schedules and lifecycle flexibility. It provides no prices or terms, so treat those as topics to discuss directly rather than assumed savings or a recommendation.
- Characterize workloads: Document the use cases, data, model tasks, users and outcomes the environment must support.
- Set controls: Specify deployment location, jurisdiction, administrative access, tenancy, security and governance requirements.
- Validate readiness: Review power, cooling, space, storage, networking and data movement before fixing the capacity plan.
- Define ownership: Assign responsibility for implementation, integration, support, policy enforcement and daily operations.
- Compare proposals: Assess useful workload performance, accelerator utilization, developer productivity, governance, availability and expansion needs alongside all operating requirements.
Ask for assumptions and measurable acceptance criteria in each proposal. The sponsored feature does not provide independent ROI evidence or controlled customer results, so its product claims cannot establish what a particular organization will achieve.
What the named deployments do—and do not—show
The feature names TELUS Sovereign AI Factory in Canada and a sovereign AI factory at the University of Utah in the United States as deployments. It does not provide independent case-study measurements or outcome data for either. Their mention establishes that the feature reports deployments, but does not demonstrate performance, savings or suitability for another organization.
