For most organizations, that means composing a platform from selected open-source, commercial, and internally built components rather than treating the decision as a pure build-versus-buy contest. Build when your workflows or constraints are genuinely unusual and you can fund long-term platform ownership; buy when speed, support, and proven workflows matter more than deep control.
Start by separating the platform from the portal
An internal developer platform (IDP) is the broader operating system for developer self-service: infrastructure interfaces, deployment workflows, policy controls, observability, documentation, templates, and the team that keeps those capabilities reliable. An internal developer portal is the user-facing catalog and launch point for those capabilities. A portal can help developers discover services and request environments, but a portal alone does not create the automation, permissions, or operational processes behind those actions.

Gartner’s reproduced definition describes portals this way: "Internal developer portals serve as the interface through which developers can discover and access internal developer platform capabilities." The sentence is attributed to Gartner’s A Software Engineering Leader’s Guide to Improving Developer Experience and reproduced by Humanitec. Gartner’s full guide is not publicly available in the cited material, so treat the wording as a reproduced quotation rather than a directly checked excerpt from the original document.

The three viable sourcing paths
Use build, buy, and compose as sourcing paths, not as ideologies. Each can produce a good platform when its ownership model matches your organization.
| Path | What it means | Best evaluated against | Main exposure |
|---|---|---|---|
| Build | Your team designs, integrates, operates, and evolves most platform components. | Custom fit, control, security requirements, and the ability to staff ongoing ownership. | Implementation time, maintenance load, and concentration of knowledge in a small team. |
| Buy | You adopt a commercial or managed platform capability and configure it around your organization. | Time to useful workflows, support quality, integration coverage, flexibility, and exit terms. | Vendor dependency, gaps in unusual workflows, recurring costs, and migration effort if the product changes. |
| Compose | You combine open-source frameworks, commercial components, and internal services behind a coherent developer experience. | Integration boundaries, ownership clarity, operational responsibility, and consistency for developers. | More contracts between components and a risk that the result feels like a collection of tools instead of one platform. |
Composition is not a compromise by definition. It can be the most practical route for enterprises that already have identity, source-control, CI/CD, cloud, ticketing, and observability systems. Humanitec’s guidance presents this mixed approach as a way to combine existing enterprise systems with open-source, commercial, and in-house work. That is vendor-authored guidance, not an independent finding, so validate the approach against your own operating constraints.
Define the outcome before choosing a product or architecture
Write down the developer problem in observable terms. “We need an IDP” is too broad to evaluate. A useful outcome statement names the user, the action, the guardrails, and the expected result.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- A new service team can create a production-ready repository, pipeline, ownership record, and baseline dashboards without opening separate infrastructure tickets.
- A developer can request a preview environment with approved network, secrets, and data-access policies already applied.
- On-call engineers can identify the owner, deployment history, dependencies, and runbook for any production service from one place.
- Platform operators can change a policy once and roll it out consistently rather than editing every repository by hand.
Prioritize two or three workflows for the first release. If you attempt to expose every cloud service, database, security control, and engineering process at once, you will create a catalog before you create a useful platform.
Evaluate the decision on eight dimensions
Compatibility with systems you already operate
Inventory your identity provider, source-control systems, CI/CD engines, infrastructure-as-code tools, container or virtual-machine runtime, artifact repositories, service mesh, observability stack, ticketing system, and compliance controls. For each, record the integration method, authentication model, API maturity, rate limits, ownership, and upgrade cadence.
A platform that supports your cloud provider but cannot represent your existing deployment approvals may require more custom work than expected. Ask whether integrations are first-class, maintained adapters or generic webhooks that your team must own. Check how failures are reported: a self-service button that silently creates a half-configured environment is worse than a visible ticket.
Customization and policy requirements
List the rules that cannot be compromised: data residency, separation of duties, private networking, encryption, audit retention, approved base images, change windows, or regulated release evidence. Then distinguish policy from preference. Policies should be enforced centrally; preferences can remain configurable by teams.

Build gives you maximum control over unusual rules, but every custom control becomes code, documentation, tests, and an upgrade obligation. A purchased capability may cover common controls while requiring an extension for your edge cases. In a composed design, decide which layer owns each policy so two components do not produce contradictory decisions.
Internal engineering capacity
Count the people who can work on platform engineering, reliability, security, developer enablement, and support. Do not count only the initial project team. A platform needs maintainers after launch, including during incidents, vendor upgrades, cloud changes, and staff turnover.
Ask whether the team can provide a clear service-level objective for the platform, review contributions, operate integration tests, and support developers in multiple time zones. If the answer is no, a managed capability or narrower composed scope may be safer than building a broad system.
Time to useful self-service
Set a date for the first workflow that removes a real manual handoff. Compare paths using the same definition of done: identity and authorization, audit records, rollback behavior, documentation, monitoring, and a support route. A demo that provisions a sample service is not production-ready self-service.
Buying can shorten the path when your requirements match the product’s existing workflows. Building can be faster for a very small, familiar integration, but slower when you must create a catalog, template engine, orchestration layer, permission model, and support process simultaneously. Composition can deliver value incrementally if you choose stable boundaries.
Ongoing maintenance and upgrade effort
Estimate the recurring work for every component: security patches, API changes, runtime upgrades, schema migrations, connector maintenance, documentation, testing, and incident response. For a vendor, ask what is included in support and what remains your responsibility. For open-source components, identify maintainers, release frequency, security response, and your escalation route.
Use an ownership register with one accountable team per component. “The platform team” is not specific enough when one group owns the portal, another owns deployment, and a third controls cloud accounts.

