For most organizations, the defensible answer is a hybrid model: keep governance, risk acceptance, system context and deployment authority inside the organization, then use external specialists for scarce skills, independent testing or short-term capacity. Outsourcing the work does not outsource accountability. Management and the board still set policy, risk tolerance and decision rights.
Choose the mix by looking at the systems you operate, the consequences of failure, the continuity of the work and the capabilities you can realistically maintain. The NIST AI Risk Management Framework (AI RMF) supports a scalable approach rather than a universal team size or staffing formula.

Should you build an AI security team or hire an outside provider?
Build internal capability when AI is central to your products or operations and security decisions depend on detailed, changing knowledge of your data, architecture, users and business processes. A permanent internal owner is also important when work includes continuous inventory, threat analysis, secure engineering, deployment controls, monitoring and incident decisions.
Use an outside provider when the need is specialized or intermittent: an adversarial assessment, a targeted architecture review, incident-response support, or an independent evaluation. External help is also sensible when a skill is scarce, you need a second opinion, or your team needs temporary capacity during a major deployment.

A provider can perform work, but your organization remains responsible for deciding which risks to accept, what systems may be deployed, who receives access and how incidents are handled. NIST identifies management, senior leadership and boards among the actors involved in AI governance, while also recognizing external providers, developers, vendors and evaluators as AI actors (NIST AI RMF 1.0).
What AI security work actually includes
AI security combines established information-security duties with risks that arise from models and data. Confidentiality, integrity and availability still matter for training data, prompts, model files, APIs, logs and production infrastructure. NIST also highlights AI-specific concerns such as evasion, model extraction and membership inference (NIST Security and Resilience research).
- Governance: policies, roles, risk appetite, approval gates and accountability across the system lifecycle.
- System context: inventories of models, datasets, vendors, users, integrations and affected people.
- Security engineering: identity and access controls, secrets management, secure development, isolation, logging and resilience.
- Evaluation: testing for abuse, adversarial inputs, data leakage, unsafe behavior, robustness and control effectiveness.
- Operations: monitoring, vulnerability handling, incident response, rollback, retirement and evidence preservation.
- Third-party oversight: reviewing providers, dependencies, update practices, subcontractors and contractual responsibilities.
This breadth is why a single “AI security specialist” rarely covers every need. The right operating model gives each activity an owner and ensures the required skills and authority exist.

When building internal capability is the better fit
AI is core to the business
If an AI system drives a product, revenue process, safety decision or critical operation, internal staff need enough context to make timely trade-offs. They understand business impact, user expectations, regulatory obligations and which failures are tolerable. An external assessor can identify weaknesses, but cannot permanently substitute for that context.

Risk work is continuous
Frequent model changes, new data sources, changing prompts, evolving threats and production feedback require recurring decisions. Internal owners can maintain the inventory, approve changes, coordinate engineering and privacy reviews, and track remediation after a consultant leaves.
You can provide authority and access
Hiring alone is not an operating model. Internal personnel need access to architecture, logs, data-use records and incident channels, plus authority to delay a release or stop a system when risk exceeds the organization’s tolerance. They also need collaboration with engineering, product, legal, privacy, risk and operations.
Context-specific knowledge is hard to transfer
Details such as data lineage, user roles, business-process dependencies and acceptable failure modes often determine whether a control works. Keeping this knowledge inside reduces repeated discovery work and makes decisions faster as the AI portfolio grows.

You need independence
The team that builds a system may not be the best team to judge its controls. A separate evaluator can challenge assumptions and provide evidence to leadership, customers or regulators. NIST’s Generative AI Profile calls for independent evaluations or assessments when their type and robustness are proportionate to identified risks (NIST AI 600-1).
Recruiting cannot meet the immediate need
An external specialist can close a capability gap while you recruit, train or redesign responsibilities. Treat this as a managed transition: define what knowledge must be transferred, who will own findings and how access will be removed at the end.
The provider can show relevant evidence
Choose an outside party only when it can explain its methods, limitations, staffing, dependencies and deliverables. NIST warns that technologies acquired from third parties may be complex or opaque and that provider risk tolerances may not align with the deploying organization (AI RMF 1.0).
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhy a hybrid model is often the safest starting point
Keep a named internal accountable owner and a cross-functional governance group. Internal staff should own system context, risk acceptance, policy, access approvals, release decisions, incident escalation and provider oversight. Contract external specialists for scoped expertise, surge capacity or independent evaluation.

