Bug Bounty Hunting FAQ: Scope, Duplicates, Severity, and Disclosure

Successful bug bounty work starts before you send a request or run a scanner: read the individual program brief, confirm that every target and technique is authorized, and understand the program’s reward and disclosure terms. Bugcrowd’s guidance treats scope, reproducibility, impact, duplicate status, severity, and disclosure as separate decisions. A technically real vulnerability can still be out of scope, already known, rated differently from your estimate, or ineligible for a cash reward.

What a bug bounty program actually authorizes

A bug bounty brief is the controlling set of instructions for that program. Bugcrowd describes the brief as the place to find the targets, goals, scope, and rules. Do not treat the program’s public brand, parent company, or a related domain as permission to test. Authorization comes from the written terms for the specific offering.

Scope is an explicit target list

Read the in-scope and out-of-scope sections as an exhaustive boundary. An in-scope web application may be listed by an exact hostname, URL pattern, mobile package, API, or other asset identifier. A similar-looking hostname, a staging system, a third-party service, or an employee-facing portal is not automatically included. If the brief does not clearly identify an asset, pause and ask through the program’s official communication channel rather than guessing.

Rules are part of authorization

Scope does not by itself permit every technique. The brief can restrict automated traffic, denial-of-service testing, social engineering, physical attacks, access to personal data, destructive actions, or testing against users. It can also specify rate limits, test accounts, maintenance windows, or required headers. A target can be in scope while a particular method is prohibited.

Why out-of-scope testing is risky

Bugcrowd warns that testing outside the stated scope can lead to penalties or escalation. Even a harmless-looking request can create legal, operational, or privacy problems when it reaches an unauthorized system. Keep a copy of the brief and record the version or date you relied on. If the program changes its terms, apply the current terms to new testing and ask how previously collected evidence should be handled.

How to verify authorization before testing

  1. Open the individual program brief. Identify every approved target and the program’s stated goals. Do not rely on a platform-wide default policy.
  2. Mark exclusions. Note domains, paths, products, environments, user types, techniques, data categories, and traffic limits that are prohibited.
  3. Read safe-harbor language. Check whether protection applies only to good-faith activity within scope, and whether the program offers full or partial safe harbor.
  4. Confirm the reporting route. Use the official submission and communication channel named by the program. Do not send sensitive details to an unrelated address or publish them to obtain attention.
  5. Resolve ambiguity in writing. Ask the program whether an uncertain asset or technique is allowed, and wait for an answer before proceeding.
  6. Set a stop condition. Stop immediately if testing reaches data or systems outside the authorized boundary, causes instability, or reveals a new restriction.

Bugcrowd’s safe-harbor material identifies scope, communications, rewards, and disclosure as core program terms. It is not a blanket legal guarantee. Read the exact language and consider your circumstances before testing.

What makes a bug bounty report easy to validate?

A triager should be able to identify the affected asset, reproduce the behavior, understand the security consequence, and decide whether the issue is new. Bugcrowd’s submission guidance emphasizes a concise title, the affected target and location, a clear description, repeatable steps, impact, and useful proof.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a precise title

State the vulnerability and the affected component, not a vague conclusion. A title such as “Stored cross-site scripting in the support-ticket subject field” gives a reviewer a starting point. Avoid titles that promise a severity or payout; those are decisions for the program.

Identify the target and exact location

Name the in-scope hostname, application, API endpoint, parameter, page, mobile package, or other affected location. Include the relevant account role and whether the behavior occurs in production, a test environment, or another named asset. This lets the owner check that the finding belongs to the program.

Describe the behavior and reproduction path

Write numbered steps that another researcher can follow from a clean account or stated prerequisite. Include the request method, path, parameter names, required headers, payload format, and sequence of actions when those details matter. Distinguish setup from the actual exploit. Explain the expected secure result and the observed result.