Vendor dependency and reversibility
Dependency is not automatically bad; it becomes dangerous when you cannot export service metadata, templates, policies, audit records, or deployment definitions. Before buying, document data-export formats, API access, contract termination terms, price-change provisions, support commitments, and the effort required to replace the capability.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor a composed platform, dependency can be distributed across several projects, which reduces single-vendor exposure but increases integration ownership. Standard interfaces and portable definitions matter more than the number of logos in the architecture diagram.
Security, reliability, and governance
Treat the platform as production infrastructure. Require least-privilege access, short-lived credentials where possible, encrypted secrets, immutable audit logs, policy testing, backup and recovery procedures, and a documented break-glass process. Define what happens when the portal is unavailable: developers should still have a safe emergency path, and an outage should not remove your ability to operate existing services.
Total cost, not just license cost
No independent, comparable total-cost figures are established for these paths. Build your own model with the same categories for each option:
- Initial design, integration, migration, and security review.
- Engineering and product-management time for the first release.
- Cloud, hosting, observability, support, and training costs.
- Recurring maintenance, upgrades, incident response, and documentation.
- Migration or exit work if a component is replaced.
- Opportunity cost of delaying other platform or product work.
Separate one-time implementation from recurring operating cost. A low initial price can be expensive if every new cloud account, policy, or runtime requires bespoke engineering.
A step-by-step selection process
- Choose the first two workflows. Interview developers, security, operations, and product teams. Record the current steps, wait states, approvals, failure points, and evidence required for compliance.
- Map the current technology and ownership. Create a dependency map from portal entry point through orchestration, infrastructure, runtime, identity, and observability. Mark unsupported APIs and manual handoffs.
- Write non-negotiable requirements. Include authorization, audit, data location, availability, recovery, accessibility, and integration requirements. Classify each as mandatory, preferred, or optional.
- Define a minimum viable platform. Select one golden path, such as creating a service with a repository, pipeline, environment, ownership metadata, and dashboard. Specify what “done” means operationally.
- Score build, buy, and compose. Use a weighted scorecard rather than a slogan. A practical weighting gives the greatest weight to workflow fit, security, time to value, and sustainable ownership; adjust the weights to your risks.
- Run a proof of value. Use a representative service, not a toy project. Test normal creation, a failed deployment, a permission change, rollback, audit retrieval, and deletion. Have developers who were not on the project perform the workflow from the documentation.
- Model the three-year operating case. Include staffing, hosting, support, upgrades, migration, and training. Record assumptions and identify which figures are estimates rather than commitments.
- Set a decision gate. Approve a path only when an accountable owner, funding, security review, support model, and exit or recovery plan are documented.
When building is the right choice
Strong indicators
- Your workflows depend on proprietary systems or regulatory controls that available products cannot represent.
- You have a platform team with reliable capacity for multi-year maintenance, not just a project budget.
- Platform behavior is a strategic differentiator, and control over the roadmap outweighs faster initial delivery.
- You need deep integration with internal authorization, network, data, or deployment systems.
- You can keep interfaces and data formats portable enough to avoid creating an irreplaceable internal monolith.
Build risks to control
Teams often underestimate the unglamorous work: catalog data quality, onboarding documentation, support queues, permission reviews, upgrade testing, and recovery drills. Assign product ownership, publish a roadmap, and treat internal developers as customers. Start with a narrow paved road and add capabilities only when usage and support evidence justify them.
When buying is the right choice
Strong indicators
- You need a usable workflow quickly and your requirements align with established product capabilities.
- Your organization lacks enough specialists to operate every integration and security control itself.
- You value a vendor’s support, upgrade process, documentation, and roadmap more than maximum implementation control.
- The platform capability is important but not a competitive differentiator for your business.
Questions that expose a poor fit
- Can the product model your approval chains, environments, ownership, and exception paths without manual workarounds?
- Which integrations are maintained by the vendor, and which are customer code?
- Can you export catalog records, templates, policy definitions, audit history, and deployment metadata in usable formats?
- What happens when the vendor’s service or control plane is unavailable?
- How are breaking changes announced, tested, and supported?
- Can your security team inspect the permission model, data flows, subprocessors, and retention settings?
Do not confuse a polished portal with complete coverage. Verify the underlying provisioning, deployment, policy, and ownership workflows using the proof-of-value tests.

