Choose by testing how well a tool handles your intake, triage, workflow, development integrations, reporting, and administration—not by counting features or assuming one product is best for every team.
What a bug tracker needs to do
A bug tracker is more than a place to collect tickets. It should capture defects with enough context to investigate, make priority and ownership clear, and show what happens next until the fix is verified and closed. Atlassian describes these core tracking functions in its Jira bug-tracking overview.
Start by tracing one realistic defect from the person who reports it to the person who fixes it. If the report can be submitted but not assigned, prioritized, connected to code, or followed through resolution, the tool is not supporting the whole process.
Which features matter when you choose a tracker?
Intake that produces actionable reports
Decide who can submit issues: developers, support staff, customers, or other nontechnical users. Then identify the details needed to reproduce a defect, such as steps, expected and actual behavior, environment, software version, severity, and screenshots. Structured forms or templates can prompt reporters for this information instead of leaving every report as an unstructured description.

Jira documents bug work items with descriptions, severity, screenshots, and version details. GitHub documents issue forms and templates for collecting reports. See Jira bug tracking and GitHub Issues documentation.
Triage, priority, and ownership
After intake, the team needs to decide what to do and who will do it. Check that a report can be assigned to an owner, given a priority or urgency, and updated with a clear next action. Labels and other issue metadata can also help teams group and sort incoming work. GitHub documents assignment and issue metadata; Jira documents assignment and prioritization in its bug-tracking features.

A workflow that matches the real lifecycle
Write down the statuses a defect actually passes through, from new report to verification and closure. A small team may need only a short sequence. A cross-functional or more controlled process may need distinct states, transitions, and rules for different work types. Jira documents customizable workflows and a workflow engine, but the useful question is whether the configuration fits your team’s process without creating unnecessary administration. See Jira bug tracking.
Links to code and planning
Look for connections to the repository, pull requests, commits, deployments, or planning view your team already uses. GitHub documents issue references to pull requests, automatic issue closure through pull-request keywords, and issue metadata in Projects. Jira documents development-tool integrations. These connections can keep a defect and its implementation work associated rather than forcing the team to reconstruct the history across separate systems. See GitHub Issues documentation and Jira bug tracking.

Reporting and visibility
Choose the reports you will use before selecting a tool for a long list of features. Atlassian documents reports covering issue analysis, created-versus-resolved work, resolution time, workload, and cycle or lead times. Those capabilities may matter to teams that need to monitor work flow or communicate status; they are not automatically necessary for every team. See Atlassian’s Jira reporting documentation.
Administration and upkeep
Consider who will configure workflows, manage permissions, maintain forms and fields, and help users follow the process. Product feature pages do not establish how much setup effort or total cost a particular team will face. Evaluate those factors directly with a trial that uses your real roles, reports, and handoffs.

How representative tools differ
The tools below have different documented emphases. Their official product pages describe vendor features, not independent comparative performance; the available information does not establish a universal best choice.
| Tool | Documented emphasis | Could be a fit when |
|---|---|---|
| GitHub Issues | Issues for bugs and other work; forms and templates; labels and milestones; sub-issues and dependencies; Projects; assignments; and pull-request references. | Your development work is already organized around GitHub repositories and you want issues connected to that work. |
| Jira | Structured bug capture, details such as severity and screenshots, assignment and prioritization, configurable workflows, notifications, automation, and development-tool integrations. Atlassian also documents reporting for issue analysis, forecasts, dashboards, and agile metrics. | You need configurable process controls, integrations, or reporting and are prepared to assess the setup they require. |
| Linear | Issue tracking and cycle planning as part of a product-development workflow. | Those documented capabilities match your workflow; the cited feature page does not establish a feature-by-feature comparison of administration, pricing, or reporting. |
A practical way to evaluate candidates
- Choose a representative defect. Use a real example that includes the kind of reproduction details, environment, and reporter your team encounters.
- Submit it as the intended reporter. Check whether a nontechnical person can provide useful information without needing coaching, if that is part of your intake.
- Run the triage handoff. Assign an owner, set priority, and make the next action visible. Note any workarounds required to do this consistently.
- Follow it through development and verification. Link the issue to the relevant code or planning work where applicable, move it through your actual statuses, and verify that closure is clear.
- Review the views and reports your team will use. Confirm that the product can answer your practical questions about open work, responsibility, and progress.
- Assess upkeep and cost directly. Check the administration tasks and plan terms for your team rather than inferring effort or price from a feature list.
Keep the same scenario and criteria when trying more than one product. That makes workflow fit easier to judge than a feature checklist detached from your team’s work.

Capture useful evidence for bug reports
Screenshots can help document what a reporter saw, especially when the issue is visual or the reproduction context is hard to explain. A screenshot tool is separate from a bug tracker: decide whether your team needs a manual image in the report, a browser capture in an automated process, or no screenshot step at all.
For manual reports, establish who captures the image and how it is attached to the issue. For automated website captures, consider access controls and sensitive content before sending a page to an external service. If you need a website screenshot API, ScreenshotNeo is an option for clean captures: it removes known consent banners, newsletter popups, and chat widgets before capture, and only clean shots are billed.
Or skip the browser setup
For a website capture, one GET request can return an image or PDF. The following cURL example saves a WebP screenshot of the Stripe homepage:
ScreenshotNeo API documentation
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
- Cookie and consent banners, newsletter popups, and chat widgets are removed before the shot; each cleanup step can be turned off.
- Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing. Response headers indicate the page verdict and whether the capture was billed.
- An MCP server provides
take_screenshot,get_page_info, andcapture_pdftools for AI agents and MCP clients. - The Free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 screenshots.

Frequently Asked Questions
Do we need a dedicated bug tracker if our team already uses a project-management tool?
Not necessarily. Evaluate whether the existing tool supports the intake, ownership, issue lifecycle, development links, and reports your defect workflow requires before adding another system.
Should every bug report require a screenshot?
No. Ask for screenshots when they help explain or reproduce the problem; make other reproduction details and environment information available through the report template as needed.