Explain impact in concrete terms

Connect the technical flaw to an affected security property or business action. Describe whose data or account could be affected, what an attacker could do, what permissions are required, and whether exploitation is repeatable. Avoid claiming maximum impact when your evidence supports only a narrower outcome. If you tested with your own accounts, say so.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attach useful proof

Bugcrowd calls screenshots, videos, request captures, logs, and other proof strongly recommended, but not universally mandatory. Include the smallest evidence set that demonstrates the behavior. Redact tokens, passwords, personal information, and unrelated customer data. A short video can clarify a multi-step flow; a request and response may be better for an API issue. Never collect more sensitive data than needed to establish impact.

Select the best-fitting classification

Choose the vulnerability category that most closely matches the observed root cause. A classification helps triage but does not determine the final outcome. If two categories seem plausible, explain the distinction in the description instead of inflating the issue with multiple labels.

Pre-submission checklist

  • The target and location are explicitly in scope.
  • The title names the issue and affected component.
  • Prerequisites and numbered reproduction steps are complete.
  • Impact is tied to a realistic attacker capability.
  • Evidence is relevant, reproducible, and sanitized.
  • The selected classification fits the root cause.
  • The brief’s reward, communication, and disclosure terms have been reviewed.

What happens if your report is a duplicate?

A duplicate result means the program considers the issue already reported or already known, even if your reproduction is technically correct. Another researcher may have submitted it first, or the owner may have documented it before your submission. Duplicate status is about novelty and report order, not whether the underlying bug exists.

Cash eligibility is separate from technical validity

Bugcrowd’s cash reward rules require an issue to be valid, reproducible, in scope, previously unknown, and first reported. A report can satisfy the first three conditions and still fail the first-report requirement. Do not assume that a detailed report or a high estimated severity creates a payment entitlement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Duplicates may receive a different type of credit

Bugcrowd notes that points may be awarded for some duplicates. Points are not the same as a cash bounty, and the applicable program rules determine whether any non-cash recognition is available. Read the individual brief rather than treating one platform outcome as universal.

How to reduce duplicate disputes

Submit promptly once you have enough evidence to establish the issue, while preserving a clear timeline of discovery and testing. Search the program’s published resolved issues or researcher guidance when that information is available, but do not delay a report while trying to prove that no one else has found it. If you believe a duplicate decision overlooks a distinct root cause or materially different impact, use the program’s official appeal or communication process and provide the technical distinction.

Who decides severity?

Your report should include an informed severity assessment, but the label is not a guaranteed result. Bugcrowd’s Vulnerability Rating Taxonomy (VRT) provides a baseline for classifying common issues and prioritizing them. The suggested rating can change after the program assesses exploitability, affected data, privileges, user interaction, scope, and business impact.

Separate technical severity from program outcome

A severe technical category does not promise a particular payout. Reward ranges, minimum conditions, exclusions, and impact preferences are set by the individual program. Conversely, a lower-level issue can become more important when it chains with another weakness or affects a sensitive workflow, if the program recognizes that context.

Document the factors that support your estimate

  • Attacker access: State whether an unauthenticated visitor, basic user, privileged user, or insider is required.
  • Interaction: Explain whether a victim must click, open content, approve an action, or do nothing.
  • Reach: Identify whether the result affects one account, other users, an administrator, or the underlying service.
  • Data and actions: Specify what information can be read, changed, deleted, or used to perform an unauthorized operation.
  • Reliability: Say whether exploitation is deterministic, conditional, rate-limited, or dependent on a race or unusual configuration.
  • Chaining: Describe other vulnerabilities only when you can reproduce the chain and show the additional impact.

Use the VRT category that best matches the evidence, then let the program apply its own impact assessment and preferences. Check the brief’s reward conditions before interpreting any severity estimate as financially significant.

When can you disclose a vulnerability?

Do not publicize vulnerability details merely because you have submitted a report or because the program has not replied. Disclosure permission depends on the program’s written policy and any agreement reached through its authorized channel.

Coordinated disclosure

Bugcrowd describes coordinated disclosure as a process in which the parties agree on the timing and level of disclosure. That agreement should cover what can be published, when it can be published, which technical details can appear, and how affected users or vendors will be notified. Keep the issue within the authorized communication path until those terms are settled.