When composing is the right choice
Composition works when you can define clear boundaries and present one coherent experience. For example, an organization might retain its existing identity, source control, CI/CD, cloud accounts, and observability while adding a catalog, templates, and orchestration layer. Another might buy a managed control plane but build its own policy adapters and developer-facing interface.
Rules for a coherent composed platform
- Give each capability one system of record. Do not maintain ownership or environment metadata independently in three catalogs.
- Use stable APIs and events at boundaries, with versioning and contract tests.
- Make authentication and authorization consistent across components.
- Define a single developer journey from discovery to provisioning, deployment, and support.
- Document failure ownership. A failed workflow should identify whether the issue belongs to the portal, orchestrator, cloud, pipeline, or application team.
- Budget integration maintenance as a first-class operating cost.
Architecture decisions that affect the outcome
Portal scope
Decide whether the portal is primarily a catalog, a workflow launcher, a documentation hub, or all three. Keep presentation concerns separate from provisioning logic so you can change the interface without rewriting every backend integration.
Free tools Windows power users keep installed
One-click scans. No signup required.
Templates and golden paths
A template should create more than a repository. Define ownership, build and deployment configuration, secrets references, policy checks, dashboards, alerts, runbooks, and lifecycle metadata. Version templates, test them against representative dependencies, and provide a supported upgrade path for services created from older versions.
Control-plane boundaries
Separate requests from execution. The portal can validate intent and authorization, while an orchestrator applies changes asynchronously and reports status. This makes retries, approvals, audit records, and partial failures explicit. Avoid giving the portal broad, permanent cloud credentials.
Service catalog quality
A catalog is useful only when records are current. Define who owns each field, how records are created, how stale entries are detected, and how services are retired. Automatically derive metadata where possible, but provide an accountable owner for exceptions.
Implementation roadmaps by path
Build roadmap
- Establish the platform team, product owner, support channel, reliability objectives, and security threat model.
- Deliver one golden path with automated tests, auditability, rollback, and documentation.
- Onboard a small group of teams and measure completion, failure, and support demand.
- Harden identity, secrets, recovery, upgrade procedures, and service-catalog governance.
- Add the next workflow only after the first one has an owner and an operating baseline.
Buy roadmap
- Translate requirements into a vendor scorecard and contract questions before demonstrations.
- Test the product with your identity, source control, pipeline, cloud, policies, and representative services.
- Negotiate data export, support response, security obligations, uptime expectations, change notices, and termination assistance.
- Define what your team owns: integrations, templates, policy configuration, user support, and incident escalation.
- Launch with a limited workflow, then expand only after adoption and reliability targets are met.
Compose roadmap
- Select the smallest set of components that closes the first workflow’s gaps.
- Write interface contracts, ownership boundaries, data models, and failure-handling rules.
- Build an end-to-end path before adding more catalog categories or integrations.
- Automate compatibility tests across component upgrades.
- Review the architecture quarterly for duplicate systems of record and unowned connectors.
Common failure modes and fixes
The portal launches before the platform works
Symptom: Developers can browse services but still open tickets for environments and deployments. Fix: Measure completed self-service workflows, not catalog page views. Prioritize the backend automation and support process behind each visible action.
Too many golden paths
Symptom: Teams face dozens of templates with overlapping options. Fix: Start with a small set of supported paths, explain when each applies, and create an exception process rather than exposing every parameter.
Best Value
Ownership is missing
Symptom: A failed workflow moves between platform, cloud, security, and application teams. Fix: Put an accountable owner, escalation route, and runbook next to every capability and integration.
Automation hides irreversible actions
Symptom: A self-service action deletes data, changes network access, or creates unexpected cost. Fix: classify destructive operations, require explicit confirmation or approval, show impact before execution, and test recovery.
Adoption is mistaken for outcome
Symptom: Usage rises but lead time, failure recovery, or support demand does not improve. Fix: Track workflow completion time, first-pass success, deployment recovery, support contacts, policy exceptions, and developer satisfaction together.

Metrics that tell you whether the choice worked
Establish a baseline before rollout and compare like-for-like workflows afterward. Useful measures include:
- Median time from an approved request to a usable environment.
- Percentage of attempts completed without manual intervention.
- Failure and rollback rates, with causes categorized by component.
- Time required to identify a service owner, dependency, deployment, or runbook.
- Number and age of policy exceptions.
- Platform availability, recovery time, and unresolved support volume.
- Adoption by target teams and the percentage of services using supported templates.
- Developer-reported effort and confidence, collected with a consistent survey.
Do not claim that a portal or platform improved productivity solely because inquiry or usage increased. Gartner’s public 2024 abstract reported a 120% increase in inquiries about internal developer portals in 2023 compared with 2022, largely driven by interest in Backstage. That is an inquiry measure, not evidence of adoption, productivity gains, or financial return.
Make the decision
Choose build when distinctive requirements and control justify a permanent engineering commitment. Choose buy when a supported capability can deliver your priority workflows faster and your organization accepts the vendor relationship. Choose compose when existing systems are valuable, no single offering fits the whole environment, and you can enforce clear integration and ownership boundaries.
In every case, approve a narrow first release, test it with real services, and fund the operating model alongside the technology. The winning platform is not the one with the largest feature list; it is the one developers can use reliably, security teams can govern, and an accountable team can maintain after the launch project ends.