This arrangement avoids two common failures: an internal team that lacks a rare skill, and an outsourced program that leaves nobody inside with enough knowledge to challenge the provider. Reassess the mix when the AI portfolio, threat profile, internal capability or provider performance changes.
Compare build and outsource options on the dimensions that matter
| Decision dimension | Questions to ask | What usually favors internal ownership | What can favor an external engagement |
|---|---|---|---|
| Continuity | Is the work one-off or needed every release and every day? | Ongoing monitoring, approvals and incident decisions | Defined assessment or temporary surge |
| Context ownership | How much depends on internal data, users and business consequences? | High context and fast operational decisions | Well-bounded technical testing |
| Skill availability | Which capabilities exist, and which are scarce? | Skills you can recruit and retain | Rare expertise needed immediately |
| Independence | Would a separate evaluator improve confidence? | Routine control operation | High-risk or high-consequence evaluation |
| Transparency | Can you inspect methods, evidence, limitations and dependencies? | Direct visibility and control | Provider supplies verifiable evidence and access |
| Risk alignment | Do incentives and tolerances match yours? | Decisions made under your policy | Contract explicitly aligns duties and escalation |
| Data and access exposure | What data, model assets, logs or privileges must be shared? | Sensitive access stays inside | Provider can minimize, isolate and protect required access |
| Operational handoff | Who remediates, monitors and responds after the engagement? | Permanent internal owner | Provider has documented transfer and support terms |
A step-by-step decision method
- Inventory the AI estate. List models, applications, datasets, vendors, interfaces, users, environments and business owners. Record whether each system is experimental, internal, customer-facing or safety- or mission-critical.
- Describe consequences. For each system, document plausible confidentiality, integrity and availability failures, as well as AI-specific threats such as evasion, extraction and membership inference. Note affected people, legal duties, financial exposure and recovery requirements.
- Map lifecycle work. Identify who currently performs design review, data review, testing, release approval, monitoring, incident response and retirement. Gaps in ownership matter as much as gaps in technical skill.
- Assess internal capability. Check skills, capacity, authority, access and independence. A team that has expertise but cannot stop a release is not a complete control.
- Classify each need. Mark work as continuous internal ownership, specialized external support, independent evaluation, or a shared responsibility. Avoid treating “AI security” as one indivisible procurement category.
- Set provider requirements. Specify evidence, test scope, data handling, personnel qualifications, subcontracting, incident notification, remediation support, retention and deletion, and the format of findings.
- Approve and document the operating model. Name the accountable executive, technical owner, risk approver, incident authority and provider manager. Record escalation thresholds and what happens when a provider is unavailable.
- Reassess on triggers. Review the arrangement after a major model or data change, a new high-impact use, a serious incident, a material provider change or evidence that internal capacity no longer matches demand.
Use the NIST AI RMF to scope responsibilities
The NIST AI RMF 1.0 organizes risk work into four functions. Governance cuts across the others, and risk management continues throughout the AI system lifecycle. The framework is voluntary and designed to scale to different organizations and sectors.
| Function | Core question | Typical internal responsibility | Possible external contribution |
|---|---|---|---|
| Govern | Who sets policy, accountability and risk tolerance? | Leadership, board reporting, policy, approvals and risk acceptance | Governance maturity review or policy advice |
| Map | What is the system, who is affected and what can go wrong? | Context, inventory, stakeholders, data and business impact | Threat modeling, impact analysis or documentation support |
| Measure | How will risks and controls be evaluated? | Acceptance criteria, metrics, evidence and remediation decisions | Adversarial testing, validation and independent assessment |
| Manage | Which risks receive action, monitoring or escalation? | Prioritization, release gates, incident response and lifecycle changes | Remediation support, incident response or monitoring augmentation |
NIST says framework users may apply these functions as best suits their needs, based on their resources and capabilities (AI RMF Core). Its resource page also notes that AI RMF 1.0 is being updated, so verify the current release before adopting it as a formal policy baseline (NIST AI RMF Resources).
How to evaluate an AI security provider
Demand a method, not a marketing promise
- What systems, versions, interfaces and threat scenarios are in scope?
- Which tests are performed, by whom and with what limits?
- What evidence will you receive, and can your team reproduce or challenge the results?
- How are false positives, false negatives and unresolved uncertainty reported?
Check access and data controls
- Can the provider work with synthetic, redacted or isolated data?
- What privileges, credentials, model files and logs are required?
- Are subcontractors involved, and where is data processed?
- How are secrets, artifacts and copies deleted or returned?
Align responsibilities contractually
- Define notification deadlines and cooperation during incidents.
- Assign remediation ownership; a report alone is not risk reduction.
- Specify support after delivery, retesting terms and knowledge transfer.
- Require disclosure of conflicts, dependencies and material method changes.
Test independence and competence
Ask for comparable work, staff qualifications, quality assurance and references appropriate to your system’s risk. Independence is meaningful only when the evaluator can challenge the builder and report uncomfortable findings without commercial pressure.
Best Value
Design the internal team around decisions, not job titles
NIST does not prescribe a universal headcount. A small organization may assign responsibilities across existing security, engineering, privacy, legal and operations roles; a larger one may create dedicated positions. In either case, document who owns:
- AI inventory and system context;
- threat and impact analysis;
- secure architecture and engineering controls;
- evaluation plans and acceptance criteria;
- data, privacy and legal review;
- release approval and risk acceptance;
- monitoring, incident response and communications; and
- provider selection, access and performance.
For generative AI, NIST recommends documented roles and communication for mapping, measuring and managing risks, procedures for incident communication, appropriately composed response teams, and maintaining the skills needed for response (NIST AI 600-1).
What the available evidence does—and does not—show
NIST reports that more than 240 organizations contributed to the AI RMF’s development over an 18-month multistakeholder process. Those figures describe how the framework was developed; they do not measure whether internal teams or providers reduce breaches, cost less or deliver better returns.
No universal staffing count, service price, time-to-hire advantage, breach-reduction rate or return-on-investment comparison is established here. Be wary of proposals that present a generic team size or guaranteed savings as if NIST endorsed it. The right allocation depends on your systems, consequences, resources and risk tolerance.
When to revisit the decision
Build-versus-buy is not permanent. Revisit it when you add a high-impact use case, connect a new data source, change model architecture, move from pilot to production, experience an incident, lose key staff, or discover that a provider cannot supply the promised evidence. A hybrid arrangement should evolve as internal expertise improves and external threats change.
The NIST AI RMF Playbook offers implementation ideas but is explicitly “neither a checklist nor set of steps to be followed in its entirety.” Use it to tailor questions and evidence to your context, not as a substitute for management judgment (NIST AI RMF Playbook).