Nondisclosure and ambiguous policies

Some offerings require nondisclosure, and Bugcrowd says nondisclosure applies when the policy is absent or ambiguous in the relevant circumstances. Treat silence as a reason to ask, not as permission. Do not post proof-of-concept code, screenshots, endpoint details, affected-user data, or a countdown on social media, a blog, a conference submission, or a public repository without written authorization.

Program-specific terms control

Bugcrowd’s Standard Disclosure Terms state that program-specific terms supersede general terms. Read the individual brief and any later written agreement together. If the owner asks for coordinated timing, follow the agreed schedule and preserve confidentiality until the permitted date. If terms conflict, request clarification through the official channel before taking action.

How to compare programs before you start

The largest advertised bounty is not necessarily the best fit. Compare the operating rules that determine whether you can test safely and receive a fair review.

Decision factor Questions to ask Why it matters
Scope clarity Is there an explicit target list, clear exclusions, and an asset that matches your skills? Ambiguous boundaries increase the chance of unauthorized testing or a rejected report.
Testing authorization Which techniques are prohibited? Are there rate limits, account requirements, or safe-harbor conditions? Being in scope does not authorize every method.
Rewards and severity Are reward ranges and eligibility conditions stated? How are technical severity and business impact considered? A classification alone does not establish a payout.
Disclosure policy Does the program use coordinated disclosure, nondisclosure, or a custom process? How do you request permission? You need a clear route before publishing any details.
Communication and handling Which official channel accepts reports, and what evidence is needed for validation? Clear handling rules reduce delays and protect sensitive information.

These criteria come from Bugcrowd’s program guidance; another platform or owner may use different definitions and procedures. Always apply the terms of the program you actually join.

A practical workflow from first read to final decision

  1. Read and archive the brief. Capture scope, exclusions, rules, reward conditions, safe-harbor language, communication instructions, and disclosure terms.
  2. Plan a low-risk test. Use accounts and data you control, stay within traffic limits, and avoid destructive or privacy-invasive actions.
  3. Stop at the boundary. If a redirect, identifier, or response points to an unlisted system or another person’s data, stop and ask for authorization.
  4. Validate minimally. Reproduce the behavior enough to establish root cause and impact without expanding access or collecting unnecessary information.
  5. Write the report for a fresh triager. Include the target, location, title, description, steps, impact, classification, and sanitized proof.
  6. Submit through the official channel. Keep a timestamped copy and preserve the original evidence securely.
  7. Respond through authorized communications. Answer clarification requests, update the impact analysis when new facts emerge, and do not move the discussion to a public forum.
  8. Wait for the program’s decisions. Treat duplicate status, final severity, reward eligibility, and disclosure permission as separate outcomes.

Common mistakes and how to correct them

Testing a related asset without permission

Problem: A researcher assumes that a company’s other domain, vendor, or mobile application is covered. Correction: Return to the exact target list and request written confirmation before testing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Submitting a vague impact claim

Problem: The report says “account takeover” or “critical data exposure” without showing the required conditions. Correction: State the attacker role, victim interaction, reachable data or action, and a reproducible path.

Overstating severity to influence triage

Problem: The report treats a VRT suggestion as a guaranteed rating or bounty. Correction: Present the evidence and factors behind your estimate, then acknowledge that the program makes the final assessment.

Publishing while a report is pending

Problem: A researcher assumes submission equals disclosure permission. Correction: Follow the program’s coordinated-disclosure or nondisclosure terms and obtain written authorization for any public release.

Including unnecessary sensitive data

Problem: Proof contains real customer records, credentials, or tokens. Correction: Stop accessing additional data, redact what you already captured, and explain the exposure using the minimum evidence needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to remember

Bug bounty hunting is governed by the individual program brief, not by assumptions about the company or platform. Verify authorization and safe-harbor terms before testing; write a report that another person can reproduce; describe impact without promising a severity or payout; understand that a duplicate can be ineligible for cash even when the bug is real; and keep details private until the applicable disclosure terms allow publication. Bugcrowd’s guidance is a practical example of these controls, but the written terms of the specific program always decide what you may do and what happens next.
